A City Clerk Department-only recruitment led to the naming of a Telicia Lopez as Acting Business registration manager, with the mandated 5 percent O Higher Acting Pay for working out of class. She has been receiving this since May 18, rn 2012. N Despite that increase in pay,the City Clerk's office will save approximately$17,383 in r salary and benefits in 2012-13. The Business Registration division is responsible for collecting Business Registration fees and bed tax, enforcing outdoor sales ordinances, acting as hearing officer for items d seized from transient merchants and other duties that brought in$8.4 million in FY 2010- IL ED The Business Registration division manager oversees four inspectors,an accounting E technician, a Business Registration Representative and a Senior Business Registration u Representative. It was critical to fill this position immediately because of the City's focus on revenue collection and generation. a At the June 18, 2012 council meeting the council did not approve naming Ms. Lopez as the permanent Business Registration Manager because it is was a promotion for her; councilmembers are understandably loathe to approve promotions while facing the current fiscal crisis. However, in this instance not approving the promotion will have a far greater deleterious effect on the city's general fund. Until Ms. Lopez is named the Business Registration Manager, she remains classified as a Business Registration Inspector, although her duties have shifted. In effect, the division is short 25 percent of its C Packet Pg. 1594 C inspection staff until the inspector position is open and the department can conduct a recruitment. I It has been estimated that each of the four inspectors in the department increase General Fund revenue by$800,000 annually.
