NOTICE IS HEREBY GIVEN that the City of San Bernardino will
receive bids or oroposals for:
THE INSTALLATION OF TRAFFIC SIGNALS AT THE INTERSECTION
OF: STATE COLLEGE PARKWAY AND KENDALL DRIVE, IN ACCORDANCE
WITH SPECIAL PROVISIONS NO. 4106, ON FILE IN THE OFFICE OF
THE CITY ADMINISTRATOR, ROOM 201, .CITY HALL.
Deliver all bids to the City Administrator's Office, Room 201,
City Hall, 363 North "E" Street, San Bernardino, California,
with the specification title and number clearly marked on the
outsid~ of the envelope. .
Said bids or.proposals will be received up to the hour of
2:00 p.m., Tuesday, April 13, 1971 , at which time all.
of said bids or oroposals will be oubliclv ooened, examined
and declared in the Council Chambers, 392 Court Street, San
Bernardino, California.
No bid will be received unless it is made on a prooosal form
furnished by the City. All bids or proposals shall be sianed,
sealed and accomoanied bv cash, cashier's check, c~rtified check
or bid bond made payable to the City of San Bernardino, in
the amount of ten per cent (10%) of the bid. Such cash,
check or bond shall be given as a guarantee that the bidder
will enter into the contract if awarded to him. In the event
the bidder refuses to execute said contract, the use bv the
public of the improvements will be delayed, and the' public
will suffer great damage. From the nature of the case, .it
would be extremely difficult and impractical to fix said amount
of damage. Therefore, the City and the bidder.aaree that the
above sum of 10% shall be paid to the City uoon the condition
above set forth as liquidated damages and not as a forfeiture.
All bonds furnished pursuant to this notice must be under-
written bv a surety comoany having a rating in .Best's most
recent Insurance Guide of "A" or better.

Pursuant to law, the Mavor and Common Council. of the City.of
San Bernardino, bv Resolution No. 5718 and any and' all
amendments thereto which are hereby referred to and made a
part hereof by reference as fully as though set forth at
length herein, have ascertained and determined the aeneral
prevailina rate of oer diem waaes, and of oerdiem waaes for
legal ~olidays and overtime work for each craft or tvoe of
workman needed in the execution of contracts under jurisdiction
of said Mayor and Common Council.
Said pr~vailing rates of wages shall conform to "Wage Scales
for the Six Basic Trades", filed in the Office of the City
Clerk, and "Sub-Trades Hourly Wage - Rates of Buildina and
Construction Trade Council of San Bernardino and Riverside.

It shall be mandatory upon the contractor to whom the contract
is awarded and'upon any sub-contractor under him, to pav not
less than said specified rates to all laborers, workmen, and
mechanics employed by them in the execution of the contract';
and to prevent discrimination in the employment of persons
because of race, creed, color, or national oriain, as set
forth in the provisions of Resolution No. 7414 of the Mayor
and Co~on Council of the City of San Bernardino.
No bid will be accepted from a contractor who is not
licensed in accordance with the provisions of Chapter 9, ,
Division III of the Business and Professional Code.
The City of San Bernardino reserves the right to reject any
and all bids.
Plans and specifications may be obtained from the City Admin-
istrator's Office, Room 201, City Hall, 363 North "E" Street,
San Bernardino, Caiifornia 92401, upon a non-refunuable payment of
$5.00 for each set.

