Synopsis of Previous Council Action: 04/10/12 Presentation of Grant Proposal to Grants Ad Hoc Committee Background: The California Office of Traffic Safety (OTS) through a partnership with the University of Updated:4/11/2012 by Sabdi Sanchez A 1 1756 California, Berkeley is currently awarding grant funds to local jurisdictions in the form of OSobriety Checkpoint Grants. As part of a national crackdown on impaired drivers, if awarded, checkpoints would be held during each of the holiday mobilization periods from December 14, 2012, to January 1, 2013, (Christmas /New Year's) and August 16, 2013, to September 2, 2013, (Labor Day). Additional grant funded checkpoints would be held outside of these mobilization periods. The grant application process consists of the submission of a preliminary on-line application followed by the submission of a signed hard copy application. The police department submitted both of the required applications in order to comply with OTS grant application deadlines. The deadline for this grant was March 30,2012. In prior years, UC Berkeley managed "mini-grants" which were awarded to our City. The checkpoints funded under these grants have proven effective in the enforcement of impaired driving statutes and in educating the public about the dangers of impaired driving. The police department has participated in several of these mini-grant programs. This year, UC Berkeley is not funding the mini-Grant but is funding a Sobriety Checkpoint Grant. This is the first year that r' a Sobriety Checkpoint Grant has been offered. t V After conducting an evaluation of available resources and developing a deployment strategy, the police department has requested funding to conduct a total of 18 checkpoints under the 2012- 2013 Sobriety Checkpoint Grant Program. Two checkpoint operations would be held during the national Christmas and Labor Day mobilization periods. Sixteen checkpoint operations would be held outside of these mobilization periods. Overtime funding would include two supervisors, one detective, 12 officers, and two community service officer positions. Proposed overtime and benefits are projected at $8,823.98 per checkpoint. Proposed checkpoint supply funding is projected at $7,435.00 to facilitate the purchase of two passive alcohol sensor (PAS) devices, calibration gas, 10 officer safety vests, six tri-pod metal sign holders, lighting and generator equipment. There is no matching fund requirement for this grant.
