RESOLUTION OF THE CITY OF SAN BERNARDINO FIXING AND ESTABLISHING RATES OF TOWING AND STORAGE SERVICES BY TOWING VEHICLES BEING OPERATED IN RESPONSE TO POLICE CALLS; AND REPEALING RESOLUTION NO. 11752. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Pursuant to the provisions of Ordinance No. 1987 of the City of San Bernardino, mileage for the towing of any vehicle being furnished by a towing service in response to police calls shall be computed from the scene of the accident, incident or pick-up where the towing commences to the place where the vehicle is stored. The odometer readings of the towing vehicle at the pick-up point and at the place where the vehicle is stored shall be entered on the invoice of the charges against the towed vehicle. The rates or fares to be charged the public by towing carriers shall not exceed the maximum rates which are hereby fixed as follows: A. Towing Charges. 1. Automobiles, motorcycles and up to and including 3/4 ton vehicles. (a) Straight tow: Recovered vehicles, abandoned vehicles, drunks, etc. No accident involved. $22.50 first three miles; $2.00 per mile thereafter. (b) Collision $24.50 first three miles; $2.00 per mile thereafter. (c) Mountain towing: same charges except the -- I' T ,I: i .1 1 imileage rate is increased to $2.25 per mile after the first three 2 i miles. 3 2. Two axle trucks, 1 ton and up to 2 1/2 ton. Loaded 4 and unloaded. 5 (a) All times: $35.00 first three miles; $2.25 6 per mile thereafter. 7 3. Three or more axle trucks and truck-tractor combin- 8 ations. 9 (a) Charge per hour - $60.00 for tow truck and 10 driver; $9.00 per hour for a helper if required. 11 12 13 4. Mileage charges apply to ONE WAY mileage only. 5. Special Conditions: (a) Towing done in mountainous terrain during 14 periods of inclement weather andlor extreme congestion may be 15 charged at the rate of $24.50 per hour (no mileage charge) or by 16 the rates set above, whichever is greater. 17 18 B. Hourly Rates. 1. Standby time - $15.00 per hour (time begins 30 19 minutes after arrival at the scene). 20 2. Helper - $9.00 per hour (allowed only if helper is 21 needed and can be justified). 22 3. Winching time - $15.00 per hour. (Included in the 23 winching time is the rigging and labor. Examples: If a vehicle 24 is over a bank and has to be winched up to the roadway. If a 25 vehicle is over on its top, sides, etc. and has to be rolled over 26 on its wheels by use of a cable.) 27 (a) Winching time is to be computed in 1/2-hour 28 increments ($7.50 minimum). -2- - -- II I I ![ 1 I I 4. Normal sweeping, covering of oil spots with sand 2 and gravel and general clean-up at the scene is ~ chargeable as 3 labor, but is considered part of the basic charge and is the 4 responsibility of the tow truck operator. 5 6 c. Storage Rates. 1. Automobiles. 8 (a) Outside storage - $3.50 per calendar day. (b) Inside storage - $4.00 per calendar day. 7 9 a. The driver or owner must be advised of 10 the increased charge and must request 11 inside storage or it must be justified as 12 necessary to protect the vehicle when 13 damage is such that exposure to the 14 weather would create an additional loss 15 to the owner. 16 2. Motorcycle storage. 17 18 (a) outside storage - $2.50 per calendar day. (b) Inside storage - $3.00 per calendar day. 19 20 21 3. Trucks, 3/4 ton and up, including camper units. (a) $4.00 per calendar day. 4. Truck with trailer. 22 (a) $7.00 per calendar day. 23 24 5. Trailers, U-Haul type, house trailers, etc. (a) $4.50 per calendar day. 25 26 27 D. Miscellaneous Rates. 1. Disconnecting drive shafts - $6.00. 2. Dolly towing - $15.00 flat rate, $2.00 per mile 28 after three miles, and the vehicle must be incapable of normal -3- - I i i 1 towing. 2 3. Special bars for front wheel drive vehicles - 3 $8.50. 4 4. Commercial rates to be charged to California 5 Highway Patrol towed vehicles. 6 7 8 5. Service calls - $10.00, no mileage. 6. "Cradle" towing - dolly rates prevail. 7. Releasing of vehicles or property after business 9 hours - a charge not to exceed $10.00 may be made for special 10 callout service to release a vehicle on Saturday or Sunday, or 11 during other than normal business hours (8.00 a.m. - 5:00 p.m.) 12 Monday through Friday. 13 SECTION 2.