The undersigned declares that he has carefully examined the location
of the proposed work, that he has examined the plans and Special
Provisions, and read the accompanying instructions to bidders and
hereby proposes to furnish any and all required labor, materials,
transportation and service for the installation of TRAFFIC SIGNALS
AT THE INTERSECTION OF STATE COLLEGE PARKWAY AND KENDALL DRIVE, in
. strict conformity with the Plans and Special Provisions No. 4106,
City of San Bernardino, Department of Engineering, and also in accordance
with the Standard Specifications, dated January 1969 and Standard Plans,
dated July 1969, State of California, Business and Transportation Agency,
Department of Public Works, Division of Highways, and he proposes and
agrees if this proposal is accepted, that he will contract with the
City of San Bernardino, in the form of the copy of the contract annexed

SPECIAL PROVISIONS
SECTION I
DEFINITIONS
The work embodied herein shall be done in accordance with the appropriate
provisions of the specifications entitled "State of California,. Business and
Transportation Agency, Department of Public Works, Division of Highways Standard
Specifications", dated January 1969, and with the appropriate Standard Plans,
State of California, Business and Transportation Agency, Department of Public
Works, Division of Highways, dated July 1969, insofar as the same may apply and
in accordance with the following special provisions.
Whenever in the Standard Specifications the following terms are used,
they shall be understood to mean and refer to the following:
Department of Public Works, or Division of Highways
The City of San Bernardino, Department of Engineering.
Director of Public Works
The City Engineer of the City of San Bernardino.
Engineer
The City Engineer, acting either directly or through
~roperly authorized agents, such agents acting within the
scope of the particular duties entrusted to them.
Laboratory
rhe designated laboratory authorized by the City of
San Bernardino to test materials and work involved in
the,contract.
State
The City of San Bernardino
Other terms appearing in the Standard Specifications, and these Special
Provisions, shall have the intent and meaning specified in Section I, Definition
of Terms of the Stan~ard Specifications.
In case of conflict between the Standard Specifications and these
Special Provisions, the Special Provisions shall take precedence over and be
used in lieu of such conflicting portions.

SECTION II
GENERAL
2.01 Proposal Requirements and Conditions -- Shall comply with Section 2
of the Standard Specifications No. 2271 (Revised Oct. 1966) of the Engineering
Department of the City of San Bernardino..
2.02 Award and Execution of Contract -- Shall comply with Section 3. of the
Standard Specifications No. 2271 (Revised Oct...1966) of the Engineering Department
of the City of San Bernardino.
2.03 Scope of Work -- Shall comply with Section 4 of the Standard Specifi-
cations No. 2271 (Revised Oct. 1966) of the Engineering Department of the City
of San Bernardino.
2.04 Control of the Work -- Shall comply with Section 5 of "the Standard
Specifications No. 2271 (Revised Oct. 1966) of the Engineering Department of the
City of San Bernardino.
2.05 Legal Relations -- Shall. comply with Section.6.of the Standard Specifi-
..cations No. 2271 (Revised Oct. 1966) of the Engineering Department of the City of
San Bernadino.
2.06 Prosecution and Progress -- Shall comply with Section 7 of the Standard
Specifications No. 2271 (Revised Oct. 1966) of the Engineering Department of the
City of San Bernardino, except the liquidated damages under Section 7.06 shall be
changed to $50.00.
2.07 Measurement and Payment -- Shall comply with Section 8 of the Standard
Specifications No. 2271 (Revised Oct. 1966) of the Engineering Department of the
City of San Bernardino.
..2.08 Protection of Underground Facilities -- The sixth paragraph in Sectiori
8-1.10, "Utility and Non-Highway Facilities," of the Standard. Specifications is
superseded by the following:
Attention is directed to the possible existence of underground facilities
.. not known to. the State or in a location different from that which is
indicated on the plans or in the special provisions. The Contractor shall
..take steps to ascertain the exact location of all underground facilities
prior to doing work that may damage such facilities or interfere with their
service. If the Contractor discovers underground facilities not indicated
on the Plans or in the special provisions, he shall immediately give the
.Engineer written notification of the.existence of such facilities. Such
facilities shall be protected from damage as directed.by the Engineer, and
the Contractor will be paid for such work as extra work, as provided in
Section 4-1.03D.
SECTION III
MATERIALS
3.01 All materials required to complete the work under the attached contract
shall be furnished by the contractor.

