HomeMy WebLinkAbout1990-5228 RESOLUTION NO. 5228 ~- A RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO RECEIVING A PROPOSED REDEVELOPMENT PLAN AND DRAFT ENVIRONMENTAL IMPACT REPORT (EIR) FOR THE MT. VERNON CORRIDOR REDEVELOPMENT PROJECT AREA AND AUTHORIZING THE TRANSMITTAL THEREOF WHEREAS, the Common Council of the City of San Bernardino has commenced proceedings for the creation of a redevelopment project area and the preparation of a redevelopment plan in connection therewith; and WHEREAS, as part of these proceedings the Common Council by its Resolution No. 89-397 approved on october 2 ,1989 designated a Survey Area; and WHEREAS, on PC89-2 ,1989, the Planning Commission of the City of San Bernardino approved a Preliminary Plan and designated boundaries for a proposed redevelopment project area ("Project Area") for the proposed Mt. Vernon Corridor Redevelopment Plan Project (the "Project"); and WHEREAS, the staff of the Commission has caused to be prepared a draft redevelopment plan (the "Redevelopment Plan") for the Project Area; and WHEREAS, Notice of Preparation of Environmental Impact Report has been sent to all affected entities and taxing agencies and to the State Clearinghouse; and WHEREAS, the Community Development Commission of the City of San Bernardino (the "Community Development Commission") has prepared or caused to be prepared the Draft EIR in accordance with the California Environmental Quality Act (CEQA) and the State Guidelines for Implementation of the California Environmental Quality Act. NOW, THEREFORE, the Community Redevelopment Commission of the City of San Bernardino does hereby resolve as follows: SECTION 1. The Community Development Commission receives the Proposed Redevelopment Plan (Attachment 1) and authorizes the Chairman to transmit said Proposed Redevelopment Plan forthwith to the Planning Commission of the City of San Bernardino. (d) A description of the specific project or projects then proposed by the Conunission in the project area in sufficient detail and specificity to permit the fiscal review conunittee, if one is created, to review the potential impacts of the proposed project; (e) A description of how the project or projects to be pursued by the Conunission in the project area will improve or alleviate the conditions described in subdivision (b); and WHEREAS, the Conunission has reviewed the report incorporated herein and attached hereto as Exhibit A (the "Report"), which Report fulfills the requirements of such Section 33344.5; and WHEREAS, the time period for the preparation of the report to be prepared by the County of San Bernardino pursuant to Section 33328 of the California Health and Safety Code has passed, and the Report (Exhibit A) is timely; NOW, THEREFORE, the Conununity Development Conunission of the City of San Bernardino does hereby resolve as follows: SECTION 1. The Conunission finds and determines that the Report fulfills the requirements of Section 33344.5 of the California Health and Safety Code and approves and designates such Report as the Preliminary Report; SECTION 2. The Chairman of the Conunission is hereby authorized and directed to deliver to each affected taxing entity, as defined in Section 33353.2 of the California Health and Safety Code, a copy of the Report (Exhibit A). SECTION 3. The Secretary will certify to the adoption of this resolution.
