RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CIT
OF SAN BERNARDINO OPPOSING THE CLOSURE OF THE CALTRAN
TRANSPORTATION PERMIT OFFICE IN THE CITY OF SAN BERNARDINO.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF
5
THE CITY OF SAN BERNARDINO AS FOLLOWS:

WHEREAS, the California Department of Transportation has the authority to
8
issue special permits for the movement of vehicles/loads exceeding statutory limits in size,
9
weight, and loading of vehicles contained in Division 15 of the California Vehicle Code;
10
WHEREAS, the CalTrans Transportation Permits Branch is responsible for the
11
administration of the Transportation Permit program through the issuance of
12
13
Transportation Permits;
14
WHEREAS, there currently exists Transportation Permit Branches m
15
Sacramento (North) and in San Bernardino (South);
16
WHEREAS, the Mayor and Common Council have been informed that the
17
18
Transportation Permits Branch currently located in the City of San Bernardino produces
19
approximately 65% of the State's oversize and overweight Transportation Permits;
20
WHEREAS, the Mayor and Common Council have been informed the San
21
Bernardino Transportation Permit Branch serves more than 7,000 local walk-in customers.

WHEREAS, the San Bernardino Transportation Permit Branch provides services
23
24
to local trucking companies, permit companies, and pilot car companies, all of which
25
provide jobs to the region, as well as a major economic benefit to the Inland Empire;

WHEREAS, the Department of Transportation has notified the employees of the
5
San Bernardino Transportation Permit Branch that the South and North branches are to be
6
7
consolidated into one office in Sacramento, thereby closing the South Branch in the City of
8
San Bernardino;
9
WHEREAS, the City of San Bernardino's location to the Cajon and San
10
Gorgonio Passes, and at the junctions of the 1-10, 1-215 and SR-2IO freeways, as well as
11
being home to the Burlington Northern and Santa Fe Railway's Intermodal freight
12
13
transport yard, positions the City as an intermodal logistics hub; however, intermodal
14
transportation will be critically impacted if the South Transportation Permit Branch in the
15
City of San Bernardino is closed;
16
WHEREAS, the Department of Transportation's decision to close the South
17
18
Transportation Permit Branch in the City of San Bernardino will severely impact the
19
economy of the City and surrounding regions due to the relocation of local heavy haul
20
trucking companies, pilot car companies and heavy equipment rental companies and its
21
impact on related businesses;
22
WHEREAS, many local permit companies may close or relocate, further injuring
23
24
the fragile local economy; and
25
WHEREAS, the inability for local walk-in customers to get permits m San
26
Bernardino will negatively impact local small trucking companies and local truckers,

further impacting the local and regional economy already devastated by the recession, all
5
to the detriment of the City of San Bernardino and the surrounding region.

NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND
8
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The City of San Bernardino urges the California Department of
10
Transportation, and all state officials interested in the economic welfare of the City of San
11
Bernardino to support the retention of the Transportation Permit Branch (South) currently
12
13
located in the City of San Bernardino. The City also urges State Senators Gloria Negrete
14
McLeod and Robert Dutton and State Assemblypersons Wilmer Amina Carter and Mike
15
Morrell to lend their support and encouragement in retaining this vital transportation
16
service in the City of San Bernardino.

SECTION 2. The City Clerk of the City of San Bernardino is hereby directed to
18
19
forward a copy of this Resolution to State Senators Gloria Negrete McLeod and Robert
20
Dutton and Assemblypersons Wilmer Amina Carter and Mike Morrell, as well as to
21
Malcom Dougherty, Acting Director of CaITrans; Rick Land, Chief Deputy Director of
22
CaITrans; Steve Takigawa, Deputy Director of Operations; Raymond Wolfe, District
23
24
Director; and Robert Copp, Chief, Division of Traffic Operations, California Department
25
of Transportation.
