Backeround:
The Public Works Department is requesting the approval of a revision to the Fleet Services
Division Manager (U) job description in anticipation of an upcoming recruitment for this
position due to the retirement of the current incumbent effective June 22, 2012. Currently, the
possession of an Automotive Fleet Manager certificate by the National Association of Fleet
Administrators is a minimum requirement of the job. This action will update the certification
requirements to make the possession of an Automotive Fleet Manager certificate a "highly
desirable" qualification rather than a minimum requirement of the job.
The Human Resources Department is in agreement with the proposed change and recommends
approval.

FLEET SERVICES DIVISION MANAGER(U) ,>,
JOB SUMMARY
Under general direction, develops, organizes and directs the acquisition, maintenance and
repair of the City Vehicle Fleet; develops methods for extending the life of City equipment and m
minimizing expenses; coordinates assigned activities with other divisions, departments and
outside agencies; provides highly responsible and complex administrative support to the
Director of Public Sewises Works; and performs related duties as assigned. g

DISTINGUISHING CHARACTERISTICS 0
Fleet Services Division Manager is responsible for acquisition, maintenance, repair and disposal
of the City's vehicle and equipment fleet, including vehicles for integrated waste, police and fire
operations, and for its fuel management program. The incumbent is responsible for n
management of division operations in conformance with stringent environmental law and
regulations regarding the storage and disposal of hazardous materials and associated d
permitting requirements. The incumbent provides leadership for provision of centralized
efficiencies through development and implementation of policies, systems and procedures and
comprehensive long-term replacement programs. Assignments are broad in scope and allow for m
a high degree of administrative discretion. o
ESSENTIAL DUTIES AND RESPONSIBILITIES °

1. Plans, organizes, controls, manages and evaluates the work of the Fleet Services
Division; with subordinate managers and supervisors, participates in establishing
operational plans and initiatives to meet department goals and objectives; implements
departmental plans, work programs, processes, procedures and policies required to 0
achieve overall department performance results; coordinates and integrates department Z
functions and responsibilities to achieve optimal efficiency and effectiveness; '-
participates in developing and monitoring performance against the annual division

budget.
2. Plans and evaluates the performance of assigned staff; establishes performance
requirements and personal development targets; monitors performance and provides N
coaching for performance improvement and development; provides or recommends v
compensation and other rewards to recognize performance; takes disciplinary action, up LL
to and including termination, to address performance deficiencies, subject to
management concurrence, in accordance with the City's human resources policies and £
procedures, Civil Service Rules and labor contract provisions.

3. Provides leadership and works with staff to develop and maintain a high-performance,
d customer service-oriented work environment that supports achieving the City's mission,
strategic goals and core values.
4. Plans, directs, coordinates and reviews the work plan for fleet services staff engaged in a
the servicing, installation, maintenance, repair and modification of automotive,
construction and mechanical equipment; assigns work activities, projects and programs; o
reviews and evaluates work products, methods and procedures; meets with staff to 'o
identify and resolve problems; oversees development of repair estimates and discusses
feasibility and practicality of such repairs with staff, user agencies and departments prior m
to repairs, as appropriate; ensures timely repair of vehicles and equipment in
accordance with industry-wide standards; establishes and maintains appropriate cost w
and time standards for completion of repairs.
5. Plans, develops and implements preventive maintenance programs that meet all federal, `m
state and local safety and environmental laws and regulations, while maximizing daily A
reliability and availability of the City's fleet.
6. On an annual basis, prepares, updates and submits a five-year vehicle replacement plan
that permits timely and cost-effective replacement of vehicles in order to maximize a o
vehicle's reliability while minimizing repair costs, as well as incorporating the latest .a
technology and user needs; coordinates the development of vehicle and equipment 'o
specifications with user requirements, agencies and purchasing in order to implement
vehicle and equipment replacement plans. `-
7. Monitors and evaluates the efficiency and effectiveness of service delivery methods and y
procedures; recommends, within departmental policy, appropriate service and staffing
levels. a
8. Directs, plans and coordinates the City's vehicle disposal program, provides oversight LL
and direction to public vehicle sales.
9. Ensures the City's safety program and goals are implemented and carried out in Fleet
Services; directs managers and supervisors to develop responsible programs for
employee safety in potentially hazardous work environments.
10. Serves as liaison for the division with other divisions, departments and outside agencies; a
negotiates and resolves sensitive and controversial issues. y
11. Serves as staff on a variety of boards, commissions and committees; prepares and v
presents staff reports and other necessary correspondence. 'o
12. Provides responsible staff assistance to the Director of Public Serviees Works.
13. Attends and participates in professional group meetings; stays abreast of new trends o
and innovations in the field of fleet maintenance. c
14. Responds to and resolves difficult and sensitive citizen inquires and complaints.

MINIMUM QUALIFICATIONS 00
Education, Training and Experience: a
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from a four-year college or university with a degree in public or business administration or a o
closely related field; and at least seven years of progressively responsible fleet acquisition, $
maintenance and repair experience, including at least three years in a supervisory capacity;
or an equivalent combination of training and experience.

Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's o
vehicle insurance policy. ^
Accreditation as a Certified Automotive Fleet Manager C( AFM) by the National Association 0
of Fleet Administrators and/or as a Certified Public Fleet Professional (CPFP) by the
American Public Works Association is highly desirable. t u
