RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE SAL
OF APPROXIMATELY EIGHT ACRES OF REAL PROPERTY LOCATED IN THE
SOUTHEAST INDUSTRIAL PARK PROJECT AREA TO MONOCRETE PTY. LIMITED,
dba MONIER COMPANY, BY THE REDEVELOPMENT AGENCY OF THE CITY
OF SAN BERNARDINO (HEALTH & SAFETY CODE SECTION 33433).
WHEREAS, the Redevelopment Agency of the City of San
Bernardino is the owner of a certain parcel of real property
situated in the Southeast Industrial Park Redevelopment Project
Area and more particularly described in Exhibit "A" attached here
to and incorporated by reference herein as fully as though set
forth at length, and
WHEREAS; said real property was purchased on December 30,
1977 at a total cost of six~y-three thousand six hundred and
forty-seven dollars ($63,647.00), the fair market value of the
aforesaid property for the highest and best use consistent with
the redevelopment plan, and
WHEREAS, the Redevelopment Agency of the City of San
Bernardino proposes to sell said parcel of real property to
Monocrete Pty. Limited, dba Monier Company, a corporation,
for the sum of forty thousand dollars ($40,000.00), and
WHEREAS, said selling price is less than the estimated
fair market value of the real property being sold, and
WHEREAS, said forty thousand dollar ($40,000.00) selling
price is necessary to effectuate the purposes of the Redevelopmen
Plan, and
WHEREAS, Monocrete Pty. Limited, dba Monier Company,
a corporation, has proposed a development for said real property
as a manufacturing plant for tile products, and
WHEREAS, Monocrete Pty. Limited, dba Monier Company,

will develop a manufacturing plant for tile products upon the
real property with a development cost of at least three million
3 two hundred thousand dollars ($3,200,000.00). Said plant will be
4 approximately 40,000 square feet, and it is anticipated that it
5 will ultimately provide employment for two hundred persons; and
6 WHEREAS, notice of the time and place of hearing has been
7 given as required by law; and
8 WHEREAS, the Redevelopment Agency has made available for
9 public inspection and copying all of the information required by
10 law; and
11 WHEREAS, all hearings have been held as required by Health
12 & Safety Code Section 33433,
13 NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY
14 OF SAN BERNARDINO do hereby find and declare that the sale is for

15 I less than estimated fair market value of the parcel of real prop-
16 erty being sold determined at the highest use permitted under the
17 Southeast Industrial Park Redevelopment Project Area Redevelop-
18 ment Plan and that such lesser consideration is necessary to
19 effectuate the purposes of said plan for the following reasons:

1. Article V, Subsection B of the Redevelopment Plan pro-
21 vides and allows industrial uses, including, without limitation,
22 industrial and industrial park developments which will include
23 manufacturing, fabrication, production and assembly, wholesale
24 and resale distribution uses, technical service businesses, re-
25 search and development and other related compatible uses.

2. The real property involved has been owned by the
27 Agency since December 30, 1977, has been available for sale with-
28 out any offers therefor being made, and the Agency has been un-

1 able to sell said property for development since that time.

3. There is strong competition from the County of San
3 Bernardino and from other cities in the area to induce and per-
4 suade developers to locate their developments in their areas.
S Should the Redevelopment Agency be unable to sell this property
, for the sale price set forth herein, the developer will undoubted-
7 ly develop its plant elsewhere, the parcel would remain undevelope ,
8 and the Agency would lose tax increment revenue which would be
9 generated by the development of the property.
4. A finder's fee will be payable to a licensed real
11 estate broker in accordance with the policy of the Redevelopment
10
12 Agency of the City of San Bernardino as established by resolution.

5. All of the recitals set forth hereinabove are
14 incorporated herein by reference.

6. Approximately eighty-eight thousand dollars ($88,000.0
16 per year in tax increment revenues will be realized from the pro-
17 posed development, and the Redevelopment Agency will recover the
18 difference between the selling price of the property and its
19 estimated fair market value determined at the highest and best
20 use consistent with the Redevelopment Plan, and will also recover
21 the cost of required off-site improvements required for the
22 development in less than five years.

7. Should the Redevelopment Agency not sell the parcels
of real property as proposed herein, the Redevelopment Plan for
this project area could not be effectuated.

BE IT FURTHER RESOLVED that the Mayor and Common Council

of the City of San Bernardino hereby approve the sale of the said
parcels of real property upon the terms, conditions, and for the

reasons herein set forth.

I HEREBY CERTIFY that the foregoing resolution was duly

adopted by the Mayor and Common Council of the City of San
