Financial Impact:
The S.A.F.E.R. grant covers 100% of wages and benefits for grant covered positions. The City
will be responsible for paying the cost of backfill when the employees filling these positions use
leave time. The total estimated amount needed to fund al] twelve (12) firefighter positions for the
two-year period, including both the City's overtime obligation and the Department of Homeland
Security's grant contribution is detailed below:

Background:
The Fire Department is requesting authorization to submit an on-line grant application to the
Department of Homeland Security. The Department of Homeland Security has announced the
availability of grant funding for Fiscal Year 2011 Staffing for Adequate Fire and Emergency
Response (S.A.F.E.RJ Grant Program. The on-line application period opened on January 30,
2012, and is scheduled to close on Februazy 24, 2012. The Department has made an effort to
bring the application before committee and council before they aze due, but because of the
extensive work necessary and the time frame, the completed application will not be available
prior to the Council meeting. A draft of the application is attached.

S.A.F.E.R. grants provide financial assistance to help fire departments increase their number of
firefighters, to rehire firefighters that have been laid off, or to preserve existing positions
threatened by budget reductions. The goal is to assist fire departments with staffing and
deployment capabilities so that they may effectively respond to fires and fire related
emergencies. This will be the fifth year the Fire Department has applied for the highly
competitive S.A.F.E.R. grant. The City was awazded the 2009 S.A.F.E.R. grant which is funding
12 firefighter positions from August 19, 2010, through August 19, 2012.
On February 14, 2012, the Fire Department attended the Grants Ad Hoc Committee to discuss
the grant submittal of the FY 2011 S.A.F.E.R. grant. The Grants Committee recommended that
the grant be submitted to the Mayor and Common Council for approval of the submittal of the
on-line grant application to retain twelve (12) firefighter positions that are currently funded
through August 19, 2012.
The S.A.F.E.R, grant requires that all positions retained through the grant remain employed by
the grantee for the entire two-year term of the grant or be in default of the grant agreement.
Furthermore, the grant requires grantees to maintain their current emergency staffing levels as
declared at the time of application throughout the two-yeaz performance period. The
performance period for the grant will start when the grant is awarded and will end two yeazs after
the performance period begins. Notification of the grant awards will occur From May 1, 2012, to
September 30, 2012.
1f the Fire Department is awarded this grant, a staff report requesting a budget amendment to
appropriate the required funds will be presented to the Mayor and Common Council for
approval. The Fire Department's contribution, which is $444,180.83, will need to be funded by
the General Fund in Fiscal Year 2012/2013, if awarded.

approximately 2.7 million dollare. This grant will exprie in August of 2012. This grent(SAFER 2011 ~/ill continue
the funding for these postions after August, without the grant we will likely have to eliminate the 12 firefighter
postions. We will expend just over $500,000 of SAFER 2009 grant money, this Federal fiscal year to fund thees

poanton An individual having the legal authority and responsibility to engage in fire suppression;
being employed by a fire department of a munidpality, county, or fire district; being
engaged in the prevention, control, and extinguishing of fires; and/or responding to
emergency situations in which 1'rfe, property, or the environment is at risk. This
individual must be trained in fire suppression, but may also be trained in emergency
medical care, hazardous materials awareness, rescue techniques, and any other
related duties provided by fha fire department.
Full-time Pald Fuli-time positions are those that era funded far at least 2,080 hours per year (i.e., 40
Firefiahfer Position hours per week, 52 weeks per year.) The progrem office will also consider funding the
sharing of a full-time position with sufficientjustification. Ajob-share position is afull-
time position that is occupied by more than one person. Positions funded via SAFER
maybe shared, but DHS limits the number of individuals to no more than four (4) per
position.

Hiring or Rehiring of Firefighters:
There is a four-year period of performance for grants awarded under both the hiring of new firefighters and the
rehiring of laidofF firefighters activifies. There is an additional requirement that all grants awarded under the
hiring category are required to retain the SAFER-funded firefighters for one full year after the end of the period of
performance with 100 percent local funding.
Should the actual salary and benefits costs requested far reimbursement exceed awarded Federal funds, the
grantee would be obligated to pay 700 percent of those costs.

Element #1 -Project Description (30°h): This statement should describe why the applicant needs the grant
funds, i.e., how the requested firefighters will be used within the department and a description of the specific
benefit these firefighters will provide for the fire department and community. If the applicant is requesting Wnding
under the rehiring of firefighters activity, the narrative should provide details as to when and why the vacencies
occurred and how the vacancies have affected the service to the community. Applications must also discuss how
the grant would enhance the department's ability to protect critical infrasWcture.
We were awarded a 2009 SAFER grant which allowed us to retain 12 firefighters. We are applying for the 2011
SAFER grant to retain these positions. The twelve (12) firefighters retained through this grant will maintain
staffing levels on two (2) first response fire appareWs with four personnel. QuB;toprevious firefighter staffing cuts
in 2009 our department currently has only 2 of 14 responding fire apparatus spirt`edwith four personnel.
Maintaining the current four person staffing on these two units is cdtlcal~to all4w,us.tp conduct initial and
sustained attack capabilities on fire responses, and help maintain e{ficiency on ~MS'c@Ils for service. With just
over t0°~ of our responding fire units meeting the NFPA 1710 recommendation of 4'-person=staffing, It is critical
that we retain these firefighter positions through the SAFER grant.
'Element #2 Impact on Daily Operations (30%) This statement should explaintipw the community and current
firefighters are at risk wdhout the requested firefighters, and to what extent that tlsk will be reduced 'rf the
applicant is awarded. What impact will the newly funded positions have~pn NFPA and/or OSHA compliance?
San Bernardino City's economic hardships led to the reduction of 32 FI~e Department postions since 2009,
which included 18 Firefighter postions,1 Chief officercand 1 Training Captain.

