RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION
OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING A
TEMPORARY EMPLOYMENT ARRANGEMENT WITH LISA SANFORD
TO PROVIDE PROFESSIONAL PLANNING, HOUSING AND ECONOMIC
DEVELOPMENT SERVICES ON BEHALF OF THE REDEVELOPMENT
AGENCY OF THE CITY OF SAN BERNARDINO
WHEREAS, a need has arisen for the addition of professional-level staff to assist with

planning and economic development tasks for the Redevelopment Agency of the City of San

Bernardino ("Agency"); and
WHEREAS, the skills, education, and previous work experience of Lisa Sanford qualifies
10
her to provide such professional-level services; and

WHEREAS, the Community Development Commission of the City of San Bernardino
("Commission") desires to authorize the establishment of a temporary full time position, without
benefits, entitled "Planner [" to provide planning and economic development services to the Agency
14
15 in the furtherance of the Agency's economic development initiatives, goals and objectives.
16 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE
17 CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS
18 FOLLOWS:

Section 1.
The Commission hereby approves and authorizes the establishment of the
20 temporary full time staff position of "Planner I" from the date of this Resolution through and
21 including June 30, 2010, in accordance with the Job Description attached to this Resolution as
22 Exhibit "A" to be added to the Personnel Policies and Administrative Procedures of the Agency as
23 Exhibits "C-] 15 through C-IIS". Agency Staff is further authorized and directed to add the
24 position of "Planner II" to the current Agency Organizational Chart as included within the Agency
25 Personnel Policies and Administrative Procedures within the division noted therein as the
26 "Redevelopment/Economic/Housing & Community Development"

Section 2.
This Resolution shall take effect from and after its date of adoption by this
28 Commission.

Economic Development Agency
Planner I / Planner II
SUMMARY JOB DESCRIPTION:
Under general supervision and direction, assists Management and senior staff by performing a
variety of responsible, professional planning activities involving planning, housing, economic
development, redevelopment and special projects; projects and activities either City wide or
within redevelopment project areas as required; and performs related work as assigned.
DISTINGUISHING CHARACTERISTICS
Planner I - This class is distinguished from the Planner II by the performance of the more
routine professional tasks and duties assigned to positions within this series. Employees at this
level are not expected to perform with the same independence of direction and judgment on
matters related to established procedures and guidelines as are positions allocated to the Planner
II level. Since this class is typically used as a training class, employees may have only limited or
no directly related work experience. The Planner I works under immediate supervision, within a
work unit or project team, while leamingjob tasks.
Planner II - This class is distinguished from the Planner I by the assignment of the full range of
professional duties assigned. The Planner II receives occasional instruction or assistance as new
or unusual situations arise and they are fully aware of the operating procedures and policies
within the work unit or project team.
REPRESENTATIVE DUTIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed
duties and/or may be required to perform additional or different duties from those set forth below to
address business needs and changing business practices.
I. Administration, implementation and monitoring of programs related to housing, CDBG and
HUD
2. Gather and analyze data, participate in special studies and analyses, and prepare factual data,
prepare and submit comprehensive reports on various aspects of housing programs and
development projects
3. Coordinate with other City and Agency departments the review and processing of specific
housing programs and development projects; provide assistance and facilitation whenever
necessary to expedite housing programs and project development.

4. Planning, developing, organizing and managing of development programs, projects, and
activities related to redevelopment project areas and areas of interest, involving the following
aspects: project planning, land use planning and analysis; liaison with the community and
coordination of activities
5. Make public presentations as directed to community groups, development associations and
other major assemblages regarding housing programs, development process or a specific
project area activity if needed
6. Interpret project compliance with City plans, ordinances, and codes.
7. Attend and participate in professional group meetings; maintain awareness of new trends and
developments in the field of municipal planning; incorporate new developments as appropriate into
programs.
8. Perform related tasks and duties as assigned
GENERAL QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be
learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
. Principles, methods, and procedures of City planning, economic development and
redevelopment.
. State and local laws, codes and ordinances related to planning, zoning and environmental
analysis.
. The relationship and responsibilities of Federal, State, regional and local government
agencIes.
. Research and investigation procedures.
. Graphic presentations.
. Statistical and research methods as applied to the collection, analysis and presentation of
planning data.
. Office procedures, methods, and equipment including computers and applicable software
applications such as word processing, spreadsheets, and databases.
Ability to:
. Perform technical research and give reliable advice on planning issues.
. Demonstrate tact and diplomacy with the public.
. Prepare reports and graphic presentations.
. Interpret and explain statistical analysis applied to land use, housing, planning, economic
development, transportation and redevelopment.
. Interpret and explain laws underlying general plans, zoning and land divisions.
. Prepare and interpret maps, plans, charts and tables.
. Learn applicable housing, redevelopment, environmental laws and regulations.
. Analyze and compile technical and statistical information and prepare reports.

. Operate office equipment including computers and supporting word processing, spreadsheet,
and database applications.
. Provide excellent customer service to all members of the public as well as City and other
public agency personnel.

Education and Experience Guidelines
. Planner 1
Educationrrraining:
A Bachelor's degree from an accredited college or university with major course work in
urban planning, public administration, geography, architecture, or a related field
Experience:
One-to-two years of experience equivalent to that of a Planning Technician
License or Certificate:
Possession of an appropriate valid driver's license
. Planner II
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in
urban planning, public administration, geography, architecture, or a related field
Experience:
Two-to-three years of responsible professional municipal planning experience equivalent to
that of a Planner I
License or Certificate:
Possession of an appropriate valid State of California, Class "c" driver's license
PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard office setting with some outdoor
exposure and travel from office site to project site; exposure to all types of
weather and temperature conditions; work scheduled and attend occasional
evening meetings.

Vision:
Primary functions require sufficient physical ability aud mobility to work in au
office setting; to staud or sit for prolonged periods of time; to occasionally stoop,
bend, kneel, crouch, reach, aud twist; to lift, carry, push, audlor pull light to
moderate amounts of weight (up to 20 lbs.); to operate a vehicle to travel from
office site to project site; to operate office equipment requiring repetitive haud
movement aud fine coordination including use of a computer keyboard; aud to
verbally communicate to exchauge information.
