Synopsis of Previous Council Action: 07/05/11 The Mayor and Common Council adopted the 2011/12 - 2015/16 Capital Improvement Program(CIP). Backeround• On July 5, 2011, the Mayor and Common Council adopted the FY 2011/12 - 2015/16 Capital Improvement Program (CIP), which included Project No. SSO4-014 "40" Street Widening from Acre Lane to Electric Avenue." 40th Street between Kendall Drive and Harrison Street is designated as a major arterial roadway. The goal of this project is to complete the widening of 401h Street to provide four through lanes Updated:6/28/2012 by Georgeann"Gigi"Hanna A • Packet'Pg. 1641 1877 of traffic (two in each direction) from Kendall Drive to Harrison Street. This project will complete the engineering and design for the widening of 40th Street between Johnson Street and Electric Avenue to provide two through lanes in each direction separated by a two-way left-turn lane. Construction of the widening improvements project will ultimately involve relocation of overhead utilities, pavement widening, curb and gutter, sidewalk, street lights, ADA accessible ramps, drainage improvements, signing and striping, and modification of the traffic signal at 401" Street and Electric Avenue. The scope of the proposed engineering services will include preliminary design needed for environmental clearance; preparation of plans, specifications, and estimate (PS&E); preparation of right-of-way acquisition documents (legal descriptions and plans), and utility coordination. This project is eligible for funding through the Measure I Arterial subprogram administered by SANBAG. Using a process approved by the Mayor and Common Council, staff pre-qualified six (6) firms to provide On-Call Civil Engineering Design and Project Management Services in support of various CIP projects. A report on the selection process and firms selected was filed with the Mayor and Common Council on October 5, 2009. Requests for Proposals were sent to the following pre-qualified firms: AECOM, Willdan, AEI- CASC Consulting, David Evans & Associates, Inc., and Parsons Brinkerhoff. Proposals were received from the following firms: AECOM of Ontario,CA Davis Evans &Associates of Ontario, CA Parsons Brinkerhoff of San Bernardino, CA Willdan of San Bernardino, CA The proposals were opened and evaluated by a panel comprised of Ted Rigoni - Principal Engineer, Robert Sepulveda- Engineering Associate, and Mike Grubbs -Project Manager,based on the consultant selection process adopted by the Mayor and Common Council in 2003. The rating panel determined that Willdan submitted the best proposal for the identified services with a fee of$164,083.00. Staff recommends that an agreement be entered with Willdan to provide engineering services for this project. Right-of-way (fir acquisition, relocation of overhead utilities, and construction are expected to require approximately two to three years, depending on utility company schedules and the right-of-way acquisition process. It should also be noted that the actual limits of the widening should be between Johnson Street and Electric Avenue. The title and description will be corrected in the proposed five-year CIP for FY 2012/13-2016/17. All professional and contracting services to be c provided by Consultant pursuant to this Agreement shall be provided by personnel E experienced in their respective fields and in a manner consistent with the standards of care, v diligence and skill ordinarily exercised by professional consultants in similar fields and a circumstances in accordance with sound professional practices. Consultant also warrants that it is familiar with all laws that may affect its performance of this Agreement and shall advise City of any changes in any laws that may affect Consultant's performance of this Agreement. 1.3. Warranty. Non-discrimination. In performing this Agreement, Consultant shall not °v engage in, nor permit its agents to engage in, discrimination in employment of persons because of their race, religion, color, national origin, ancestry, age, physical handicap, medical condition, marital status, sexual gender or sexual orientation, or any other category `w protected by law, except as permitted pursuant to Section 12940 of the Government Code. Violation of this provision may result in the imposition of penalties referred to in Labor g Code, Section 1735. w R a 1.5 Non-Exclusive Agreement. Consultant acknowledges that City may enter into 3 agreements with other Consultants for services similar to the services that are subject to this Agreement or may have its own employees perform services similar to those services 3 contemplated by this Agreement. d E `.. 