TITLE VI NARRATIVE
1. OBJECTIVES AND NEED FOR ASSISTANCE:
Meeting the needs of the unemployed through a Public service
Employment Program, the City of San Bernardino has prepared a
plan for the utilization of Federal funds to provide an ef-
fective program to aid the most seriously disadvantaged and
unemployed through implementation of the Comprehensive Employment
and Training Act of 1973, and the Emergency Jobs Program Extension
Act of 1976.
The City of San Bernardino, with a population of 108,000 has an
average unemployment rate of 10.7 for the first nine months of
1976. The unemployment in this area is both cyclical and structur-
al in nature. With the exception of one area, this unemployment
rate is higher than all surrounding areas. To meet the needs of
these unemployed, the hiring priority in the City of San Bernardino
will be given to (1) disabled veterans, (2) welfare recipients,
(3) former manpower trainees, (4) females, (5) inner-city youth,
(6) special veterans, (7) handicapped, (8) persons 45 years and
over, and (9) recently separated veterans.
2. RESULTS AND BENEFITS EXPECTED:
It is expected that the utilization of this program will aid in
relieving the unemployment in the City of San Bernardino, Where
unemployment is caused by lack of experience on the part of the
participant or lack of job related skills, it is expected that the

program would supply the missing ingredients. This, then, would
lead to eventual placement in unsubsidized employment.
The purpose of this program is to provide transitional employ-
ment to those who have adequate skills but are unable to find
unsubsidized employment in the present labor market, and training
to those unemployed who lack necessary skills to become employable.
The training will be designed to give participants the highest
possible potential for transition into the private business sector.
In addition to the benefits to be derived by the participants, this
program will benefit the City by providing manpower to accomplish
tasks and programs which in the past have not been possible because
of the lack of funds.
3 . APPROACH:
The levels of Titles II and VI combined as of June 30, 1976, will
be sustained with funds available. The Title II level on June 30,
1976, was 29, and 162 in Title VI. The combined level was 191.
Funding in the amount of $1,741,088 would be needed to sustain
this level from October 1, 1976, through September 30, 1977. The~e,
fore, Title II will sustain 14 participants through September 30,
1977. Title VI will sustain 177 participants through August 1, 1977.
The City proposes to undertake a series of meaningful work projects.
It is intended that the personnel hired be utilized to the maximum
advantage in the accomplishment of tasks and programs which in the
past have not been possible due to lack of funds.

One of the concepts to be employed will be the "pooling" of
individuals with skills and abilities which can be used by more
than one department. These individuals will be assigned to de-
partments on a "project" basis, as opposed to a fixed assignment.
Departments demonstrating their ability to proceed with pre-
planned projects will be given priority consideration with re-
spect to the assignment of personnel.
Projects planned at this time contemplate the employment of in-
dividuals with skills in four basic fields and those individuals
will be hired under the following general position classification:
l. Public Service Worker Trainee
2. Public Service Worker Clerical I & II
3. Public Service Worker Utility I & II
4. Public Service Worker Technical I & II
5. Public Service Worker Administrative I & II
positions will be employed for a number of programs and projects
during the year. The following projects are currently being con-
sidered for priority assignments - - - others will be considered
during the course of the year, as they may develop.
PROGRAM I
Fourteen personnel in the Technical classification will be
used to serve as Police Assistants in the Police Department.
Their basic function will be to make field contact with the
.
(victims of) petty theft, malicious mischief, and other non-
contact type law enforcement incidents to take field reports

and to make preliminary investigations and recommendations
for possible fOllow-up. This type of training will help
participants to qualify for Police Officer positions as
vacancies occur.
PROGRAM II
Three positions in the clerical classification will be utilized
to establish a typing "pool". Individuals so employed will
be assigned to City departments, upon request and substantiation
of needs, as replacement help for ill employees, vacation relief,
typing overload, filling backlogs and other special projects.
PROGRA!1 I II
An unknown number of personnel in the utility and technical
classifications will be hired depending upon the skills and
abilities of the applicants to establish a maintenance and
construction "pool". The individuals so employed will be
assigned to departments, upon request and substantiation of
needs, for specific short-term projects.
PROJECT I . . . . Survey and Inspection of Structures for
Compliance with Building Code and other
Safety Regulations
Persons with construction or engineering back-
ground assist in the program of inspecting
approximately 3,700 structures erected prior
to 1955 for compliance with modern safety.
Since this project began 1,054 buildings have

