Acceptance(or rejection) of this grant will not have an impact on the General Fund or any existing or future shelter contracts the City has(or plans to issue)to its subrecipients. Motion: Adopt Resolution accepting the additional Emeregency Solutions Grant (ESG) program funds and allocating them toward designated homeless service providers in the City of San Bernardino Background: On May 7, 2012, after the close of a scheduled public hearing on the topic, the City Council approved the City's 2012-2013 Department of Housing and Urban Development Department (HUD) Action Plan. The HUD Annual Action Plan outlines how the City of San Bernardino anticipates meeting its Housing and Community Development needs through its Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Neighborhood Stabilization Program (NSP), and Emergency Solutions Grant (ESG). For the 2012-2013 Program Year the City will receive a total of$5,578,024 under the aforementioned programs as follows: Community Development Block Grant(CDBG)Program: $2,811,898 Community Development Block Grant(CDBG) Program Estimated Program Income: $100,000 HOME Partnership Investment Act(HOME)Program: $880,155 HOME Partnership Investment Act(HOME) Program: $1,500,000 Updated:6/14/2012 by Brandon Mims Page 1 1893 HOME Partnership Investment Act(HOME)Program Income: $5,000 Emergency Shelter Grant(ESG): $280,971 This Action Plan provides an explanation of the City's planned use of funds and serves as the City's annual funding application to HUD. The Plan includes the following components: • Citywide Priorities • Resources Available • Geographic Distribution • Service Delivery and Management • Priority Investment Plan • Planning and Administration • Lead Based Paint Reduction Strategy • Overcoming Barriers to Affordable Housing • Institutional Structure • Coordination • Monitoring • Specific Program Requirements The City of San Bernardino encourages residents to become involved in the planning and implementation activities of the Annual Action Plan. The City involves its citizens in determining needs, issues, and the designing of programs and activities to address those needs and issues. The City also coordinates the efforts of departments to meet the identified housing needs, and utilizes housing programs and projects to create sufficient visual impact intended to stimulate additional private investment in the City's housing stock and diversified neighborhoods. As required by HUD, the City follows a Citizen Participation Plan in the planning and evaluation of programs contained in this Action Plan. Involving residents and stakeholders is necessary to Packet Pg. 80 Uvdated:6/14/2012 by Brandon Mims Page 2 1893 accurately reflect the housing and community development needs of the City's residents. The City followed the Citizen Participation Plan outreach, noticing, and hearing requirements. This Action Plan has been developed through a collaborative process that included the participation of residents, service providers,and City staff. Statement of the Issue: During the 2011-2012 Program Year, the City was eligible to receive an additional $88,684 of Emergency Shelter Grant (ESG) funding to focus on the rapid re-housing of homeless individuals/families and transition individuals/families from temporary shelter to permanent housing. The additional funding was made available as a result of the combination of the Emergency Shelter Grant (ESG) and Homeless Prevention and Rapid Re-housing (HPRP) programs into the "Emergency Solutions Grant" Program. While the City did not apply for these funds during the 2011-2012 Program Year, it is eligible to combine the unapplied for amount into its 2012-2013 Action Plan as an additional Emergency Solutions Grant. With the inclusion of this amount, the total Emergency Solutions Grant for the 2012-2013 Action Plan is $369,655. In addition, these agencies have long standing positive relationships within the Continuum of Care and are aware of the program requirements, which will make the City's iob easier with respect to monitoring these funds and accountability to HUD. This new grant signifies a shift in the 0E 0 method by which the federal government is funding homelessness prevention efforts. Summary of the Citizen Participation Process o This substantial amendment is consistent with ESG requirements,the City's Consolidated Plan,Action Plan and notice of c the proposed change was provided to the public in accordance with the Citizen Participation Plan. However, given the E expedited schedule necessary to complete the substantial amendment, the amendment was only circulated for a period of c 21 calendar days while the preferred circulation length is 30 calendar days. On June 18, 2012, those wishing to speak to E the item were allowed and upon conclusion, the amendment was adopted by the City Council. Written Standards for Provision of ESG Assistance d E d The City of San Bernardino,as part of its commitment to combat homelessness in collaboration with its regional partners, TO has adopted the standards in line with those of the lead agency of the Continuum of Care, the San Bernardino County E Office of Homeless Services. c w a a. Standard policies and procedures for evaluating eligibility for assistance under the Emergency Solutions e Grant(ESG): R i. Eligible applicants must meet the definition of"homeless" or "at-risk" of becoming homeless ? according to 24 CFR 576.2 and meet the record keeping requirements in 24 CFR 576.500(b),(c), x (d),and E. 0 ii. Gross household income limit: 30%of Area Median Income N iii. Individuals and families who have insufficient resources immediately available to attain housing b stability, who have moved due to economic reasons, or who require short-term assistance to N M rent/lease and/or utility assistance. � b. Target those that are closest to becoming homeless and provide assistive and supportive services ii. Standards for determining how long a particular program participant will be provided with rental cc assistance and whether and how the amount of that assistance will be adjusted over time. 1 i. To ensure the maximum amount of families or benefited, rental assistance will be limited to the minimum amount necessary to stabilize program participants. _ ii. As self-sufficiency increases,the rental assistance amount will be reduced. iii. Program participants receiving rental assistance must be evaluated every three(3)months. N N ? O i f. Standards for determining the type, amount, and duration of housing stabilization and/or relocation a services to provide a program participant, including the limits, if any, on the homelessness prevention or rapid re-housing assistance that each program participant may receive, such as the maximum amount of y 1 assistance, maximum number of months the program participants receives assistance; or the maximum number of times the program participant may receive assistance. Aside from case management, no c program participant may receive more than 12 months of assistance in a three-year period. 2 i. Rental Assistance 1. Rental assistance are for"reasonable rents"and shall be limited as follows: n a. Short Term—maximum 3 months b. Medium—4 to 8 months O1 c. Long Term— 12 months 2. Reasonable rents shall be assessed based upon the applicable local sub-market rents,but in no circumstance shall it exceed the local area's Fair Market Rent(FMR)established by ° c HUD. m 3. Based on"ability to pay,"the program may provide up to 100%of the first month's start- c up costs (including security deposits) for month's 2 to 12, program to pay rent shortfall w E after client-paid share up to 30%of Adjusted Gross Income(AGI)is met. Q 4. Maximum rental assistance is not to exceed$4,000 per individual or family. 5. Program participants cannot receive more than 12 months of assistance within a three- w year period. � ii. Program to pay up to 100% of utility start-up costs, based upon "ability to pay," 5 9 (including security deposits) for each eligible utility to a maximum of $1,000 or 12 m c payments. m 2. Motel vouchers may be used for emergency assistance for up to 30 if no shelter beds are U available and rental housing is identified but not immediately available. 2.