1.6. Delegation and AssigJmrent. This is a personal service contract, and the duties 2 set forth herein shall not be delegated or assigned to any person or entity without the prior a written consent of City. 1.7. Business License: The Consultant shall obtain and maintain a valid City Business Registration Certificate during the term of this Agreement 0 N 1.8. Duty of Loyalty/Conflict of Interest The Consultant understands and agrees d that as the City's representative the Consultant shall maintain a fiduciary duty and a duty of W loyalty to the City in performing Consultant's obligations under this Agreement. Consultant, in performing its obligations under this Agreement, is governed by California's conflict of interest laws, Government Code Section 87100 et seq., and Title 2, California Code of E Regulations Section 18700 et seq. a 1.8.1 Prior to performing any services to City under this Agreement, Consultant E shall provide the City Engineer a written list of the Assessor Parcel Numbers and general n location or address of any and all real property located in the City of San Bernardino in a which Consultant has any ownership interest, or which is the location of any pending project that is a source of income for Consultant. Consultant shall keep this list current on a monthly basis during the entire term of this Agreement. 1.8.2 Consultant shall not work on any task that is related to any real property that is located within 500 feet of any parcel in which Consultant has any ownership interest or which is the location of any pending project that is a source of income for Consultant. Over the tens of this Agreement, Consultant shall be paid for such services the not-to-exceed amount of$164,083.00 in accordance with fee proposal from Consultant dated March 13,2012 and contained in Attachment"2",attached hereto and made a part hereof. d 2.2. Additional Services. Consultant shall not receive compensation for any n services provided outside the scope of services specified in this Agreement unless the City or its Project Manager for this Project, prior to Consultant performing the additional services, °v approves such additional services in writing. It is specifically understood that oral requests and/or approvals of such additional services or additional compensation shall be bared and are unenforceable. v n 3 2.3. Method of Billing. Consultant may submit invoices to City's Project Manager g for approval on a progress basis, but no more often than monthly. Said invoice shall be based on the total of all Consultant's services which have been completed to City's sole v satisfaction. City shall pay Consultant's invoice within forty-five (45) days from the date 3 City receives said invoice. Each invoice shall describe in detail, the services performed and r the associated time for completion. Any additional services approved and performed 3 pursuant to this Agreement shall be designated as "Additional Services" and shall identify the number of the authorized change order, where applicable, on all invoices. E 2.4. Records and Audits. Records of Consultant's services relating to this a Agreement shall be maintained in accordance with generally recognized accounting principles and shall be made available to City for inspection and/or audit at mutually convenient times for a period of three(3)years from the Effective Date. N C 3.0. TIME OF PERFORMANCE ° N 3.1. Commencement and Completion of Work. The obligation to perform the professional and contracting services to be performed pursuant to this Agreement shall commence within five (5) days from the Effective Date of this Agreement. Said services shall be performed in strict compliance with the Project Schedule approved by the City's E Project Manager. Failure to commence work in a timely manner and/or diligently pursue a work to completion may be grounds for termination of this Agreement. d 3.2. Excusable Delays. Neither party shall be responsible for delays or lack of performance resulting from acts beyond the reasonable control of the party or parties. Such a acts shall include, but not be limited to, acts of God, fire, strikes, material shortages, compliance with changes in laws or regulations, riots, acts of war, or any other conditions beyond the reasonable control of a party. 4.0. TERM AND TERMINATION 4.1. Term. Notice of Termination. The City reserves and has the right and privilege of canceling, suspending or abandoning the execution of all or any part of the work contemplated by this Agreement, with or without cause, at any time, by providing written m notice to Consultant. The termination of this Agreement shall be deemed effective upon N receipt of the notice of termination. In the event of such termination, Consultant shall immediately stop rendering services under this Agreement unless directed otherwise by the a City. a 0 4.3. Compensation. In the event of termination, City shall pay Consultant for d reasonable costs incurred and professional and contracting services satisfactorily performed 3 up to and including the date of City's written notice of termination. Compensation for work o in progress shall be prorated as to the percentage of work completed as of the effective date c of termination in accordance with the fees set forth herein. In ascertaining the professional v and contracting services actually rendered hereunder up to the effective date of termination 3 of this Agreement, consideration shall be given to both completed work and work in r progress, to complete and incomplete drawings, and to other documents pertaining to the 3 services contemplated herein whether delivered to the City or in the possession of the d Consultant. E d v 4.4 Documents. In the event of termination of this Agreement, all documents a prepared by Consultant in its performance of this Agreement including, but not limited to, n finished or unfinished design, development and construction documents, data studies, drawings, maps and reports, shall be delivered to the City within ten (10) days of delivery of termination notice to Consultant, at no cost to City. Any use of uncompleted documents c without specific written authorization from Consultant shall be at City's sole risk and without 2 liability or legal expense to Consultant. 