execution of an agreement for professional services with

16 . Approve contract Change Order No. One - Vance Corporation -
pavement rehabilitation on Tippecanoe Avenue, between Route I-
10 and Mission Creek - Plan No. 9459 . (See Attached) (Cost
to the City -- $38,400 to be reimbursed by the Water

MOTION: That Change Order No. One to the contract with
Vance Corporation, for the pavement rehabilitation
of Tippecanoe Avenue between Route I-10 and Mission
Creek, in accordance with Plan No. 9459, be
approved to incorporate Additive No. One into the
contract for relocation of water line facilities at
an estimated increase to the contract price of
$38, 400 from $523, 872 to $562 , 272 .
17 . Concurrence with request for County property to connect to
City' s sewer system - 4532 North "F" Street . (See Attached)
(No cost to the City. )
MOTION: That the Director of Public Works/City Engineer be
authorized to notify the Local Agency Formation
Commission that the City is in concurrence with the
request to connect the unincorporated property,
known as 4532 North "F" Street, to the City' s sewer
system.
18 . Approve final reversion to acreage map for Tract No. 15775 -
north of Foothill Boulevard and south of Daley Canyon Road.

MOTION: That the final map for Tract No. 15775, reversion
to acreage, be approved; and that authorization be
granted to accept the dedication for easements for
public purposes, as shown on the final map.

with Merit Day Foods for the purchase of raw food products for
the City' s Senior Nutrition Program - FY 1997/98 . (See

reimbursed through federal, state and county grants. )
MOTION: That the Parks, Recreation and Community Services
Department be authorized to establish an open
purchase order in the amount of $40, 000 with Merit

Program; and that the City' s Purchasing Manager be

to amend land use designation from RS, Residential Suburban,
and CG-1, Commercial General, to RU-1, Residential Urban, on
14 parcels of land located between Mt . Vernon and Eureka
Avenues north of Mill Street. (Backup material was
distributed on April 7, 1997, Item No. 34; was continued to
April 21, 1997, Item No. 18; and was continued to May 5, 1997,

Resolution of the City of San Bernardino adopting General Plan
Amendment No. 96-13 to the General Plan of the City of San
Bernardino.
Applicant : Peter S. Soler
Request/Location: The applicant is requesting to change the
General Plan land use designation of a triplex located at 431-
435 S . Pear Street from RS, Residential Suburban, to RU-1,
Residential Urban.
Based upon site visits and an assessment of the neighborhood,
the Department of Planning and Building Services has included
33 other parcels in the proposal as a recommended alternative.
The project area is located along Pear Street between Mt .
Vernon and Eureka Avenues and Poplar and Mill Streets .

NOTICE: Any member of the public may address this meeting of the
Mayor and Common Council/Community Development Commission
on any item appearing on the agenda, by approaching the
microphone in the Council Chambers when the item about
which the member desires to speak is called, and by
asking to be recognized.
Any member of the public desiring to speak to the Mayor
and Common Council/Community Development Commission
concerning any matter not on the agenda but which is
within the subject matter jurisdiction of the Mayor and
Common Council/Community Development commission, may
address the body at the beginning of the meeting, during
the period reserved for public comments, said total
period for public comments shall not exceed forty-five
(45) minutes, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to
each member of the public, unless such time limit is
extended by the Mayor and Common Council/community
Development Commission. No member of the public shall be
permitted to "share" his/her three minutes with any other
member of the public.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to
staff, or to any commission, board, bureau, or committee
for appropriate action or have the item placed on the
next agenda of the Mayor and Common Council/Community
Development Commission. However, no other action shall
be taken nor discussion held by the Mayor and Common
Council/Community Development Commission on any item
which does not appear on the agenda unless the action is
otherwise authorized in accordance with the provisions of
subdivision (b) of Section 54954 .2 of the Government
Code .

RS4. ACQUISITION, DEMOLITION AND RECONSTRUCTION (ADR) PROGRAM
(Community Development Commission)
MOTION: That the Community Development Commission (1)authorize mortgage
assistance money, previously approved for just the ARR Program be available for
houses under the ADR Program; (2)that the ADR Program begin on a pilot level
for six months in order to understand the details and process; and (3)that KMH
Associates Inc., be approved to participate on this pilot program under a
development agreement to be prepared by staff and legal counsel.

MOTION: That the Community Development Commission authorize the Director to execute
a loan agreement with Paul Reed Buick/GMC pursuant to the businss terms as
provided in this report.
RS-4. CALIFORNIA THEATER MANAGEMENT RFP
(C4mmunity Development Commission)
MOTION: That the Community Development Commission discuss and take possible action
regarding issuance of a Request for Proposal for management of the California
Theater.
RS-5. ADJOURN TO CLOSED SESSION
