Background: Updated: 2/15/2012 by Linda Sutherland F =~~Lt~te~` 8~•'~% ,ass _S.H... 1367 The City of San Bemardino has been providing animal control field and housing services to the Cities of Fontana and Loma Linda and animal housing services to the City of Colton for over ten years. Colton and Fontana only require housing services because they have their own services department while Loma Linda requires housing and field services. Over that time, contracts for services with Fontana, Loma Linda, and Colton have been based on the cost of delivering service. The rates at which the City of San Bemardino chazge each city have remained constant since 2009, and the proposed contracts reflect a change in the costs of service delivery since that time. To ensure the City continues to recover the actual costs of providing service, each contract contains an escalation clause based on Consumer Price Index (CPI) changes. In addition to the Cities of Fontana, Loma Linda, and Colton, the City also provides animal control service to the City of Grand Terrace. The agreement with Grand Terrace does not expire until June 30, 2012.
