Background:
Simulation training for law enforcement has been in existence for more than 20 years. During
that time there have been a number of companies that have developed different proprietary
systems for use in this field. All simulators essentially have the same functionality of projecting
stimulus onto a screen and allowing the trainee to interact with that stimulus. Differences occur
in how that stimulus is projected, how the stimulus is created, how the scenario responds to
different devices and the level to which the trainee can interact. Additional differences are in
design architecture. For example, some systems do not provide the instructor with useful tools
that aid in the teaching and learning process. The quality of user training, customer support and

service, and value also vary greatly among manufacturers.
This purchase is a part of a comprehensive plan to provide modernized police training to the San
Bernardino Police Department. The use of simulators by other police and sheriff departments
has consistently proven to reduce liability as a result of better training and decision making by
their personnel. There is also an improvement in public safety and officer safety.
Several scenario/simulation based systems were evaluated by police department personnel:
-IES MILO Range PROv4 System($51,680)
-Ti Training Corp. Training Lab ($50,600)
-AIS PRISim System($48,885)
Upon conclusion of the evaluation process, staff selected a system developed by Ti Training
Corporation as the best fit for our organizational needs and deemed it to be the best value for this
project. Additionally, the "Ti" system was more user-friendly than other systems on the market.
Each system evaluated had their pro's and con's. The lowest priced system by "AIS PRISim"
was deemed by staff to be inferior to the other systems because of antiquated technology and
lack of responsiveness by the vendor during the evaluation process. The higher priced system by
"IES MILO" contained technology that was not necessary for this project and exceeded the price
provided by"Ti Training."
The "Ti Training" system will allow the police department to provide high-quality simulation
based training to its personnel. Officers will be required to train on this system in regular
intervals and be evaluated on their ability to make sound decisions in a variety of scenarios. The
instructor will have the ability to control the scenario based upon the actions of the trainee.
Following each scenario,the instructor will have the ability to play back the scenario and critique
the decisions made by personnel within the confines of a low-risk environment. This type of
training allows personnel to use other options to optimize the best outcomes for a variety of
different challenges. Training of this nature can pay dividends in real life situations through
better decision making and experience.

Ti Training is the only simulation company with a full-time video crew and state of the art video
production studio. All of the video equipment is high definition.

Introduction
T1 Training Corp. (TI) produces three interactive simulators for the purpose of public safety o
training. In addition to the simulators, Ti also creates training content to be utilized within the is
simulators or as a stand-alone product. The strength of Ti is the ability to be a resource and a
solution for the assurance that learning is taking place. In the Public safety arena there is a n
never-ending thirst and requirement for new and continual training.

Ti Training is a Delaware S-Corporation doing business in Golden, Colorado (Denver).and is
located in a new, 9,000 square foot office and training facility. Ti started with seven hand y
picked employees, with each employee having an equity investment and founding shares.
The Products

Training Room (Tr). The training room is an interactive classroom simulation system,
consisting of handheld keypads that are distributed to each student in the class. The key-pads
are transmitting to the instructor station via RF signals and the instructor computer has a USB
receiver. It has been proven that with the interactivity come higher retention levels and a a
rewarding classroom experience. The instructor is empowered to have instant access to the a
student's thoughts. The instructor can poll; provoke discussion and test electronically in real K
time. The Training room is a vehicle for interactive delivery of any PowerPoint lesson and the w

Training Lab (TL) The Training Lab is a computer based interactive use of force simulator. 0
Where the training Room is in the classroom and learning is taking place, the training Lab is a
life size, self calibrating high definition system where a trainee enters the room and must S
interact with the video in real time. This is a testing and remediation tool to access the
knowledge of the trainee and to view the trainee in action. Real life scenarios are played
under a wide variety of topics and environments. These simulators can reproduce any
environment, lighting conditions and repeatable training scenarios that are court defensible 0
and an acceptable evaluation tools. The Ti simulator is designed with the latest technology 0
available, digital HD video, 5.1 surround sound, Biofeedback and the most realistic scenarios y
from our production department. In a recent evaluation by the Federal Air Marshals of all
competitive simulation companies, the choice was the Training Lab, 30 systems & a three-

Video Productions, Ti Training has the latest video filming and editing hardware and a
software. We have also partnered with over 50 of the top subject matter experts in the public
safety market to author and endorse the content we produce. These experts make up what we
are calling the Training Table (Tt). Ti training will market the training videos through the
Training Table. Our Video production studio has three products, Judgmental training videos
to play on the Training Lab, Interactive training videos to play on the Training Room or as a
Play only version and corporate video production for fee.

for the life of the system. This disk will contain 15+new scenarios. All
scenarios will be available in 2D and 3D versions.

The HD projection screen is in a wide format to visually broaden the trainees view. a
MI Portable, fast fold screen is provided but is not necessary for the system to 0
operate. A nice blank wall can be used to project onto if available.
MI Room requirements are very flexible. For optimum projection you only need to
set up 15-17 feet from the screen/wall. If you have less space the system will still
project and work.
Sound effects can be played in real time,from any direction, during a training °o
session to enhance the scenario realism.
n❑ A sound effect library is available on the instructor monitor to drop in sounds into
any speaker at any time during a scenario. This gives the instructor the capability
to change a scenario on the fly by introducing a sound anywhere in the training 4
environment.

True Distance 3D&3D Scenario Technology a Ti Training Exclusive Feature
As seen with the latest releases in the consumer market 3D is the future of entertainment
and your training should maximize this advanced outlet. The Training Lab system has m
the ability to have 3D scenarios added to your training.Ti Training has spent the last 18-
months testing and evaluating the effects of having 3D in training simulation. Working
with Dr.Lewinski of Force Science and TASER International Training Division we have
found there is a great training value in the introduction of 3D.As in real life most use of g
force decisions entails relative distance as a factor in the decision to use force,as well as
environment and back drop issues. In 2D simulation,the screen is flat and the subjects
are layered.In the 3D simulation world you can actually gage the distance between G
