Synopsis of Previous Council Action: Background: For the past several years there have been various public nuisance problems occurring on the section of Mt. Vernon Ave between Mill Street and Walnut Street. These public nuisance problems included drug dealing, illegal auto sales, and loitering. To mitigate these public nuisance problems for the residents of this area, it is recommended that the City implement a "No Parking Any Time Zone" on the section of Mt. Vernon Avenue between Mill Street and Walnut Street. Public support for the implementation of a "No Parking Any Time Zone" on this section of Mt.Vernon Ave is indicated by petitions signed by 60 residents. Huber and his team F° call the cars"curb-stoners." c Q rn "Usually word gets out that there's a hot place to sell cars(like Valley Boulevard),"Huber said. "One guy selling 15 cars in one place is not common." Y A IL 0 The purpose of the one-day intensive operation is to regulate the industry,Huber said.Most of the time,the Z cars have a salvaged title and are not registered.When cars are sold that way,city fees are not paid,there is an m increase of unlicensed vehicles on the street that could be hazardous,and licensed car sellers lose business. '> 'v A Valley Boulevard between Sierra Avenue and Cedar Avenue in Fontana is one hot spot that Huber and his team were alerted to Saturday.Cars with"For Sale"signs or with their windows painted in liquid shoe polish trying to entice z buyers turned the side of a dusty Fontana road into a pop-up car sales lot. 0 m Huber said not all the cars in a particular area are being sold by the same person. Investigators pose as buyers and call the seller,negotiate a deal and then find out that the car is not registered in the seller's name. -- v U The curb-stoner,unaware that an interested buyer is actually an undercover investigator,is then issued a citation or 4 detained.The fine is$250, Huber said. If the seller is, bail is set at$1,000.By noon on Saturday,Huber and his w team had issued five citations,he said. Q. o. Saturday's operation was the second of its kind. Huber said it helps law enforcement agencies to coordinate references statewide. E E u Huber said that although the motivation behind the curb-stoners is unclear,he's sure the economy plays a big part in �°• it. Q San Bernardino City Councilman John Valdivia spotted the officers as he returned from breakfast with his wife and son,and stopped to thank them. San Bernardino was one of the cities included in Saturday's sting. Valdivia called curb-stoners a"quality of life issue;and said he's reached out to businesses and residents personally in the past week and has had overwhelming support for enforcement against them.