The elimination of eighteen firefighter positions has resulted in six fewer engine companies staffed at appropriate
levels as ident~ed by NFPA 1710, fewer-personnel on these engine and truck companies equates to delays in
attacking structure fires, resulting in inueasetl'tlollartoss rates and the potential for increased mortality rates due
to fire. Furthermore, the City of San Bemardintl is located ~in one of the most active wildlantl/interface woes in
the country, with a history of deva9tating wildlantl fires that have burned hundreds of homes. By maintaining our
staffing through this Brent, the fir~;depertment's,~ablfity to launch effective, easy attacks on these fires will reduce
the chances that they will grow beyond our capatlllty to control.
Due to a lack of an economic recovery in our region and several other budgetary Issues our City is currently
faced with a several million dollar def cif dudng the current and subsequent fiscal year. Our 2009 SAFER grant is
due to expire this year and the City is not In a position to replace the grant funds, which could jeopardize our
ability to retain the 12 firefighter positions.
If we fail to obtain this SAFER grant (2011) there is a strong possibility that our department would have to
eliminate these 12 positions, thereby losing one entire responding engine company and the reduction of one of
other responding company to be reduced to 3 parson. The loss of the positions would represent a 19% cut in
emergency personnel from our Departrnent since January 2009. The loss of a responding unit could cause our
response times, In certain parts of our City, to be to be as long as 15 minutes, which is well over the NFPA 1710
recommendation of 4 minutes far the first unit.
In addition to the staffing cuts our Fire Department has had to implement over the last three years, cities and
surrounding fire agencies have also suffer staffing cuts. (City of Colton, City of Rialto, County of San Bernardino,
United States Forest Service, State of California CALFIRE) This has affected both our the ability to receive and
mutual aid. We have seen a recent trend of increased requests to provide emergency units for both fire and EMS
responses in adjoining jurisdictions; this has had an effect on our ability to provide service to our citizens and to
provide mutual aid when requested: In some instances we have had to limit units we can provide to other
Jurisdictions and on certain occasions deny requests. A further loss of responding emergency personnel would
further erode our ability to provide mutual~aid services.

'Element #3 -Financial Need (30%): This statement should explain the applicant's organizational budget and its
inability to address the need without federal assistance, InGuding other actions the applicant has taken to meet
their staffing needs.
As a result of significant economic downturn, the City of San Bemardino has faced budget shortfalls in the
millions of dollars over the last four years. The City has projected a general fund budget deficit for 2012-2013
fiscal year of over $11,000,000.
Perpetuating this problem is a continued trend of tax revenue generating, local business shutting down, and a
local unemployment rate of 12°k. Arxording to U.S. Census figures 34 % of the city's residents live below the
poverty level, ranking R first in the state among those with a population of 200,000 or more and second nationally
behind Detroit.
To maintain operations, employees of the City of San Bernardino have had to make pay and benefit c
°-
concessions, these concessions are due to expire in June of this year and if they are not renewed the City will c10,
~
face a further budget shortfall. The City government has been forced to eliminate or hold vacant over 300 a
positions city-wide since 2009, twenty of these have been fire department @inefg@ncy personnel (12% reduction) 4
The police department has faced similar cuts, they have had to eliminate 5TSwom police officer positions. These ~
actions, although necessary, have decreased the margin of safety thaY;a well•''staffed fire department can provide a
to the community. Without Federal assistance in correcting these fire departmentrtaifing deficiencies, this w
margin will widen, increasing the risks to the community members an'd the frefightehS whoserve them.
The grent requires that if funding is requested to retain Firefighters that arBfaping layoff, the grantee provide $
proof of layoff notices. Due to our Civil Service rules and uncertain-timefrereYes we are not able to issue layoff
notices to the affected employees as of the Dosing date of the application. In Ileubf, we are attaching a larier
from our City Manager stating the severity of our City's findricial si~atidn and the lack of continued SAFER grant
funding would place these firefighter positions in jeopardy ; , ~

Our Clty has suffered greatly dhfing the currant recression~ and is showing little sign of recovering. The City has
projected a defied of approximetsly $11,OOO,OOn fqr our upcoming fiscal year. In addition to the projected deficit
the City's reserve fund is now under $1,000,000; the nationally recognized standard for a City our size is
approximately $23,000 000. Th$Gity also faces a;potenfial exposure to aver $10,000,000 in projected liability
claims over the next fiscal year. Adtlitjonally the'State of Cal'rfornia has recently eliminated local Redevelopment
Agencies, and has diverted this mon@y to the State govemment; this is expected to create a loss to the City of
approximately $5,000,000. Over the lash3=years we have eliminated over 300 positions City wide, implemented
employee pay concessions, deferred facility maintenance, decreased City services, all in an effort to maintain
basic services. It becomes very obvious that our City is in critlcal neetl of the 2011 SAFER grant to maintain our
emergency staffing levels and attempt to meet NFPA 1710 standards. The loss of continued SAFER funding
would greatly jeopardize our ability to retain our current 12 firefighter positions funded under the 2009 SAFER
grant, as we cannot replace this funding from any other sources. We are requesting approximately $3,000,000
for the two year period covered by the grant, so that we maintain our current minimum staffing levels, without this
funding we face the ellmina0on of a responding engine company as well as reduced staffing of another unit.
'Element #5 - Pertonnance (Additional Consideration): Applicants should explain whether they have a proven
track record for timely project completion and satisfactory performance in other AFG, FP&S, end SAFER awards.
Our Fire Department has been awarded numerous FEMA grants since 2002 and we have consistently met all the
requirements set forth within each of the grants.

Federal, State, or local health, law enforcement or other appropriate
agency.
