Synopsis of Previous Council Action: On November 3, 2008, the Mayor and Common Council adopted an ordinance which established the process of selecting the Mayor Pro-Tempore. That process provides that annually, at the second regularly scheduled meeting of the Common Council in March of each year, the Common Council shall elect a Council Member to serve as Mayor Pro-Tempore. Further, the © ordinance amended Section 2.76.050 of the San Bernardino Municipal Cade to read: "It shall be the responsibility and duty of the Mayor Pro-Tempore to assign Council Members to all standing committees and ad hoc committees of the Common Council. It shall also be the responsibility and duty of the Mayor Pro-Tempore to designate chairpersons of all standing committees and ad hoc committees of the Common Council. All such assignments to and membership on, and designation of chairpersons of, standing committees and ad hoc committees of the Common Council shall be subject to the approval and appointment of the Common Council." On August 3, 2010, the Mayor and Common Council adopted Operational Guidelines which state: "In addition to standing committees, the Mayor Pro-Tempore, subject to approval of the Common Council, may appoint members to such other Ad Hoc Council Committees as deemed desirable and necessary to assist and advise the Council in its work. Upon his/her appointment, the Mayor Pro- Tempore shall review the number and purpose of the Ad Hoc Committees Updated:6/14/2012 by Sabdi Sanchez A 1899 before assigning members. These Ad Hoc Committees meet on an as needed v basis." v Backeround• At the May 7, 2012 Council Meeting during the discussion of agenda item 7.13 from the City Manager's Office entitled: Approving the 2012-2013 Consolidated Action Plan and Authorizing the City Manager to Execute Any and All Housing and Urban Development Department (HUD) Contracts or Documents per Regulation, the Council closed the hearing and adopted the resolution approving the 2012-2013 Consolidated Annual Action Plan and referred the item back to the Community Development Block Grant (CDBG) Ad Hoc Committee for review and possible amendments and then report back to the Mayor and Common Council.
