7 . Resolution of the City Council of San Bernardino awarding a
purchase order to Dieterich International Truck Sales, Inc . ,
for furnishing and delivery of one (1) each 1997 International
Set Rodder Sewer Truck to be utilized by the Public Services
Department of the City of San Bernardino in accordance with
Bid Specification F-97-13 . (See Attached) (Cost to the city
-- $117, 433 .35 from the Sewer Line Maintenance Fund. )
MOTION: That said resolution be adopted.
8 . Resolution. of the City Council of San Bernardino awarding a
cooperative/piggyback purchase order to Crest Chevrolet for
furnishing and delivery of four (4) 1997 Chevrolet 1/2 Ton
Mini Pick-Up Trucks to be utilized by the Public Works,
Facilities Management, and Planning and Building Departments
of the City of San Bernardino in accordance with Bid
Specification F-97-09-C. (See Attached) (Cost to the city --
$57, 808 .01 from the Motor Pool Fund. )
MOTION: That said resolution be adopted.
9 . Resolution of the City Council of San Bernardino awarding a
cooperative piggyback purchase order to Robert H. Loud Ford
for furnishing and delivery of two (2) 1997 Ford 3/4 ton pick-
up trucks with service body to be utilized by the Facilities
Management Department of the City of San Bernardino in
accordance with Bid Specification F-97-09-B. (See Attached)

12 . Resolution of the City of San Bernardino awarding a contract
to Bakersfield Well & Pump Company, Inc . , for furnishing and
installing pump equipment for two new water wells at San
Bernardino Trade Center and International Airport . (See

75% from the Federal Economic Development Administration, and

purchase of the Pioneer Cemetery and authorize refund of bid

MOTION: That the bid from Loewen Group International, Inc . ,
in the amount of $926, 513 for the purchase of the
Pioneer Cemetery be rejected; and that
authorization be granted to return the bid deposit
of $92, 652 . 00 .
18 . Approve in concept -- request by San Bernardino State
University relative to the placement of directory signs in
University Parkway and Northpark Boulevard medians -- direct
City Attorney to prepare a standard form license agreement.

MOTION: That the request by San Bernardino State University
for authorization to place a directory sign in the
University Parkway median and two (2) directory
signs in the Northpark Boulevard median be approved
in concept; and that the City Attorney be directed
to prepare a standard form license agreement to
authorize the installation of these signs in the
public street rights-of-way.
19 . Approve Plan No. 9641 and authorize advertisement for bids --
rehabilitation of pavement and widening -- Mt . View Avenue,
from Route I-10 to Mission Creek Channel . (See Attached)

MOTION: That the plans for pavement rehabilitation and
widening of Mt . View Avenue (west side) from Route
I-10 to Mission Creek Channel, in accordance with
Plan No. 9641, be approved; and that the Director
of Public works/City Engineer be authorized to
advertise for bids.

20 . Resolution of the Mayor and Common Council of the City of San
Bernardino ratifying agreements between the City of San
Bernardino and Julia Alvarez and Laura Bremer in regard to the
boarding, caring, and feeding of three horses in the custody
and control of the City of San Bernardino Department of Animal
Control . (See Attached) (Cost to the city -- $500 .00 from
the Animal Control Fund. )
MOTION: That said resolution be adopted.
21 . Resolution of the Mayor and Common Council of the City of San
Bernardino approving an agreement between the City of San
Bernardino and Civic Collections, Inc. , relating to animal
license canvassing and collection services . (See Attached)

MOTION: That the waiver of fees in the amount of $496 . 61 for

execution of an agreement with Stat Physicians, Service to
provide billing services for the collection of fees for

24 . Resolution of the City of San Bernardino approving a side
letter to Resolution No. 89-129, Resolution establishing
management and confidential compensation and benefits plan,
amending Section H. PERS, and adding Section V. Uniform
Allowance and Section W. POST Reimbursement for Police Safety
Management Employees, effective as of July 1 , 1997, concurrent
with council approval of the fiscal year 1997-98 city budget .

27 . Resolution of the City of San Bernardino authorizing the
execution of a second amendment to agreement with the Board of
Water Commissioners relating to the use of Palm Field for

28 . A resolution of the Mayor and Common Council of the City of
San Bernardino declaring a strip parcel of land known as

Request/Location: The property is a 48 . 1 acre site that was
originally approved and recorded as Tract Nos. 11857, 11858,

Foothill Boulevard, south of Daley Canyon Road, west of
Sterling and east of Osbun Road, and is within the RL,
Residential Low, land use district.
Tentative Tract 15775 is a reversion to acreage to consolidate
the parcels created by recorded Tract Nos. 11857 through
11860 . The revision will remove/negate certain requirements
that are no longer applicable . Tentative Tract 14112 was
approved on November 7, 1990 for a 56-lot, single-family
development . Tentative Tract 14112 is not a part of the
application for Tentative Tract 15775 and this reversion to
acreage request does not impact any existing conditions of
approval for Tentative Tract 14112 .

amend the General Plan land use designation from CN to CG-1 on

include a total of twenty-five lots . The 8 . 83 site is located

Mayor and Common Council/Community Development Commission
on any item appearing on the agenda, by approaching the
microphone in the Council Chambers when the item about
which the member desires to speak is called, and by

Any member of the public desiring to speak to the Mayor
and Common Council/Community Development Commission
concerning any matter not on the agenda but which is
within the subject matter jurisdiction of the Mayor and
Common Council/Community Development Commission, may
address the body at the beginning of the meeting, during
the period reserved for public comments, said total
period for public comments shall not exceed forty-five
(45) minutes, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to
each member of the public, unless such time limit is

Development Commission. No member of the public shall be

The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to

9. MULTI-USE STADIUM FACILITY MANAGER-.ANTHONY_DAVIS-AND-ASSOCIATES

MOTION: That the Community Development Commission authorize staff to finalize
negotiations and execute the necessary agreements with Anthony Davis
Associates to provide on site management and promotion services for the San
Bernardino Multi-Use Stadium. The fee for these services is$25,000 paid in
monthly installments, for one year with additional fees to be based on 20%of the
net revenue received by the Agency for events booked by Anthony Davis
Associates.
