Synopsis of Previous Council Action: On November 3,2008, the Mayor and Common Council adopted an ordinance which established the process of selecting the Mayor Pro-Tempore. That process provides that annually, at the second regularly scheduled meeting of the Common Council in March of each year, the Common Council shall elect a Council Member to serve as Mayor Pro-Tempore. Further, the ordinance amended Section 2.76.050 of the San Bernardino Municipal Code to read: "It shall be the responsibility and duty of the Mayor Pro-Tempore to assign Council Members to all standing committees and ad hoc committees of the Common Council. It shall also be the responsibility and duty of the Mayor Pro-Tempore to designate chairpersons of all standing committees and ad hoc committees of the Common Council. All such assignments to and membership on, and designation of chairpersons of, standing committees and ad hoc committees of the Common Council shall be subject to the approval and appointment of the Common Council." On August 3, 2010, the Mayor and Common Council adopted Operational Guidelines which state: "In addition to standing committees, the Mayor Pro-Tempore, subject to approval of the Common Council, may appoint members to such other Ad Hoc Council Committees as deemed desirable and necessary to assist and advise the Council in its work. Upon his/her appointment, the Mayor Pro- Packet Pg.989 Updated:6/14/2012 by Sabdi Sanchez Page 1 1896 Tempore shall review the number and purpose of the Ad Hoc Committees before assigning members. These Ad Hoc Committees meet on an as needed basis." Background: At the April 2, 2012 Council Meeting during the discussion of agenda item 6.13 from the Community Development Department entitled: Management Study of Code Enforcement Division by Matrix Consulting Group, the Council approved the motion: to refer the matter to the Code Enforcement Ad Hoc Committee and to authorize the Director of Community Development to review recommendations of the Matrix Consulting Management Study with the Code Enforcement Ad Hoc Committee and to report back to the Mayor and Common Council with the recommendation.
