RELATING TO CONSULTING SERVICES FOR SAID CITY. RESOLUTION NO. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute on behalf of said City an amendment to the Agreement with Planalysis, Inc., relating to consulting services for said City, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. WIT N E SSE T H: WHEREAS, Consultant and City entered into an agreement on September 3, 1975 relating to consulting services; and WHEREAS, Consultant and City desire to amend said agreement to delete certain tasks relating to Management Information System Support and substitute tasks that assist the City in development of a Program Performance Budget Supplement to the City's proposed 1976-77 fiscal budget. NOW, THEREFORE, IT IS MUTUALLY AGREED between the parties hereto as follows: 1. Section 2, Scope of Services, Task 2 is hereby amended to read as follows: "Task 2: Mana'ilement Information SYstem Support The Consultant shall assist the City in developing a systematized management information system by establishing pro- cedures for and attending sessions, as deemed appropriate by the City, of a Data Processing Steering Committee; by preparing technical memoranda for evaluating the costs and benefits of priority data processing packages, as proposed by the City; by assisting the City in documenting priorities for new MIS applications." 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 2S 26 27 28 2. Section 2, Scope of Services, is hereby amended by adding thereto Task 4 and Task 5 to read as follows: "Task 4: Operating Budget Performance Evaluation Support The Consultant shall develop procedures for and assist the City in preparing a budget performance evaluation of all major services in the City. This shall include staff training on per- formance evaluation, assistance in the preparation of proposed measures of departmental performance, meetings with department heads and staff and the preparation of guidelines on objectives and analysis of performance. Task 5: Communitv DeveloPlllent Block Grant Pr9<fram Per- formance Evaluation The consultant shall assist the director of Community Development and staff in the definition and analysis of measures of performance for block. grant projects. This will include definition of indicators, preparation of guidelines for data collection and analysis, development of formats for cost and performance summaries, and assistance in estimating cost impact of projects." 3,. ...Section 5, Compensation, is hereby amended to read as follows: "5. Compensation. The City agrees to pay the Consultant the total sum of $42,000 for said services rendered and said sum shall be deemed to include reimbursement for any and all expenses and costs incurred by the Consultant in performing its tasks and services hereunder." 4. Section 6, Method of Payment, is hereby amended to read as follows: -2- 1 2 3 4 "6. Method of Payment. For Tasks 1 through 4, compensatio for services rendered hereunder shall be made in ten equal payment of $3,459.50 and an eleventh payment of $3,455.00, provided that the Consultant shall submit a detailed progress report each month 5 6 7 8 9 along with a monthly statement or invoice in the form and manner , approved by the City Administrator of the City. For Task 5, Ii compensation for services rendered shall be made in one payment I lof $4,000 provided that the Consultant shall submit a progress I report and invoice to the Director of Community Development. B Title -3- -' . . AMENDMENT TO AGREEMENT OF SEPTEMBER 3, 1975 BETWEEN PLANALYSIS, INC. AND THE CITY OF SAN BERNARDINO, CALIFORNIA REGARDING CONSULTING SERVICES FOR THE COMMUNITY PLANNING AND MANAGEMENT (CPM) PROGRAM OF SAID CITY Proposed Action: Approval of a resolution of the Mayor and Common Council authorizing the execution of an amendment to the Agreement with Planalysis, Inc. dated September 3, 1975 so as to delete certain tasks relating to Management Information System Support and substitute tasks that assist the City in development of a Program Performance Budget Supplement to the City's proposed 1976-77 fiscal budget. Furthermore, to request that Planalysis assist in applying the same budgeting approach to projects in the City's Community Development Block Grant Program, at an additional cost of $4,000, said amount to be paid for out of Federal Block Grant funds. Background Information: During 1975 Planalysis designed, developed and tested a unique budgeting approach in Lakewood, Colorado that provided the Council and Mayor with a much better understanding of departmental performance and productivity as a background to specific budget decisions. Upon review of this approach, the Mayor and City Administrator have decided to transfer this approach to San Bernardino in the form of a supplemental document to be submitted to the Council with the proposed budget. The Department of Housing and Urban Development has agreed to modify this year's CPM Program so that Planalysis may assist the City in preparing the supplement. Furthermore, the Director of Community Development has been requested to use the same approach so that Block Grant projects may be evaluated under the same terms as regular City operations. The modification of the CPM Program to assist in developing the supplement for the operating budget entails no additional cost but the costs for application to the Block Grant will call for an addition of $4,000 to be paid entirely from Federal funds. c , , EXHIBIT A AMENDMENT TO AGREEMENT Section 2: ScopeOfServices 1. To delete under Task 2: Management Information System Support, the following: "by recommending detailed data content, formats and storage media for priority new MIS components, as recommended by the City; and by assisting the City in developing implementation strategies for proposed new components, including estimated system costs and recommended scheduling." 2. To add: Task 4: . Operating.Budget.PetfOrmanee Evaluation Support. The Consultant shall develop procedures for and assist the City in preparing a budget performance evaluation of all major services in the City.
