That a salary increase be granted for the following part-time
Parking District positions -- Assistant Security Supervisor (Step
1 - $12. 62, Step 2 - $13 . 80, Step 3 - $14. 98, Step 4 - $16. 18 and
Step 5 - $17. 36) and Security Officer (Step 1 - $11. 84, Step 2 -
$12 . 79, Step 3 —$13 .43 , Step 4 - $14 .21 and Step 5 - $14 .98) ; and
Motion No. 2 _That the Director of Personnel be authorized to update Resolution
No. 6413, Section Thirteen accordingly.

STAFF REPORT
James Sharer, Facilities Manager, has requested salary increases for the positions
of Assistant Security Supervisor and Security Officer, due to difficulties in
recruiting qualified personnel at the current salary rates.
Below is a comparison of the current and proposed salary ranges at Step 1 and
Step 5:

Assistant Security Supervisor:
Step 1 $ 9.08/hour $12.62/hour
Step 5 $12.49/hour $17.36/hour
Security Officer:
Step 1 $ 8.52/hour $11.84/hour
Step 5 $10.78/hour $14.98/hour
James Sharer surveyed six local agencies to obtain their pay rates for Security
Officer or Security Guard (see attached information). The average rate for
Security Officer was $17.00/hour. The salary proposed for Step 5 of the City's
Security Officer is $14.98/hour.
There will be no impact to the General Fund, because these positions are funded by
the Parking District Fund.

The Downtown Parking District Security Agency of the Facilities
Management Division requests the following pay increases:

The Downtown Parking District Security agency is having trouble
recruiting and keeping personnel. This is mainly due to the wage rate
for this organization verses what other San Bernardino agencies are
paying. Parking District Security pays its officers $10.78 an hour. A
random survey of other area agencies showed the following pay scales:
San Bernardines Hospital. ..... ........... ..... $15.00
NAFB Security (IVDA)......... ... ............. $16.00
San Manuel Indian Bingo........... ............ $16.00
Stardust Roller Rink............. . ............ $21.00
San Bernardino School District (events)....... $21.00
Stater Brothers....... .......... ............... $13.00
Parking District Security officers are currently either police reserve or
retired officers. They have post training, carry weapons on duty, and
write non-moving vehicle violations. Last year, the personnel services
cost for PD S ran $53,630.00. The officers wrote 3,453 parking citations
which generated over $39,000.00 of revenue for the city.

PDS currently has two officers and a supervisor, down from its funded
staffing level of six officers and a supervisor. The staffing problem is
a direct correlation to wages. Basically, we are training all the officers
for the other agencies. To hire and retain these officers, I recommend
we raise the security officer wage to the above salary schedule, effective
immediately. Both of these schedules can be within the existing budget
through salary savings. Salary implemented savings would be realized
by keeping at least one position vacant except during the holidays.
