2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AMENDING THE 2012-2013 DEPARTMENT OF HOUSING
3 AND URBAN DEVELOPMENT ACTION PLAN TO ACCEPT AND ALLOCATE
4 THE SECOND ALLOWANCE OF THE 2011-2012 EMERGENCY SOLUTIONS
GRANT

6 WHEREAS, on May 20, 2009, the Homelessness Emergency Assistance and Rapid
Transition to Housing (HEARTH) Act was signed into law, which provided flexibility not
7
currently available under the existing Emergency Shelter Grant to combat homelessness and
8 streamline the efforts into the Continuum of Care program; and
9 WHEREAS, the new program will provide services including, but not limited to
rental assistance, security and utility deposits, utility payments, housing relocation and
10 stabilization services, moving cost assistance, legal services credit repair, and other activities
11 related to stabilization and re-housing; and
12 WHEREAS, as a result of the HEARTH Act, the City of San Bernardino was eligible
to receive an additional $88,684 of Emergency Solution Grant (ESG) Program funds during
13 the 2011-2012 Fiscal Year,but was not able to apply; and
14 WHEREAS, the Department of Housing and Urban Development
(HUD) is allowing
15 the City to combine the 2011-2012 "Second Allowance" amount of ESG into its 2012-2013
Action Plan; and

17 WHEREAS, the 2012-2013 Action Plan has already been approved and to combine
the "Second Allowance" would require the City Council to approve a "Substantial
18 Amendment"to the City's 2012-2013 Action Plan; and
19 WHEREAS, the aforementioned amendment has been prepared in accordance with
20 HUD policies, including the requirements for consultation with the Continuum of Care
partners and Citizen Participation.

NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
22 SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER AS
23 FOLLOWS:
24 Section 1. The Common Council hereby approves the Substantial Amendment to the
City of San Bernardino's 2012-2013 Action Plan to accept an additional $88,684 of
25 Emergency Solutions Grant Program funds.

4 Section 2. The Common Council hereby authorizes the additional ESG funds to be
5 programmed as follows to fulfill the requirements of the Emergency Solutions Grant Program:
6 Service Providers Amount
7 Central City Lutheran Mission $35,500
Inland Temporary Homes $24,500
8 Time for Change Foundation $28,684
TOTAL $88,684

10 Section 3. This Resolution shall take effect upon its adoption and execution in the
manner as required by the City Charter

12 I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Mayor and

14 Common Council of the City of San Bernardino at a joint regular meeting
15 thereof, held on the 18 day of June 2012,by the following vote,to wit:
