The California Beverage Container Recycling and Litter Reduction Act provides funding to local
governments for specified beverage container recycling and litter reduction activities that
encourage communities to recycle beverage containers.
The Funding Request Form for Beverage Container Recycling and Litter Reduction Activities, if
approved, will provide $55,156 for continued implementation and promotion of beverage
container and litter reduction activities within the City. The City has received the funding from
the Department of Conservation, Division of Recycling, for the last ten years. This will be the
eleventh year the City has requested the funding from the Department of Resources, Recycling
and Recovery(CalRecycle),which administers this program.
One of the proposed projects utilizing this funding is the continued implementation of the
recycling program at City facilities, which will consist of recycling containers, signage, and
efforts to increase program participation. Other proposed projects are for the expansion of
commercial, commingled recycling at local businesses and multifamily housing units. Finally,
this funding will provide an opportunity for an expanded public education campaign to include
community-wide signage, recycling guides, and staff training to promote beverage container
recycling and litter reduction.
The Grants Ad Hoc Committee approved this application on January 17, 2012. The funding
request cycle is FY 11/12 and the application will be submitted electronically by the deadline of
January 31,2012.

6 WHEREAS, the people of the State of California have enacted the California
7 Beverage Container Recycling and Litter Reduction Act (Public Resources Code Section o

8 14500 et. seq.)that provides funds to cities and counties for beverage container recycling and
9 litter cleanup activities;

WHEREAS, the Department of Resources, Recycling, and Recovery (CalRecycle) m tr
11 has been delegated the responsibility for the administration of the program within the State, c

13 setting up necessary procedures for cities and counties or their designees under the program; a

a
15 WHEREAS, pursuant to Section 14581 (a)(4)(B) of the California Beverage ;+

Container Recycling and Litter Reduction Act, the eligible participant must submit the '—"

Funding Request Form by the due date and time in order to be considered to receive funds
18
from the CalRecycle.

20 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The Mayor and Common Council of the City of San Bernardino m

23 authorize the submittal of the Grant Application Form to CalRecycle (attached hereto as
24 Exhibit"A"and made a part hereof). The City Manager, or his designee,is hereby authorized
25 to execute in the name of the City of San Bernardino all necessary forms for the purposes of
26 securing payments and to implement and c out the
27 arry purposes specified in the Section

1 14581 (a)(4)(B) of the California Beverage Container Recycling and Litter Reduction Act and
2 provide information regarding this program to the Division upon request.