5.0. INSURANCE 5.1, Minimum Scone and Limits of Insurance. Consultant shall obtain and maintain during the life of this Agreement all of the following insurance coverages: a (a) Comprehensive general liability, including premises-operations, products/completed operations, broad form property damage, blanket o contractual liability, independent Consultants, personal injury with a a policy limit of not less than One Million Dollars ($1,000,000.00), combined single limits,per occurrence and aggregate. (b) Automobile liability for owned vehicles, hired, and non-owned vehicles, with a policy limit of not less than One Million Dollars ($1,000,000.00), combined single limits, per occurrence and aggregate. (d) Professional errors and omissions ("E&O'� liability insurance with policy limits of not less than One Million Dollars ($1,000,000.00), combined single limits, per occurrence and aggregate. Consultant shall obtain and maintain, said E&O liability insurance during the life of this Agreement and for three years after completion of the work y hereunder. 0 a 5.2. Endorsements. The comprehensive general liability insurance policy shall o contain or be endorsed to contain the following provisions: a. (a) Additional insureds: "The City of San Bernardino and its elected and 3 appointed boards, officers, agents, and employees are additional g insureds with respect to this subject project and contract with City." m v (b) Notice: "Said policy shall not terminate, nor shall it be cancelled, nor 3 the coverage reduced,until thirty(30)days after written notice is given to City." 3 c v (c) Other insurance: "Any other insurance maintained by the City of San £ Bernardino shall be excess and not contributing with the insurance provided by this policy." a 5.3. Certificates of Insurance. Consultant shall provide to City certificates of insurance showing the insurance coverages and required endorsements described above, in a N form and content approved by City,prior to performing any services under this Agreement. o N 5.4. Non-limiting. Nothing in this Section shall be construed as limiting in any 'm way, the indemnification provision contained in this Agreement, or the extent to which Consultant may be held responsible for payments of damages to persons or property. 6.0. GENERAL PROVISIONS E m a 6.1. Entire Agreement. This Agreement constitutes the entire Agreement between c the parties with respect to any matter referenced herein and supersedes any and all other prior E writings and oral negotiations. This Agreement may be modified only in writing, and signed m by the parties in interest at the time of such modification. The terms of this Agreement shall a prevail over any inconsistent provision in any other contract document appurtenant hereto, including exhibits to this Agreement. 6.2. Representatives. The Public Works Director or his designee shall be the representative of City for purposes of this Agreement and may issue all consents, approvals, directives and agreements on behalf of the City, called for by this Agreement, except as otherwise expressly provided in this Agreement. Project Managers. City shall designate a Project Manager to work directly with Consultant in the performance of this Agreement. rn Consultant shall designate a Project Manager who shall represent it and be its agent in all consultations with City during the term of this Agreement. Consultant's Project °v Manager shall attend and assist in all coordination meetings called by City. `o m c 6.4. Notices. Any notices, documents, correspondence or other communications d concerning this Agreement or the work hereunder may be provided by personal delivery, 3 facsimile or mail and shall be addressed as set forth below. Attorneys' Fees. In the event that litigation is brought by any party in y connection with this Agreement, the prevailing party shall be entitled to recover from the opposing party all costs and expenses, including reasonable attorneys' fees, incurred by the prevailing party in the exercise of any of its rights or remedies hereunder or the enforcement of any of the terms, conditions, or provisions hereof. The costs, salary and expenses of the E City Attorney and members of his office in enforcing this contract on behalf of the City shall m be considered as"attorneys' fees"for the purposes of this paragraph. a c 6.6. Governing Law. This Agreement shall be governed by and construed under E the laws of the State of California without giving effect to that body of laws pertaining to conflict of laws. In the event of any legal action to enforce or interpret this Agreement, the a parties hereto agree that the sole and exclusive venue shall be a court of competent jurisdiction located in San Bernardino County, California. 