N SUBJECT: City Clerk—Business Registration Manager M Justification for Personnel Actions N COUNCIL AGENDA: June 18,2012 0 U Q U Classification p Business Registration Manager n d a Justification 0 The position of Business Registration Manager has been vacant since Cindy Buechter left, effective May 15, 2012. It is critical to fill this position because the Business Registration Division is responsible for collecting Business Registration fees and bed tax, ml pursuing delinquent accounts, enforcing outdoor sales ordinances, acting as hearing ° E officer for items seized from transient merchants and assisting in processing passport applications. In total,the division brought in$8.4 million in FY 2010-11 and oversees o 20,205 active business registrations. The manager is responsible for the day-to-day .2 productivity of four inspectors, an accounting technician,a Business Registration Representative and a Senior Business Registration Representative. 3 Following a department-only recruitment, the position was filled on an interim basis until o July 1,2012. This has allowed the City Clerk's office to realize savings in salary and 2 benefits for the remained of FY 2011-12, and will mean a FY 2012-13 savings in salary a and benefits of$17,383. However,keeping the position vacant beyond that date will seriously constrain the Business Registration division,decreasing the number of °w inspectors available to investigate delinquent registrations, process registration a applications,issue ACPs or provide counter help for walk-in customers. c E E U U Q I Packet Pg. 126
