That the Mayor and Common Council do hereby find and determine 6 that the assessments as set forth on said Assessment Roll No. 1002 are hereby exempt from 7 8 the procedural and approval requirements of Article XIX111 D of the California Constitution, as 9 provided for under Section 5(b) of said Article XIII D, and that the assessment amounts as set a 10 forth on said Assessment Roll are equal to or less than any prior approved assessments. a 11 SECTION 2.