SECTION IV
. DESCRIPTION OF WORK
4.01 The work to be done consists, in general, of removing existing flashing
beacons and furnishing and installing a traffic signal system; constructing median
opening. curbs and paving.
Minor signs are to be removed, reset and installed and such other items or
details. not mentioned above, that are required by the plans, the Standard Specifi-
cations or these special provisions shall be performed, placed,.aonstructed or
installed.
The work shall. in addition to these specifications, conform to the pro-
visions of the City Ordinance No. 1879 and amendments thereto, particularly with
respect to methods of cutting pavement, backfilling, temporary resurfacing and
street cut permits, except that all such work shall be done to the satisfaction
of the city Engineer.
Furnishing and installing traffic signal systems, construction of median
opening. curbs and paving, shall conform to applicable provisions of Sections
39. 51 and 86 of the Standard Specifications and these Special. Provisions.

SECTION V-I
5.01 Maintaining Traffic -- Attention is directed to Sections 7-1.08,
"Public Convenience." 7-1.09, "Public Safety," and 7-1.095, "Flagging Costs,"
of the Standard Specifications and these special provisions.
Public traffic shall have unrestricted use of the full width of the existing
traffic lanes on Route 206 from 6:30 a.m. to 8:30 a.m. and from 4:00 p.m. to
6:00 p.m.. Mondays through Fridays, and at all times on Saturdays, Sundays, legal
bolidays. and on Friday afternoons and the afternoon of the day preceding a legal
boliday. At other times, when permitted by the Engineer, the Co~tractor may
close one traffic lane on each roadway adjacent to the actual work being performed
between the hours of 8:30 a.m. and 4:00 p.m.
The Contractor's equipment shall enter and leave the highway via existing
crossovers and shall move in the direction of public traffic at all times. All
movements on or across the traveled way shall be performed in a manner that will
not endanger public traffic.
Personal vehicles of the Contractor's employees shall not be parked on the
traveled way' at any time including any section closed to the public traffic.

5.02 Obstructions -- Attention is directed to Sections 8-1.10 and 7-1.11 of

5.03 Existing Highway Facilities -- The work performed in connection with
various existing highway facilities shall conform to the provisions in Section 15.
"Existing'tlighway Facilities," of the Standard Specifications.
5.04 Median Opening Curbs - Construction of Median Opening Curbs shall con-
form to the provisions in Section 73-1.05' of the Standard Specifications and these
Special Provisions.
Median Opening Curbs shall be constructed at locations designated on plans.
Full compensation for all labor and materials, and equipment required for
construction of median opening curbs shall be considered as included in the
unit price bid.

5.05 Asphaltic Concrete -- Asphaltic concrete shall conform to the provisions
in Section 39-7.01 "Miscellaneous Areas", of the Standard.Specifications.
Asphaltic Concrete Surfacing shall be placed in locations designated on
plans.
Fu11 compensation for all labor, materials and equipment .required for asphaltic
concrete surfacing shall be considered as included in the unit price bid.
SECTION V-2 SIGNALS AND LIGHTING
~2.Ol Description -- Furnishing and installing and modifying traffic signal
'and flashing beacon systems and payment therefor shall conform to the provisions
in Section 86, "Signals and Lighting," of the Standard Specifications and these
Special Provisions.
~2.62 Maintaining Existing and Temporary Electrical Systems -- Maintaining
existing and temporary electrical systems shall conform to the provisions in Section
86-1.05. "Maintaining Existing and Temporary. Electrical Systems," of the Standard
Specifications and these special provisions.
Flashing beacon system shutdowns shall be limited to periods betweert the
hours of 8:30 a.m. and 4:30 p.m.
5~2.03 Scheduling of Work -- Scheduling of work shall conform to the pro-
visions in Section 86-1.06, "Scheduling of Work," of the Standard Specifications
. and these special provisions.
Traffic signal systems shall not be placed in operation, including flashing
,operation, prior to commencement of the functional test period specified in Section
86-2.14, "Field Tests," of the Standard Specifications, unless ordered otherwise
by the Engineer.
5-2.04 Foundations -- Foundations shall conform to the provisions in Section
86-2.03, "Foundations," of the Standard Spedfications . and these special provisions.
Portland cement concrete may be produced from commercial quality aggregates and
. cement and shall contain not less than 5 sacks of cement per. cubic yard.
The top 2 inches of foundations shall be placed by Method A.
Controller cabinet foundation shall be modified to provide a pedestal 18 inches
. above surrounding grade.
5-2.05 Pull Boxes -- Pull boxes shall conform to the provisions in Section
86-2.06, "Pull Boxes," of the Standard Specifications and these special provisions.
Pu11 boxes to be placed in unpaved areas shall be placed with their tops
flush with surrounding grade.