6.7. Assignment. Consultant shall not voluntarily or by operation of law assign, transfer, sublet or encumber all or any part of Consultant's interest in this Agreement without City's prior written consent. Regardless of City's consent, no subletting or assignment shall release Consultant of Consultant's obligation to perform all other obligations to be performed by Consultant hereunder for the term of this Agreement. 6.8 Indemnification and Hold Harmless. Consultant shall protect, defend, indemnify and hold harmless City and its elected and appointed officials, officers, and employees from any and all claims, liabilities, expenses, including attorney fees, damage to property or injuries to or death of any person or persons or damages of any nature including, d but not by way of limitation, all civil claims or workers' compensation claims, arising out of or in any way connected with the intentional or negligent acts, errors or omissions of Consultant, its employees,agents or subcontractors in the performance of this Agreement. °v `o 6.9. Independent Contractor. Consultant is and shall be acting at all times as an independent Contractor and not as an employee of City. Consultant shall secure, at its v expense, and be responsible for any and all payment of Income Tax, Social Security, State Disability Insurance Compensation, Unemployment Compensation, and other payroll g deductions for Consultant and its officers, agents, and employees,and all business licenses,if C any are required, in connection with the services to be performed hereunder. a 610 Ownership of Documents. All findings,reports, documents, information and data including,but not limited to, computer tapes or discs,files and tapes furnished or 3 prepared by Consultant or any of its subcontractors in the course of performance of this Agreement, shall be and remain the sole property of City. Consultant agrees that any such E documents or information shall not be made available to any individual or organization u without the prior consent of City. Any use of such documents for other projects not a contemplated by this Agreement,and any use of incomplete documents, shall be at the sole A risk of City and without liability or legal exposure to Consultant. City shall indemnify and hold harmless Consultant from all claims, damages,losses, and expenses, including attorneys' fees, arising out of or resulting from City's use of such documents for other c projects not contemplated by this Agreement or use of incomplete documents furnished by Consultant. Consultant shall deliver to City any findings,reports,documents,information, d data, in any form, including but not limited to, computer tapes,discs, files audio tapes or any W other Project related items as requested by City or its authorized representative, at no additional cost to the City. E 6.11 Public Records Act Disclosure. Consultant has been advised and is aware that a all reports, documents, information and data including, but not limited to, computer tapes, c discs or files furnished or prepared by Consultant, or any of its subcontractors, and provided E to City may be subject to public disclosure as required by the California Public Records Act v (California Government Code Section 6250 et. seq.). Exceptions to public disclosure may be a those documents or information that qualify as trade secrets, as that term is defined in the California Government Code Section 6254.7, and of which Consultant informs City of such trade secret. The City will endeavor to maintain as confidential all information obtained by it that is designated as a trade secret. This standard calls for a curb-to-curb width of between 72 feet and 80 feet centered within a 100 foot wide dght-of-way. Concurrent with the street widening m and improved traffic lane geometries,the existing traffic signal facility at 40th and Electric is to be upgraded to a fully D actuated traffic operation and to accommodate future interconnection with traffic signals along 40th Street. This project work will require additional right-of-way acquisition o for which right-of-way engineering and description documents c are necessary(about 19 to 25 parcels).The additional parcels 0 may be involved if the widening also includes the segment a between Acre Lane and Johnson Street which also appears to 3 be less than General Plan width(photo at right). This should be discussed in the final scoping of work effort to match the City's intent. In addition there are both overhead and buried utilities, segments of which will need to be relocated to accommodate i the planned roadway width. Roadway surface drainage will be 3 evaluated as well as the structural section of the roadway pavement in order to provide an economical and sustainable pavement life. E v Project Approach a As the initial research and data gathering is underway,a plot of the existing Right-of-Way