HomeMy WebLinkAbout2012-082 RESOLUTION NO. 2012-82 1 2 3 4 5 WHEREAS, the City of San Bernardino ("City") receives an annual allocation of 6 Federal funds from the United States Housing and Urban Development Department (RUD) for the purpose of implementing and administering the following programs: Community 7 Development Block Grant (CDBG); HOME Investment Partnership Act (HOME); and 8 Emergency Shelter Grant (ESG); and 9 10 11 12 13 14 15 16 17 18 19 20 21 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERN~INO APPROVING THE 2012-2013 CONSOLIDATED ANNUAL ACTION PLAN AND AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL CONTRACTS OR DOCUMENTS AS PER HUD REGULATION WHEREAS, these funds and programs are administered through a partnership between the City of San Bernardino's City Manager's Office and the Housing Division of the former Economic Development Agency (EDA); and WHEREAS, for the 2012-2013 Fiscal Year the City will receive $2,811,898 in CDBG funds, $880,155 in HOME funds, and $280,971 in ESG funds for a total of $3,973,024 in new Federal funds; and WHEREAS, as part of the requirements for receiving the above mentioned funds, the City has clearly outlined its planned use of the funds in the document, "2012-2013 Annual Action Plan," publicly noticed said plan for not less than thirty (30) days, and allowed for public comments. NOW, THEREFORE, BE IT RESOLVED, DETERMINED AND ORDERED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS: Section 1. That the Council hereby approves the "2012-2013 Annual Action Plan" in its entirety and appropriations, as noted below, shall be included in the Fiscal Year 2012-2013 Budget. 22 23 24 25 26 27 28 Section 2. That the following funds shall be appropriated in the 2012-2013 Fiscal Year Budget from the Emergency Solutions Grant: Activitv Administration/Compliance Central City Lutheran Mission Global One Development Center Inland Fair HousinglMedi~tion Board Inland Temporary Homes Mary's Mercy Center Operation Grace Option House Time for Change Foundation TOTAL Amount $21,971 $15,000 $15,000 $54,000 $60,000 $18,000 $17,000 $30,000 $50.000 $280,971 Section 3. That the following funds shall be appropriated in the 2012-2013 Fiscal Year Budget from the Home Investment Partnership Program (HOME): Activitv Administration Community Housing Development Organizations (CHDOs) Affordable Housing Housing Rehabilitation TOTAL Amount $88,015 $132,023.25 $44,007.75 $616,109 $880,155 Section 4. That the City Manager is authorized, on behalf of the City, to execute and submit to HUn, all appropriate documents and to take all necessary actions to implement the City's 2012-2013 Annual Action Plan, including but not limited to the following: 1. With advisement from the City Attorney's Office, authorization to prepare and execute standard CDBG/ESG agreements effective July 1,2012 2. Authorization to issue monthly payments to CDBG/ESG recipients in an amount not to exceed 1/12 of the total contract amount. 3. Authorization to withhold payment from CDBG/ESG recipients that fail to meet program guidelines. Section 4.
