Request that Mayor and Common Council Refer to Legislative Review Committee Potential
Development Code Amendments Regarding Updating Uses Based Upon Current Uses and
Consistency of Requirements.

Motion: Refer the matter to the Legislative Review Committee.
Synopsis of Previous Council Action:
None.
QBackground:
Development codes are unique documents allowing cities to determine uses appropriate for their
unique circumstances. Over time uses change and new uses begin to come onto the market that
were not currently considered.
Through the implementation and enforcement of the code inconsistencies come to light that
require correction. For instance currently guest houses without a kitchen are allowed in single
family zones require a public hearing,whereas a"granny"flat or second house unit which allows
kitchens do not. There have been no updates to residential uses in eleven years.
Some definitions need updating and many uses that are listed within use tables or parking
requirement are not defined. Blood banks for instance is not defined nor are related plasma
centers both of which are allowed without public hearing.
Allowing these matters to be discussed with the Legislative Review Committee will allow the
time necessary to have these matters thoroughly analyzed.
Motion:
Refer the matter to the Legislative Review Committee.