will be developed and used for evaluating possible geometric alignment of 40t Street that also result in the least property acquisition impact while ^� accomplishing the City's standards for a reasonably safe and operable major highway. The project research findings and initial recommendations will be presented in a pre-design summary memorandum consisting of various procedural, w technical,environmental,pictorial and preliminary cost information to address alternatives,challenges and opportunities. °o The pre-design memorandum will be presented to the City representatives for review and discussion. Once the preferred o characteristics are selected,the final design of improvement plans may commence with City approval. i The improvements will include relocation and/or undergrounding of overhead utilities,drainage facilities,water and sewer modifications(if needed),sidewalks,ADA accessibility,driveways,curb and gutter,pavement structural section,traffic £ signal modifications,street lighting,signing and striping, and coordination of work involving other utilities or permitted users of the street right-of-way. The proposed project is subject to the California Environmental Quality Act(CEQA)and possibly the National a Environmental Policy Act(NEPA),depending upon the degree of federal involvement or issues with the project. Since the City's RFP did not mention environmental support service needs,we have assumed the City will be taking the E responsibility for the necessary environmental activities required of the project. R During our review and evaluation of project work efforts,we identified four specific project issues which are discussed a below along with our corresponding solutions to each issue and the associated benefits to the City. Solution Assist the City in implementing a proactive public outreach program to Improve stakeholders'understanding and support of the improvements. d Benefd Prevenllminimize project delays; identify community issues early,allowing such issues to be addressed A through project design and build public support for the project. s 2, Right-of-Way Acquisition Impacts r 0 v Issue The need to acquire property for the project can generate community opposition,add substantial costs,and `o add a substantial amount of time to the project schedule. Solution To minimize potential right-of-way impacts,we will evaluate workable alternative roadway alignments that will m allow reasonable operation of the roadway while minimizing costly and adverse takings. In addition,we a propose integration of the right-of-way acquisition issue into the dy public outreach efforts to address 3 concerns,where possible. w Beni Prevent/minimize project delays; minimize opposition to the project;reduced right-of-way acquisition costs. i a 3. Utility Undergrounding and Possible Relocations 3 Issue Both utility relocations and undergrounding of overhead utility facilities within the project area may not be the highest priority of the owning utility.This can and frequently does impact schedules and budgets of both 3 entities. c coordination relative to affected facilities.B E Solution We propose early initiation of identification and communicating the planned utility relocation with the a owning utility early,cooperation and scheduling can be enhanced to avoid surprises and help define what may enhance a workable solution for the City and utility.We understand the existing SCE power poles located on l the north side if 40th Street are to be relocated and II undergrounding may be a preferred option if funding is o available.The availability of both Rule 20&Rule 32 0 funding,should be evaluated and considered.Willdan has facilitated pole line relocations and underground o• projects for several Southern California cities.Our scope of work includes obtaining necessary pothole d information to positively identify the location of existing E buried utilities and facilitate discussion and design of 0 underground improvements including:electrical,communication,water,sewer,and storm drain. Compliance with c d WQMP and SWPPP Requirements E z Issue i Revised regulations for a statewide construction permit went into effect July 1,2010 with implementation by September 1,2010.The project must comply with these regulations. a Solution Willdan has staff that completed necessary training and is experienced in preparation of SWPPP and WQMP There ments.We have assisted agencies in preparing SWPPPs in accordance with the new requirements. Understanding the importance of completing the project on time and within budget,our team's approach is to sequence the major steps in the most time efficient manner.The major steps in our approach and strategies for sequencing are: 1. Data Collection and Preparation of Base Map. Having a comprehensive and accurate base map is critical to developing design alternatives that minimize right-of-way takes,address potential utility conflicts,and are sensitive to environmental considerations. Our survey lead and support crew will perform a ground topographic survey for the base map and final design use. Prompt utility requests will be made in order to obtain