Bottoms of pull boxes shall be grouted prior to the installation of conductors.
A layer of roofing paper shall be placed between the grout and the crushed rock
sump. A one inch drain hole shall be provided in the center of the pull box through
the grout and the roofing paper.
5-2.06 Conductors and Wiring -- Conductors and wiring shall conform to the
provisions in Section 86-2.08, "Conductors," and Section 86-2.09, "Wiring," of the
Standard Specifications and these special provisions.
All stranded conductors smaller than No. 14 AWG and all field conductors shall
be terminated in crimp-style terminal.lugs conforming to the requirements of Federal
Specification MIL-T-7928.
Crimp-style splice connectors and terminal lugs installed on conductors larger
than No. 10 AWG may be applied with a non-ratchet type tool if such a tool is re-
commended by the manufactur~r of the connector or terminal lug.
5-2.07 Fused Splice Connectors -- Fused splice connectors shall conform to
the provisions in Section 86-2.095, "Fused Splice Connectors," of the Standard
Specifications and these special provisions.
Connector terminals shall be crimped using a tool of the type recommended by
the manufacturer of the fused splice connector.

_ . . 5-2.08 Service -- Service shall conform to the provisions in Section 86-2.11,
"Service." of the Standard Specifications and these special provisions.
Service switches shall be the circuit breaker type of the ampacities shown
on the plans. Circuit breakers shall be approved andulisted by the UL. The
operating mechanism shall be enclosed and shall be trip-free from operating handle
.on overload, shall be trip-indicating and shall have trip and frame size plainly
marked. Multiple-pole circuit breakers shall have a common trip. All circuit
breakers shall be quick-make, quick-break on either automatic or manual operation.
Contacts shall be silver alloy enclosed in an arc quenching chamber.
Galvanizing of service equipment enclosures will not be required. Factory
applied protective coating will be acceptable.
5-2.09 Field Tests -- Field tests shall conform to the provisions in Section
86-2.14, "Field Tests," of the Standard Specifications and these special provisions.
The functional test for traffic signal system shall be of 10 days duration.
5-2.10 Painting -- Painting shall conform to the provisions in Section
86-2.16 of the Standard Specifications and these special provisions.
All paint to be furnished by the Contractor.
Existing Type XVII standards shall be cleaned and painted in the field as
specified in Section 86-2.16.
New galvanized Type I standards shall be treated with wash primer and painted
2 c~ats Traffic Signal Yellow enamel as specified in Section 86-2.16.

