Establishment of Salaries for Fire Department Ranges P-5, P-6 and P-7, Effective August 1,
2011.
Financial Impact:
The City's FY 2011-12 approved budget includes$200,000 in General Government for all
Charter 186-anticipated salary increases. Fire Safety costs totaled$34,600, leaving a remaining
balance of$165,400. The amount of Charter 186 salary increases for Fire Management totaled
$4,700, leaving a remaining balance of$160,700.
Motion 1: Establish the salaries for Fire Department Ranges P-5 (Battalion Chief), P-6
(Deputy Fire Chief), and P-7 (Fire Chief),effective August 1, 2011; and
Motion 2: Authorize the Director of Human Resources to amend Resolution No. 6429 to
reflect the above action; and
Motion 3: Authorize the Director of Finance to amend the FY 2011-12 budget.
Synopsis of Previous Council Action:
On December 20, 2010, the Mayor and Common Council approved the establishment of salaries
for Fire Department Ranges P-5, P-6 and P-7, effective August 1, 2010.
Backeround:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Fire Management
Unit for the 10 cities to be used for this year's calculation. The salaries of those 10 cities have
been averaged to determine the salaries for this year's Fire Management classifications.
The 10 cities agreed upon for classifications P-5, P-6 and P-7 are:
Torrance Burbank
Daly City San BuenaVentura
Costa Mesa Garden Grove
Pasadena Orange
Ontario Vallejo
Effective August 1, 2011,the new monthly salaries are:

Adding an annual average benefit rate of 38.977% to reflect variable fringe benefit costs which
rise with the salary, the total added costs for salaries and fringe benefits are $4,700. By
comparison,total Section 186 costs for this group in FY 2010-11 were$30,700.