necessary information tD regarding buried and overhead facilities. Other record improvement drawings and field observations will make-up the c remainder of the resources used to compile the base mapping. v `o Preliminary Engineering and Preparation of Pre-Design Memorandum.Our strategy is to solidify an alignment rn and obtain concurrence from the City on that alignment as soon as possible so that design can proceed promptly. This strategy involves frontloading the preliminary engineering effort with the development of alternatives and coordination with the various stakeholders involved,City departments,and affected utilities on selecting a preferred 3 alternative. Obtaining concurrence on the preferred alignment is a key milestone for the project.The geotechnical o investigation and PS&E cannot proceed until the geometry and project footprint is decided.When the preferred alignment is selected and approved,the remaining activities can proceed. 2. Prepare the Project Geotechnical Report. Our strategy will include review of available reports,detail mapping, 3 reconnaissance of the existing pavement and identifying accessibility in the proposed widening sections for r subsurface sampling equipment. Soil samples will be collected for laboratory testing at strategic locations and depths to assist in our analysis and providing recommendations for design and construction(including possible storm 15 drains)roadway widening,pavement section,and earthwork specification. E 3. Final Design and PS&E.Our strategy is to begin the final design(plans,specifications and construction estimates) m as soon as the City concurs with the geometric alignment to be utilized and Right-of-Way impacts. This strategy a anticipates the City will be scheduling the environmental process,and the involvement of eady public outreach to minimize unexpected public commentlopposition.(This usually helps develop understanding of the project and includes as much stakeholder input as possible prior to project approval hearings,and facilitates identifying probable environmental mitigation measures in order to reduce the potential for later design changes). R N 4. Right-of-Way Acquisition Documents.Willdan will facilitate preparation of legal descriptions and plats while we are °o. finalizing the PS&E.We believe that such soft right-of-way tasks can occur ooncurrentiy with the completion of the Q PS&E with very little risk.We have successfully implemented this strategy on past projects, including the La Cahada n Flintridge sewer project,where 285 permanent and temporary easements had to be obtained for the sewer improvement districts prior to final design approval in order to undertake construction and avoid construction delays. d E 5. Utility Coordination and Relocation.Our strategy to expedite utility coordination and relocation is to proactively v coordinate with the utility companies early and frequently throughout the process.A major focus of this coordination will be to expedite the relocating or undergrounding of the electrical and communication lines,whichever will be the 4 most preferred and workable solution for all involved.Our secondary emphasis once we have the identified facility 5 locations will be to continue our communications with them to define necessary relocations or eliminate their need to E make changes in existing facilities. m 6. Services during Construction and As-Built Plans(Optional). If so desired,our project manager and team leads 4 will be available to the City during the bid and construction phase of work to provide technical assistance as needed to facilitate accomplishment of the project. Survey,Base Map and Utilities d The Willdan team will locate any survey monuments in the path of the proposed construction. This will enable us to plot d the centedine of the street and the rights-of-way as well as giving us an inventory of the points that may need to be tied rn out further by Corner Records prior to construction. We will cross-section the street at 25-foot intervals to encompass 20 feet beyond the general plan RAW and up to 200-feet beyond the end limits of the project and up to 100-feet on every cross street in between to provide for proper design joins. We will detail valves,manholes,catch basins and utilities `o within the general plan R/W as necessary and pick-up other identifiable features(structures,fences,etc)our survey crews are trained to find as part of a comprehensive topographic survey. At the outset of the project work effort,and for incorporating the obtained data into the base mapping development, a Willdan will contact each of the identified utility providers located within the street corridor(project area)to obtain available facility information and any planned facilities. This information will be used to plot the utility's locations within the w project area. In accordance with the City's direction,any correspondence with the utility providers will be submitted to the City engineer for review and signature before mailing to the named utility provider. The relocation and undergrounding of overhead facilities is dependent upon the availability of dear