5-2.11 Solid-State .Traffic Actuated Controllers -- Solid-state traffic
actuated controller units, cabinets and auxiliary equipment shall conform to
the provisions in Section 86-3, "Controllers," of the Standard Specifications
and these special provisions.
Traffic signal controller shall be Type 90, furnished with 3 Type SP phase
modules and 2 Type S phase modules, and capable of expansion to 8 phase operation.
The controller shall be capable of either normal operation or REST IN RED oper-
ation by means of switching or programming.
Traffic Signal Controller Cabinet to be furnished and installed shall be
modified type "R" Cabinet, 54" high, 38 1/2" wide, and 24" deep with an approximate
volume of 24.3 cubic feet, and shall be wired for future 8 phase operation.
The second paragraph in Section 86-3.09D, "Phase Section Timing Intervals
and Periods," of the Standard Specifications is superseded by the following:
Timing shall be accomplished by digital methods and shall utilize
the power line frequency as a time base.
Time spans and actuation limits specified in Section 86-3.09, "Solid-State
Traffic Actuated Controller Units," of the Standard Specifications for the various
functions are minimum and may be expanded.
The yellow period specified in Section 86-3.09D(2), "Vehicle Clearance
Interval Timing Periods," of the Standard Specifications shall be adjustable from
2 to 7 seconds minimum. The all red period shall be adjustable from 0 to 6 seconds
minimum.
The last sentence in Section 86-3.09E(ld), "Stop-Timing," of the Standard
'Specifications is modified as follows:

The interrupted interval or period shall be completely timed
or the unexpired portion shall be timed following release of stop-
timing. The stop-timing shall reset the maximum green period.
. The mode selector switch for disabling the memory circuit shall be an in-
tegral part of the controller.
The detector or controller shall be capable of pre-fixed time delays commencing
when the vehicle leaves the loop a~ea.

The second sentence in the first paragraph of Section 86-3.09E(le) , "Hold,"
of the Standard Specifications is modified as follows:
Upon release from "HOLD," the phase section shall immediately advance
into the yellow clearance period or the unexpired portion of the pedestrian
protection period or to the unexpired portion of the vehicle interval pro-
vided there is an opposing call.

Each pulse of the manual circuit, as specified in Section 86-3.09E(lc) (a)
of the Standard Specifications, shall advance the controller timing interval,
except tbat the controller may be wired to permit timing of complete yellow and
all-red clearance intervals if programmed.
The selectable semi-actuated mode specified.in Section 86-3.09E(lg) , of the
Standard Specifications shall operate as follows in modular controller units:
The phase or phases to become non-actuated shall be Phase A or such
other phase or phases as shown on the plans.
In the semi-actuated mode, pedestrian operation for the modified
phase or phases shall be as specified in Section 86-3.09D(la), "Non-Actuated
Phase Section," of the Standard Specifications. The minimum green period
for the modified phase may be the pedestrian "WALK" period plus the flashing
"OONT WALK" interval. The initial interval plus the pedestrian clearance
interval, or if pedestrian timing is not provided, the initial period plus one
vebicle extension interval. The controller shall rest in the modified phase
until released by an external command.
The controller, when operating in the semi-actuated. mode with the. actuated
phase memory circuit disabled, shall indicate either of the following on the non-
actuated phase displaying a vehicle green when an actuated phase has a momentary
dectector actuation:
1. "OONT WALK" flashes, a complete clearance interval times out, returns
to "WALK" which shall remian for normal time before yielding to another
phase.
2. "DONT WALK" flashes momentarily and returns to "WALK."
The p1:"ovisions in Section 86-3.09E(2d), "Omit All-Red," of the Standard
Specifications are superseded by the following:
The omit all-red feature shall pGrmit the omissi~n by external control
of the all-red clearance periods either on all phases or on selected phases.
The second and third paragraphs in Section 86-3.09F, "Controller Unit
Circuitry," ot the Standard Specifications are superseded by the following:
Calibration accuracy of each manually variable timing, control shall
be such that timing will be and will remain within O.S-percent of the
setting if line voltage is at any value from 105 to 130 volts while ambient
temperature is between -20. F. and +160. F.
Controller unit operation shall be unaffected by transient voltages when
tested in accordance with Test Method No. Calif. 667.
In addition to the methods specified in the last paragraph of Section 86-3.09G,
"Mechanical Design and Compoonent Quality," of the Standard Specifications, connectors
may be provided with a minimum of 2 stainless steel thumb screws for securing the
connector or connectors in place.

