Financial Impact: The financial impact related to the adoption of the Five-year Measure I Capital Project Needs Analysis (CPNA)is reflected in Exhibit"A" attached to the Resolution;however;the projects listed are already included in the City's approved FY 2011/12 Five-Year Capital improvement Program.This request will not result in any change to the City's existing financial commitment to the identified projects. Background: 1n November 1989, San Bernardino County voters approved passage of Measure I authorizing the Jan Bernardino Bounty Transportation Authority to Impose a one-half of one percent. retail transactions and use tax applicable in the Incorporated and unincorporated areas of the County of San Bernardino for the 20-rear period betvv.en April 1, 1990, and March 31, 2010. In November 2004, new extension or M...ure I vvas placed on the ballot and approved to ..tend the half-c.ht sales tax for 30 years from April 1, 2010, through March 31, 2040. San Bernardino Associated Governments (SANBAG), acting as the Authority, vvs. authorized to administer the programs described in the Measure. The SANBAG Board serves as the Authority Board of Directors. The Measure 1 2010-2040 Expenditure Plan Includes the Valley Major Street and Freeway Interchange Program. This program provides funding for regional transportation projects that have been Identified In the SANBAG Nexus Study and are e Included In the City's Regional Traffic Circulation System Master Facilities Plan and Impact Fee Program. In order to participate in the Valley Major Street and Freeway Interchange Program, each agency must annually adopt a five-year Capital Project Needs Analysis (CPNA), which documents project funding needs by fiscal year and Includes the anticipated funding sources, funding amounts, and project phasing where appropriate. This information is needed from each local agency to assist SANBAG staff In preparing an overall capital needs and cash flow analysis for the Valley Major Street and Freeway Interchange Program. The projects listed In the proposed 2012-2017 CPNA have previously been identified in the City's approved FY2011/12 Fiva Year Capital Improvement Program and are included in the previously adopted Master Facilities Plan for the Regional Circulation System Impact Fee. The CPNA identifies regional projects that will be relying upon Massure 1 2010-2040 funds from the Valley Major Street and Freeway Interchange Program within the next five years. Only projects that will use Valley Major Street and Freeway Interchange Program funds are required to be Included In the CPNA.
