Motion: Establish one NPDES Inspector UII (Flex) position, Range 1460, $4402 - $5351/month; approve Job Description for NPDES Inspector I/II (Flex) as proposed; reclassify one Construction Inspector UII (Flex) position, Range 1460, $4402 - $5351/month, to NPDES Inspector UII (Flex), Range 1460, $4402 - $5351/month; authorize the Director of Finance to incorporate the changes into the FY 2011-12 budget; and authorize the Director of Human Resources to update Resolution Nos. 97-244 and 2011-218 to reflect this action. Svnoosis of Previous Council Action: On April 12, 2012 the Personnel Committee recommended this item to be forwarded to the Mayor and Common Council for adoption. Backeround: On November 15, 2010 a recruitment was initiated to hire a Construction Inspector UII NPDES; however, none of the candidates interviewed had specific knowledge of NPDES regulations or practices, which is crucial to this position. The National Pollutant Discharge Elimination System (NPDES) program is a specialized field requiring knowledge of storm water regulations, erosion control methods, Best Management Practices (BMPs) associated with land development/construction, knowledge of Water Quality Management Plans (WQMP), Storm Water Pollution Prevention Plans (SWPPP), and Water Pollution Control Plans (WPQP). Therefore, establishment of a new classification requiring specialized knowledge of NPDES program responsibilities is necessary to ensure compliance with NPDES regulations. This action will also ensure that accurate NPDES field inspections are completed, violations and corrections are issued when appropriate, and that complaints, reported violations, and emergency spills are addressed in a timely manner. Performs inspections of construction, commercial, industrial, and u municipal sites to ensure compliance with discharge permits and requirements. Conducts w compliance tracking; prepares detailed project inspection reports; and performs related duties as assigned. w O a z DISTINGUISHING CHARACTERISTICS rn NPDES Inspector I is the entry level and training class in the NPDES inspection class series. An incumbent initially works under general supervision and is responsible for relatively routine field inspections, issuing corrections and violations, writing reports, maintaining a database, and ° a responding to complaints, reported violations, and emergency spills. An incumbent is expected to become increasingly knowledgeable of local, state and federal regulations pertaining to storm m water management, the National Pollution Discharge Elimination System (NPDES) and a practices and procedures relating thereto, and to carry out assignments with increasing 0 autonomy and accountability. - `o NPDES Inspector II is the full journey-level class in the NPDES class series. An incumbent d performs the full-range of assigned duties and is an expert in the processes and procedures for inspection and enforcement of storm water management regulations. w This position reports directly to the NPDES Coordinator. z ESSENTIAL DUTIES AND RESPONSIBILITIES d The duties listed below are intended only as illustrations of the various types of work that may E be performed. Inspects construction sites related to residential/commercial development, capital improvement projects, encroachment into City right-of-way, and repair and restoration of public facilities, for adherence to water pollution control criteria. 2. Responds to public inquiries and complaints concerning storm drainage and construction site run-off control and other violations of storm water regulations. Prepares and maintains both written and electronic inspection reports and data. 5. Investigates illegal discharge complaints, resolving issues in accordance with the requirements of the MS4 Permit. 6. Conducts initial and follow-up inspections/investigations pertaining to water quality enforcement. 7. Conducts inspections of permitted businesses, including mobile operations, and industries for compliance with NPDES permit requirements. 8. Review Erosion Control Plans, Water Pollution Control Plans (WPCP), Storm Water m Pollution Prevention Plans (SWPPP), Water Quality Management Plans (WQMP), and related documents. 9. Prepares and issues Notices of Violation and Citations. `o 10. MINIMUM QUALIFICATIONS Education, Training and Experience: x A typical way of obtaining the knowledge, skills, and abilities outlined above for an NPDES m LL Inspector I is graduation from high school or G.E.D. equivalent and two years of experience _ in storm water management inspection, construction inspection, NPDES inspection, or related regulatory setting; or an equivalent combination of training and experience. v a An NPDES Inspector I may be considered for advancement to NPDES Inspector II after demonstrating proficiency to perform the full range of duties of the more experienced w inspection class, obtaining required certification, and obtaining 30 semester units of college ° level coursework with emphasis on construction management, environmental science, civil Z engineering or related field from an accredited college or university. Accreditation shall be by a national or regional accreditation body that is recognized by the Secretary of the United States Department of Education. 2 y a t\r Typically, in order to advance to a NPDES Inspector II, a NPDES Inspector I is expected to v be capable of meeting the proficiency criteria within a two-year period, depending on an ° a individual's education, prior experience and progression in performing the full range of 0 duties. Proficiency criteria and the process for demonstrating performance at the levels established are established jointly by hiring authorities and the Director of Human Resources, and are ua described in a separate document. w w Licenses; Certificates; Special Requirements: A valid California state driver's license and the ability to maintain insurability under the City's Z vehicle insurance policy. E P.O.S.T. 832 certification within one year of appointment to the NPDES Inspector I position. x Certification as a Certified Erosion, Sediment and Storm Water Inspector (CESSWI) or equivalent is required within one year of the date of employment for a NPDES Inspector 11.
