It does not include non-encumbered reccurring expenses or expenses incurred,but not yet processed. Motion: Adopt Resolution. Synopsis of Previous Council Action: None. Background: The Traffic Engineering Section of the Public Works Department has evaluated the intersection of Rialto Avenue and Macy Street to determine the need for a traffic signal. This is a "T" type intersection. Currently,the intersection is controlled by a one-way stop on the northbound approach of Macy Street. Traffic volumes on Rialto Avenue during peak periods can result in excessive delay to drivers attempting to enter the intersection from Macy Street. Additionally, school children cross Rialto Avenue at or near the intersection on their way to and from school and there are school bus stops in the vicinity of the intersection. Based upon a traffic engineering analysis, this location meets warrants for a traffic signal. The California Manual on Uniform Traffic Control Devices allows the installation of multi-way stop controls as an interim measure until a traffic signal is constructed. In some cases, the multi-way stop controls prove to provide an acceptable operational level of service. Packet Pg, 333 Updated:5/3/2012 by Georgeann"Gigi"Hanna 1798 Staff recommends installation of a three-way stop at this location until a traffic signal can be funded, designed, and constructed and that the attached Resolution be adopted establishing a three-way stop at the intersection of Rialto Avenue and Macy Street. Once the controls are in place, Traffic Engineering staff will monitor this intersection for acceptable operation. The attached Resolution was updated to include current field conditions including stop signs that were approved pursuant to previous Resolutions. In addition, a four-way stop at the intersection of Macy Street and Mill Street has been removed because this intersection is now controlled by a traffic signal.
