Synopsis of Previous Council Action: July 5,2011 -Mayor and Common Council adopted the FY 2011-12 to FY 2015-16 Capital Improvement Program(5-year CIP). Backeround: On July 5, 2011, the Mayor and Common Council approved the FY 2011-12 through FY 2015- 16 Capital Improvement Program (CIP), which includes the subject projects. This construction contract combines the two roadway locations, Ferree Street and San Bernardino Avenue, into one project. This project primarily provides for pavement reconstruction on Ferree Street, and pavement rehabilitation on San Bernardino Ave. The project also provides curb access ramps in accordance with the Americans with Disabilities Act (ADA) and additional roadway shoulder grading to ensure that the roadway drainage is adequately conveyed through the project limits. The amount of $44,000 was budgeted in FY 2011-12 for project No. SS12-015 (Account No. 129-160-5504-7930-0025), covering the general roadway reconstruction work on Ferree Street. The amount of$154,000 was budgeted in FY 2011-12 for project No. SS12-011 (Account No. 129-160-5504-7937-0025), covering the general roadway rehabilitation work on San Bernardino Avenue. The combined available balance in these accounts will be supplemented by project No. SS-D (Account No. 126-160-5504-7306-0025), covering pavement rejuvenation at various locations (annual) slurry, in an amount of$56,000, and by project No. SD-A (Account No. 248- 160-5504-7167-0025), covering cross gutter and drainage inlet repairs, in an amount of$26,000. The project work on Ferree Street occurs in a residential area, and on San Bernardino Avenue in a commercial district. Work activities will be coordinated so as to limit impacts to the residents and business operators in these two project areas. The work on Ferree Street was bid as two separate alternates, one for removal and replacement of the existing asphalt concrete pavement (the traditional pavement reconstruction strategy), the other pulverizing (reusing) the existing pavement and then placement of an asphalt concrete surface course (a "green" alternate). The overall low bid was for the pulverize pavement alternate,and thus the City not only realizes a cost savings for the work,but better air quality due to a reduction in truck traffic at the site and less materials being trucked for disposal in a landfill. Local advertising for project bids included the San Bernardino County Sun Newspaper, F. W. Dodge Company (Rancho Cucamonga and Monrovia), High Desert Plan Room, Construction Bid Board, San Diego Daily Transcript, Bid America Electronic, AGC Plan Room/The Daily Construction Reporter, Reed Construction Data, Construction Bid Source, Bid Ocean, and the San Bernardino Area Chamber of Commerce. Based on the above information, Matich Corporation is the lowest responsible bidder and staff recommends that the contract be awarded to them.
