Synopsis of Previous Council Action: September 9, 2011 - The Mayor and Common Council approved Resolution 2011-269 authorizing the execution of an Agreement and issuance of a Purchase Order in the amount of $34,306.63 to Generator Services Company, Inc. for repairs to the emergency generator at the Police Department headquarters. Background: The Police Department headquarters, located at 710 North 'D" Street, is operational 24 hours a day, seven-days a week, and houses the emergency services 911 operators and the Emergency Operations Center (EOC). This building is supported by an emergency generator with the capacity to run the entire building, including emergency communications. C Updated:4/25/2012 by Javier Ochiqui B 1778 In June 2011, the Police Department reported power fluctuations during a 10-hour Southern California Edison power outage. Public Works staff contacted Generator Services Company, Inc. to service the generator. While testing the generator, it became apparent that the temperature of the diesel engine and rotor stator were above the normal running temperature. The overheating eventually shut down the generator. A trailer-mounted generator was subsequently rented from Generator Services to supply emergency power for the building at a cost of approximately $6,000 per month, paid for by Police Department Account Number 001- 210-0049-5505, pursuant to Section 3.04.075 of the San Bernardino Municipal Code related to emergency purchases. Prior to the Police Department rental, the generator at Fire Station 221, located at 200 East 3rd Street, was found to be past its useful life and in need of replacement. A small emergency generator was rented from Generator Services Company, Inc. to supply emergency power for the building while replacement funding could be identified. The Fire Station 221 rental cost was approximately $5,400, paid for by the Public Works Department Account Number 001-400- 0037-5171. Purchase Order Number 2012-1520 was issued by Finance in the amount of $23,225.18 to pay for the rental of both emergency generators. The generator at the Police Department headquarters has been repaired; however, the repair took longer than expected due to difficulty in obtaining replacement parts for the existing generator. Due to the extended time to repair this generator, currently there is an outstanding balance of $11,674.80 owed to Generator Services Company, Inc. for the rental of the emergency generator. Public Works recommends that the Mayor and Common Council authorize an Amendment and increase to Purchase Order 2012-1520 by$11,674.80 for a total of$34,899.98.
