CDC/2009-22 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING A TEMPORARY EMPLOYMENT ARRANGEMENT WITH MONIQUE FELL TO PROVIDE ECONOMIC DEVELOPMENT SERVICES ON BEHALF OF THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO WHEREAS, a need has ansen for the addition of staff to assist with the economIc 7 development tasks of the San Bernardino Valley Enterprise Zone and the community and business 9 8 outreach associated with the EDA W Downtown Core Project; and 10 her to provide such economic development services; and WHEREAS, the skills, education, and previous work experience of Monique Fell qualifies 11 WHEREAS, the Community Development Commission of the City of San Bernardino 12 ("Commission") desires to authorize the establishment of a temporary full time without benefits \3 employment position entitled "Economic Development Assistant" to provide economic 14 development staffing services to the Redevelopment Agency of the City of San Bernardino 15 ("Agency") in the furtherance of Agency's economic development goals. 16 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION OF THE 17 I I CITY OF SAN BERNARDINO DOES HEREBY RESOLVE, DETERMINE AND ORDER, AS 18 FOLLOWS: 19 Section 1. The Commission hereby approves and authorizes the establishment of the 20 temporary staff position of "Economic Development Assistant" from the date of this Resolution 21 through and including June 30, 2010, in accordance with the Job Description attached to this 22 Resolution as Exhibit "A" to be added to the Personnel Policies and Administrative Procedures 01'1 23 the Agency as Exhibits "C- 70" and "C- 7 I." Agency Staff is further authorized and directed to add 24 the position of "Economic Development Assistant" to the current Agency Organizational Chart as 25 included within the Agency Personnel Policies and Administrative Procedures within the Division 26 noted therein as the "Redevelopment/Economic/Housing & Community Developmen\." 27 28 Section 2. This Resolution shall take effect from and after its date of adoption by this Commjssion. REPRESENTATIVE DUTIES: Duties may include, but are not limited to, the following: 1. Provides specialized economic development administrative support to designated committees such as the San Bernardino V alley Enterprise Zone (SBVEZ); prepares, related reports and agendas. 2. Coordinates the planning, organizing and implementation of economic development events, workshops, conferences, community outreach efforts for Agency economic development programs such as the SBVEZ and Downtown Visioning; obtains quotes for various economic development appurtenances and prepares recommendations. 3. Assists in the concept and design of Agency and SBVEZ economic development collateral materials including brochures, advertisements, and booth design; prepares PowerPoint presentations in support of Agency economic development and other programs. 4. Assists with conducting windshield surveys to obtain information on conditions of developments or properties in existing or proposed redevelopment project areas for reports and in support of grant programs. 5. Provides administrative support to designated managers or other assigned staff; researches, drafts and/or completes reports, correspondence, contracts, memoranda, forms, schedules, specifications, logs, agreements, presentations, and other specialized documents from drafts, notes, dictation, transcriptions or brief oral instructions, using word processing and other standard business softvvare. 6. Utilizes specialized softvvare and database programs as required by Agency functions to access, update, track and maintain a variety of specialized records and information; reviews, compiles, tracks and checks data and information from a variety of sources, identifies discrepancies and either resolves or provides proper notification; designs, develops and maintains spreadsheets requiring data interpretation and manipulation in support of Agency programs including the SBVEZ. 7. Other duties as assigned such as assistance with site selection and tracking State legislation. MINIMUM EXPERIENCE AND OUALIFICATIONS: Graduation from high school or GED equivalent. Two (2) years of economic development experience in a government agency. College coursework in analytical writing, report presentations, and cultural diversity is highly desirable. Communicate clearly and effectively, both orally and in writing; . Compose correspondence and prepare documents from brief instructions; . Establish and maintain highly effective working relationships with Agency/City management, staff, vendors, external agencies, City residents/customers, the public and others encountered in the course of work; Gather, organize and analyze information and arrive at sound conclusions; Interpret rules and regulations; Interpret, apply, explain and reach sound decisions in accordance with regulations, policies and procedures; Maintain confidential information; . Make routine calculations and tabulations and review accounting and financial documents in a timely, accurate manner; . Organize, set priorities, take initiative and exercise sound independent judgment within areas of responsibility; . Plan, manage, and organize workload; . Prepare clear, accurate and concise records and reports; . Understand and follow written and oral instructions; Use a high degree of tact, diplomacy and discretion in dealing with sensitive situations and concerned individuals.
