Financial Impact: None. Motion: Reject all bids. Synopsis of Previous Council Action: 06-29-11 The Mayor and Common Council adopted the FY 2011-12 to FY 2015-16 Capital © Improvement Program(5-year CIP). Back round: On July 5, 2011, the Mayor and Common Council approved the FY 2011-12 through FY2015-16 Capital improvement Program (CIP). Included in the program are projects SD04-004 and SS04- 018, "Mountain Avenue Storm Drain and Street Improvements," extending from 39th Street to 40th Street. The existing storm drain facilities in Mountain Avenue consist of a 54-inch reinforced concrete pipe (RCP) outlet structure, a section of open concrete channel, older corrugated metal pipe (CMP) sections, and an earthen channel. These facilities are old and failing and result in storm waters undermining the adjacent Mountain Avenue roadway. The storm drain portion of this project replaces the older 30-inch pipe with new pipe, and improves both the inlet and outlet structures to eliminate continued roadway deterioration and Cresulting maintenance. In addition, pavement rehabilitation of a portion of 40th Street, west of Mountain Avenue, was included in the project as an "additive" bid item. Notice inviting bids for the construction work was advertised in the San Bernardino County Sun Newspaper and on the City of San Bernardino website. The notice inviting bids and copies of the bid documents were also sent to the following plan rooms: F.W. Dodge Company; High Desert Plan Room, Construction Bidboard, Inc.; San Diego Daily Transcript; Bid America Electronic; AGC Plan Room; San Diego iSgFt Plan room; Reed Construction Data; Construction Bid i Source; and Bid Ocean Inc. A copy of the notice was also provided to the San Bernardino Chamber of Commerce. On April 10, 2012,bids for this work were publicly opened and only one bid was received. Laird Construction Company, Inc. of Rancho Cucamonga, CA, submitted their bid for this work, which substantially exceeded the project budget and Engineer's estimate. The only bid received is listed below: CName of Bidder City Amt. of Total Laird Construction Company, Inc. Rancho Cucamonga $707,998.00 Engineer's Estimate $491,481.00 It is recommended that the Mayor and Common Council reject this bid, allowing staff to revise the design to reduce the scope of work and make other adjustments to bring the cost down consistent with available funding. Additional clarification will also be provided in the specifications regarding the temporary traffic control requirements during construction. Upon completion of the revisions, the project will be advertised for new bids. If this action is approved,the project will be advertised within the next three weeks.
