Financial Impact: There is no impact to the General Fund. Funding in the amount of $189,000 for the proposed purchases will be derived from the FY 2011-12 Evidence Impound Account (#772-212-2326). The Evidence Impound Account is used to collect funds that are recovered by the Police Department resulting from a variety of arrests. These Funds are held for two years and if not claimed, the funds are eligible to be recorded as revenue to the General Fund. Account Budgeted Amount: $0 Account No.001-210-0078-5704 Account Description: Police Patrol Program, Other Capital Equipment Balance as of: 2/8/2012 $0 Balance after approval of this item: $189,000 Please note this balance does not indicate available funding. It does not include non-encumbered reoccurring expenses or expenses incurred, but not yet processed. Motion: Adopt Resolution; and authorize the Director of Finance to amend the FY 2011- 12 Police budget as follows: transfer $189,000 from the Evidence Impound Account No. 772-212-2326 to the Police Miscellaneous Receipts Account No. 001-210-0000*4740 and increase the Police Patrol Capital Outlay Account No. 001-210-0078-5704 by $189,000. Backerouud: The police department often comes into possession of cash with no identifiable owner and/or cash, which was impounded under suspicious circumstances and ultimately abandoned. Historically, after two or more yeazs, the Department proposes the conversion of the unclaimed funds to the police department budget for use on critical un-budgeted purchases. For the last several years, the City has experienced an increase in the number of police liability cases with unfavorable judgments and/or settlements. Several strategies have been identified to reduce the City's liability in these types of cases. The strategies involve: • Purchase of software to revise all Department policies and develop daily computer based training lessons to reinforce the new policies. • Purchase of a computer based system to modernize use of force reports, citizen complaints, and internal investigations. • Fund the services of a legal consultant to be retained by the City Attorney's Office to identify and recommend areas to reduce liability and to consult in civil rights litigation. • Renew investment in relevant training for all employees in use of force, supervision, management development, and customer service. • Purchase of a computer based firearms simulation training unit to provide realistic scenario based training to increase decision-making effectiveness.