Multiple circuit connector, or connectors for input and output circuits;
may be mounted on the left or right side of the controller unit in addition to
the front panel.
The timing periods and special functions specified in Section 86-3.091 (3),
"Type 90 Controller Units," of the Standard Specifications may be performed by
using any number of functional modules.
Type 90 controller unit phase modules shall be physically interchangeable
through all frame sizes (from 2 through 8 phases) of the individual manufacturer's
product.
Each Type 90 controller unit shall be capable of providing D or DP functions by
the addition or replacement of plug-in modules.

Check circuit function shall be provided. The check circuit function may be
included as an integral part of the controller unit or may be installed external
to the controller unit. The check circuit function shall indicate to an external
circuit 'that a vehicle or pedestrian actuation or a vehicle and pedestrian actuation
has been registered on a phase or phases not displaying a ,green signal.
Auxiliary equipment to be installed in the controller cabinet shall include
the following equipment as specified in Section 86-3.09J, "Auxiliary Equipment for
Solid-State Traffic Actuated Controller Units," of the Standard Specifications.
Flasher and flasher relay
Overlap relays
Test switches
Solid-state switching devices
Police panel switches
With l:he door-mounted "Flash-Automatic" switch in the "Flash" position, the
controller unit shall remain energized and the stop timing circuits shall be energized.
With the internal panel mounted "Signal-Flash" switch in the "Flash" position,
the controller unit shall remain energized and the stop timing circuit shall not
be energized. When said switch is placed in the "Signal" position, the controller
unit shall resume control in the interval the controller unit happens to be in at
the time the switch is operated.
Flashing indications shall be RED on all phases.
A controller unit power switch shall be provided which will disconnect power
to the controller unit and signal monitoring device.
Operation of the signal monitoring device shall disable all operations of the
door-mounted"Signal-Flash" switch.
A radio interference suppressor as specified in Section 86-3.06, "Radio Inter-
ference Suppressors," of the Standard Specifications shall be provided for each
solid-state controller unit.

A pliable seal, composed of caulking compound or mastic shall be placed be-
tween each controller cabinet and the concrete slab foundation. to prevent dust
and dirt from entering the cabinet.
The cabinet fan circuit shall be fused at 125 percent of ampacity of the fan
motor installed.
An additional Type SP module and a switch pack shall be provided for emergency
maintenance purposes.
A Type XXV controller, conforming to the provisions in Section 86-3.08, "Pre-
Timed Controller Units" of the Standard Specifications and a wiring harness shall
be furnished and installed in the controller cabinet for emergency operation.
.Cams shall provide.3-phase operation.
Testing of Traffic Signal Equipment, including controller units, fully wired
cabinets and auxiliary equipment as specified in Section 86-3.01, "Controllers,"
of the Standard Specifications will be performed by the State.
In the event traffic signal equipment submitted for testing does not comply
with specifications, the Contractor shall remove said equipment for repair within
5 working days after notification that the equipment is rejected. In the event the
equipment is not removed within said period, it may be shipped to the Contractor
at his expense.
All testing subsequent to rejection of the equipment for failure to comply
with specification requirements will be at the expense of the Contractor. De-
ductions to cover the cost of such testing will be made from any moneys due or
which may become due the Contractor under this contract.

5-2.12 SIGNAL FACES AND SIGNAL HEADS - Signal faces and. signal heads and
auxiliary equipment, as shown on the plans, and the installation thereof, shall
conform to the provisions in Sections 86-4.01 to 86-4.04, inclusive, of the
. Standard Specifications and these special. provisions.
The first sentence.in the first paragraph of Section 86-4.04, "Signal Head
Mounting," of the Standard Specifications is modified_to read.as follows:
Bracket mounted signal heads, as shown on the plans, shall be supported
by mounting brackets consisting of watertight assemblies of 1 l/2.inch standard
steel pipe and malleable iron, ductile iron or brass pipe fittings.
Terminal compartments shall be bronze.
Each signal section, as specified in Section 86-4.0lB, "Housing," of the
Standard Specifications, shall be constructed in such a manner that structural
failure of the housing will not occur with a wind load pressure of 25 pounds per
square foot on the projected area of the complete signal face housing, including
. back plate and hoods. Any fracture within the housing assembly or a deflection
of more than 1/2 the lens diameter of the signal section will be considered
structural failure when tested in accordance with Test Method No. Calif. 666.
A sample, consisting of a single signal face housing section, without the
optical unit, shall be submitted for testing prior to acceptance of any design
or fabrication method not previously tested and accepted.

