A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERN-
ARDINO REQUESTING THE CALIFORNIA DEPARTMENT OF TRANSPORTATION TO UNDERTAKE
THE NECESSARY ACTION TO SECURE APPROVAL FROM THE CALIFORNIA HIGHWAY
COMMISSION TO CONVERT A PRIVATE ACCESS OPENING TO A PUBLIC ROAD CONNECTION
ON HIGHLAND AVENUE (STATE ROUTE 30/330) AT BOULDER AVENUE.

WHEREAS, Precise Plan No. V-362 was developed by the San Bernardino

County Road Department for Piedmont Drive, between McKinley Avenue to Highland
7
Avenue; and,
8
WHEREAS, said precise plan was adopted by the San Bernardino County
9
Board of Supervisors on February 8, 1966; and,
WHEREAS, a substantial amount of the land adjoining the adopted
alignment of Piedmont Drive was either within the City Limits at the time
Precise Plan No. V-362 was developed, or has been annexed to the City of
San Bernardino subsequent to the development of said plan; and,
WHEREAS, the alignment of Piedmont Drive, from Highland Avenue to
Bradford Avenue (a distance of approximately 3,000 feet), is entirely within
the City of San Bernardino; and,
WHEREAS, the General Plans of both the City and County of San Bern-
ardino have been predicated upon Piedmont Drive being constructed as depicted
on Precise Plan No. V-362; and,
WHEREAS, an extensive amount of development has occurred along
Piedmont Drive, with the full expectation that it will be completed as planned
and,
WHEREAS, traffic problems have been created in this general area by
the developments that have occurred without the street pattern having been
completed; and,
WHEREAS, the completion of Piedmont Drive is necessary to
comply with the General Plans of the City and County of San Bernardino; and
to provide adequate traffic circulation in the general area; and

WHEREAS, there is presently a private access opening to Highland

Avenue at Boulder Avenue; and,
3
WHEREAS, the existing private access opening will have to be converted
4
to a public road connection in order for Piedmont Drive to intersect Highland
5
Avenue in accordance with Precise Plan No. V-362; and,
6
WHEREAS, the conversion of a private access opening to a public road
7
connection requires approval of the California Highway Commission.

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE

CITY OF SAN BERNARDINO that the California Department of Transportation is
hereby requested to undertake the necessary action to secure approval from
the California Highway Commission to convert the existing private access
opening to a public road connection on Highland Avenue (State Route 30/330),
at Boulder Avenue; in accordance with the policy adopted by the California
Highway Commission on October 17, 1973, relating to new public road connec-
tions.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common Council of the City of San Bernardino at a
