Synopsis of Previous Council Action: 07/05/11 Mayor and Common Counsel adopted FY 2011-2012 to FY 2015-16 Capital Improvement Program(5-Year CIP) Background: On July 5, 2011, the Mayor and Common Council approved the FY 2011-12 through FY 2015- 16 Capital Improvement Program (CIP). Included in the program is project S1312-001, Baseline Street and Medical Center Drive Storm Drain Repair, with a budget of$ 125,000. This corner has historically been a drainage problem for even the smallest of storms, causing flooding of the intersection and hindering both vehicular and pedestrian traffic. The City's Operations and Maintenance crews install "flooded" signs on a regular basis prior to and throughout the entire rainy season. This project will replace the existing drainage facilities that are currently damaged with a new concrete box culvert. This new channel will better accommodate the runoff accumulation on the northwest corner of the intersection. On November 8, 2011,bids for this work were publicly opened. After a review of all prospective bids, it was determined that the lowest responsive bidder, B.W. E..i....t. 1 $ 124,768.50 *Three bids were determined to be "non-responsive" due to a variety of errors and omissions in the bid documents that were submitted. Upon approval of this request, engineering staff will revise the plans and specifications with a reduced scope of work in order to better match the available funding. The revised project will be advertised for bids as soon as possible. A mandatory pre-bid meeting will help bidders better understand the bid requirements to help prevent errors and omissions in the bid documents.
