RESOLUTION NO. . /,5?,;7.9t A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO INDICATING THEIR SUPPORT AND URGING THE PROMPT ENACTMENT INTO LAW OF HR9801. WITNESSETH: WHEREAS, the ever increasing tendency of Federal agencies to issue rules and regulations that are contrary to law and inconsistent with con- gressiona1 intent has been noted with great concern by the Mayor and Common Council of the City of San Bernardino; and, WHEREAS, Federal administrators are usurpipg the authority of local elected officials in the decision making process and requiring an ever in- creasing amount of red tape, through the administrative process of issuing rules and regulations in the implementation of Federal legislation; and, WHEREAS, Bill HR 9801 will establish a method whereby Congress (acting in accordance with specified procedures) may prevent the adoption by the executive branch of the Federal Government of rules or regulations which are contrary to law or inconsistent with congressional intent, or which go beyond the mandate of the legislation which they are designed to implement. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 1. That the Mayor and Common Council of the City of San Bernardino hereby indicate their support of HR 9801 and strongly urge that it be promptly enacted into law. 2. That the City Clerk be directed to transmit copies of this resolution to Senators Cranston and Tunney; Representatives Brown and Pettis; congressman Peter W. Rodino, Jr., Chairman of the House Judiciary Committee; Congressman Ray J.