5-2.13 Programmed Visibility Traffic Signal Heads.--programmed visibility
traffic signal heads shall conform to the provisions in Section 86-4.08, "Pro-
grammed Visibility Traffic Signal Heads," of the standard specifications and
these special provisions.
.The provisions in Section 86-4.0lA, "Optical Units," and the last paragraph
in Section 86-4.0lB, "Housing," of the Standard Specifications shall not apply.
Lamps shall be furnished by the Contractor.
5-2.14 Detectors -- Detectors shall conform. to the provisions in Section
86-4.05. "Vehicle Detectors," of the Standard Specifications and these special
provisions.
Inductive Loop Sensor Units shall be Econolite Corporation Model ED-I,
Electro-Matic Model LD-l, or equal in accordance with Sections 86-4.0SB (2) and
86-4.05B (3) of the Standard Specifications. Self tuning sensors may be substituted
if approved by the Engineer.
The inductance of each loop shall be measured by the engineer. at. the nearest
pullbox prior to splicing any loop conductor to a lead-in cable, or placing epoxy
sealant in the pavement slots.
Conductors for inductive loop detectors shall be solid and shall be provided
with 3/64 inch minimum thickness insulation.
In addition to the conductor specified for inductive loop detectors in Section
86-4.05B(4), "Construction Materials," of the Standard Specifications, Type USE,
cross-linked polyethylene-insulated conductors may be used.
After conductors are installed in the slots cut in the pavement, the slots
shall be .filled with epoxy sealant, "Epoxy Sealant for Inductive Loops (State
Specification 701-80-36)," to within 1/8 inch of the pavement surface. The depth
of sealant shall be at least 1/2 inch above the top conductor in the saw cut.
Before setting, surplus sealant shall be removed from the adjacent road surfaces
without the use of solvents.
Sensor units for inductive loop detectors to be installed in a common cabinet
shall have a minimum frequency difference of one kilohertz from any other sensor
unit installed in the same cabinet.
Sensor units for inductive loop detectors, in the pulse mode. shall provide a
contact closure of 100 milliseconds duration plus or minus 20 percent.
In multiple loop installations, all loop conductors to be connected to the
same sensor unit shall be wound in the same direction. No more than four loops
shall be connected to a single sensor unit.
The ends of all loop conductors to be operated by each sensor unit shall be
run continuous to the nearest pull box. The loops shall be joined in the pull
box in combination of series and parallel so that optimum sensitivity is obtained
at the sensor unit. Final splices between loops and lead-in cable shall not be
made until the operation of the loops under actual traffic conditions is approved
by the Engineer.

KENDALL DRIVE, in strict conformity with Plans and Special Provisions
No. 4106, on file in the office of the City Engineer, and also in
accordance with Standard Specifications, State of California, Business
and Transportation Agency, Department of Public Works, Division of
Highways dated January 1969, which said Plans, Special Provisions and
Standard Specifications are hereby specially referred to and by such
reference made a part hereof.
Article II - And the said contractor agrees to receive and accept
the following prices as full compensation for furnishing all materials
and doing all the work contemplated and embraced in this agreement;
also for all loss or damage arising out of the nature of the work
aforesaid, or from the acts of the elements, or from any unforeseen
difficulties or obstructions which may arise or be encountered in the
prosecution of the work until its acceptance by the City of San Ber-
nardino and for all risks of every description connected with the work;
also for all expense incurred by or in consequence of the suspension