right-of-way for the 3 new placement location. Conversely,right-of-way definition can be dependent upon the relocating utility's design and 3 placement criteria for their facilities(i.e.:vaults,risers,pedestals,overhead clearance,etc.),so the importance of timely coordination and follow up is critical to the overall success of each party having interests in the alignment and identified v right-of-way. Willdan's Utility Coordinator will maintain an appropriate persistence in accomplishing the mutual project m interests. v m Willdan will also coordinate with SCE for the source and location of power for street lights and traffic signals and location a for the meter cabinets and traffic signal controllers. Street addresses for these services will be obtained from the City's Building Division,as may be necessary. Willdan will maintain a master utility file containing copies of all materials sent to and received from each utility. The Willdan Utility Coordinator will be in direct contact with the utility agencies affected by this project and will document the o existing facilities affected by the proposed improvements and discuss the disposition of these facilities.A summary of the o design requirements of the utility facilities that will require relocation or special care will be included in the pre-design a memorandum. c Once the preferred geometric alignment is selected,Willdan will coordinate with each utility regarding accuracy of the location of their facilities and possible relocation impacts. After the roadway improvement plans reach a 90%completion level,a copy of the plans will be submitted to the affected utilities for their review and reference in planning and ;? scheduling necessary relocations. a 1.2. Conceptual Plan/Preliminary Engineering Studies Geometric Alignment Studies z 0 Building upon the base mapping and utilities identification,the Willdan team will prepare geometric alignment layout plans for review and discussion with the City's representatives. The alignment plans will be based upon usual and acceptable —� standards for street geometries and the City's design criteria. They will define right-of-way impacts to abutting parcels, with an attempt to minimize such impacts where possible. The alignment evaluation efforts will also consider the existing and relocated utilities in its development. Findings from these efforts will be presented in the pre-design memorandum. d Submittal of the Conceptual PlanfPre-Design Memorandum m Upon completion of the above described activities,Wlldan will compile the collective findings and submit a report t describing those findings,alternatives developed,and conclusions reached in the processes undertaken. We will meet c with the City's project representatives and involved others to review and discuss the memorandum contents,and assist in reaching approval of a final design guide or approach. ° rn 7.3. Improvement Plans 'c c m Utility PotholingO Upon approval of the conceptual design criteria and findings,Willdan will recommend the potholing of underground o facilities that may be in conflict with the proposed improvements.We will request our subcontractor(Saf-r-Dig)to identify 0 and locate by potholing methods:the proposed traffic signal pole locations and those utilities crossing or very close to the a proposed improvements. — 3 Geotechnical Studies Concurrent with the alignment development work efforts,our geotechnical team members will begin with a project site 3 reconnaissance and mapping of the existing conditions of pavement,observable surface surroundings,and determination d of accessibility for heavy equipment for subsurface investigation field work. Based upon the information obtained from m this project site review and the existing available geotechnical/geologic information along and in the vicinity of the v proposed alignment,we will determine location and mark the pavement coring locations to best evaluate the project site a geotechnical characteristics. We will notify the Underground Services Alert(USA)prior to performing any subsurface investigation.A traffic control plan m will be submitted to the City for review and approval for our proposed investigation with the public right-of-way. This plan will be in accordance with the WATCH Manual criteria. We also assume that a no-fee permit will be provided by the City y for the work effort within the public right-of-way. n Core,log,and sample at least 8 pavement cores to a minimum depth 3 feet.Pavement Cores will be located at strategic a locations,travel lanes,and sidewalks to collect appropriate data.Thickness of existing pavement section will be recorded, and representative samples of subsurface material will be collected for laboratory testing.All the pavement areas cored for sampling will be repaired in accordance with the City Standard's or altematves approved by the City. £ r Laboratory testing will be performed on the representative collected samples to determine their index and engineering properties. Laboratory testing may include but not limited to in-place density and moisture content,gradation,expansion, a R-values,and Comosivity potentials.
