Financial Impact:
Anticipated cost savings of$1,000 in utility costs.
Motion: Authorize the closure of City Hall for Christmas Eve on Thursday, December 22,
2011,and New Year's Eve on Thursday,December 29,2011.
Synopsis of Previous Council Action:
On November 15, 2010, the Mayor and Common Council authorized the closure of City Hall for
Christmas Eve/Christmas Day on Wednesday, December 22, 2010, and Thursday, December 23,
2010, and New Year's Eve/New Year's Day on Wednesday, December 29, 2010, and Thursday,
December 30,2010.
Background:
This year, Christmas Eve and New Year's Eve fall on Saturdays and Christmas Day and New
Year's Day holidays fall on Sundays. The General Unit and Middle Management Memoranda of
Understanding, as well as the Management/Confidential Resolution provide that any holiday
falling on a Sunday be observed on Monday and any holiday falling on a Saturday be observed
on Friday. Per these agreements, Christmas Day and New Year's Day will be observed on
Monday, December 26, 2011, and Monday, January 2, 2012; however, due to the Friday closure
of City Hall, the Christmas Eve and New Year's Eve holidays would be accrued as holiday
hours. Therefore, staff recommends that the holidays that fall on Saturdays be observed on
Thursdays (December 22, 2011, and December 29, 2011). This schedule change would allow
most employees to use their holiday time instead of accruing unspent holiday time.
Every department in City Hall would be open for business on Monday through Wednesday
before Christmas (December 19-21, 2011); on Tuesday and Wednesday after Christmas
(December 27 and December 28, 2011); and on Tuesday through Thursday after New Year's
(January 3-5, 2012).
Human Resources Department staff met with lUOE, the recognized representative for the
General Unit; SBPEA, the recognized representative for the Middle Management Unit; and the
Management/Confidential Unit regarding the closure dates. Most of the employees in these
groups are on a reduced work week with Fridays off, and moving the observance of the holidays

to Thursdays will provide an anticipated cost savings to the City of$1,000 in utility costs.
This closure does not impact Police or Fire operations, or any other critical operations.

Parks,Recreation and Community Services
The Parks, Recreation and Community Services Main Office will be closed according to the
Holiday closure.
The Parks Division will be closed during the Holiday closure, except for limited park
maintenance at Littlefield/Shultis Park, Hudson Park, Perris Hill Park, Wildwood Park,
Seccombe Lake Park, and Lytle Creek Park. m

Cemetery employees will be off during the Holiday closure; however, the grounds will remain °
open for visitors on those dates.

Recreation Division Centers will be closed for the Holiday closure. Hours of operation during L

Perris Hill and 5`s Street Senior Centers and CID will be closed in accordance with the Holiday
closure.

Public Works
Integrated Waste Management employees will observe the December 25 and January 1 holidays
only. Residential and commercial customers will be one day late on receiving services during
the weeks of December 26 and January 2.

All other crews will be off except the Right-of-Way crew; they will staff crews to work on `o
Thursday and Friday, off on Saturday and Sunday.

Custodial Maintenance Will continue in full operation to Carousel Mall and a
Central Police Station.

City Hall and Water Reclamation Plant offices will be open on December 22 and 29, 2011, but
will be closed on December 23, 26, 30, 2011, and January 2, 2012. Twenty-four hour crews will
be available for emergencies.