been inspected. It is estimated that it will
take another two years before this project is
completed.
PROJECT 2 . . . . House-to-House Canvas to Ascertain if all Dogs
are Vaccinated for Rabies and are Properly
Licensed
Persons with the ability to meet the public,
handle money, and prepare receipts are utilized
in this project. So far, 60% of the City residences
have been canvassed. As a result, 1,331 citations
have been issued and 12,336 dog licenses have
been sold.
PROJECT 3 . . . . Maintenance and Weed Removal in the North End
of the City Cemetery
This is an on-going project utilizing utility
worker classification workers to assist in the
trimming of shrubs and hedges around headstones
and the removing of weeds and other debris from
the less active spots of the cernetary.
PROJECT 4 . . . . On-Going Inventory of Material and the Marking
of Tools and Equipment, etc., at Central Stores
Persons with clerical ability to assist in the
warehouse in organizing and inventorying stock

bringing stock records up-to-date, and marking
City owned tools and equipment.

PROJECT 5 . . . . Painting Fire Alarm Boxes and Fire Hydrants
This on-going project involves persons in the
utility classification doing painting of alarm
boxes and hydrants. As of this time, approximately
250 alarm boxes have been painted and 2/3 of the
fire hydrants have been painted. Approximately
1500 fire hydrants remaining to be painted.
PROJECT 6 . . . . Relief Dispatcher - - Communications Center
One person in the technical classification is
needed to serve as relief dispatcher, to cover
approximately 52 weeks of vacation, as well as
sick leave. The person occupying this job has
been transitioned into a permanent position and
a replacement is needed.
PROJECT 7 . . . . Repair and Major Refurnishing of Tables, Chairs,
and Miscellaneous Equipment in Convention Center
Two persons in the utility classification are
needed to do carpentry and some painting and
staining in the repair of chairs, tables, etc.,
One person transitioned into permanent job.
Project on-going.
PROJECT 8 . . . . Updating and Duplication of Zoning Maps and
Planning and Landuse Maps
PROJECT 9 . . . . Repair and Painting Refuse Bins and Other
Metal Equipment
This is an on-going project involving semi-

skilled welding and painting and repairs to
several hundred large refuse bins.
PROJECT 10 . . . . On-going Servicing, Maintaining and Assisting
in the Fabrication of Fire Department Vehicles
and Equipment
PROJECT 11 . . . . On-going Project of Steam Cleaning Refuse
Trucks. Scrubbing or Repainting of Graffiti
Covered City Property
Two persons of the utility classification are
needed for cleaning refuse trucks and readying
them for the next day's operations.
PROJECT 12 . . . . Increased Effort and Activity in Promoting
the Senior Discount Program
One person in the utility classification co-
ordinates the Senior Discount Program. This
person contacts business to arrange a discount
for Senior Citizens and signs Senior Citizens
up for life-time card. So far, this person has
contacted between 150 and 160 businesses and has
signed up 2500 Senior Citizens.
PROJECT 13 . . . . Assistance to Community Groups in Dealing
with Localized Problems
One person in the administration classification
with the ability to communiqate orally and in
writing. Actively works with community groups
and assists them in organizing their efforts to
cope with specific problems, and to serve as a

liason person with schools, police and other
governmental agencies.
PROJECT 14 . . . . Instruction of Untrained Young Adults in
Manual Skills
A person in the utility classification to
instruct young adults in welding. In order to
give them sufficient skills and abilities
to enable them to have a better employment
potential in industry. So far, this person
has instructed 90 to 100 persons in three
quarter sessions.
PROJECT 15 . . . . Electrical up-grading of Stage and Lights,
Ballpark Lighting and Signals
The upgrading of the ball field lighting system
at Wildwookd Park and Delman Heights has been
completed. However, a large variety of com-
munity development projects still remain to be
accomplished. These include the installation of
traffic signals and the upgrading of street
lighting. Maintenance work is also required
at Meadowbrook Park and Mill Community Center.
PROJECT 16 . . . . various Street Projects
Technical and utility personnel are needed to
accomplish various street projects including:

(al Widen sierra Way, 3rd Street to Highland
Avenue.
(bl Straighten and clean street signs, rep?ir
buildings, clean and repair City yards, weed
removal, repair streets, curbs, and gutters.
(cl Widen Waterman Avenue, 5th Street to
Baseline Avenue.
(dl Clean up City to promote natural beauty
program. Already accomplished under this
project has been the curb setback at Baseline
and Arrowhead, and the removal of the railroad
tracks at Arrowhead between 2nd and3rd Streets.
Many unused parking meter poles hav.e been
removed.
PROJECT 17 . . . . Trimming, Pruning, Planting and Spraying and
Removing of Trees From City Street, Parks,
Parkways, and Grounds
It is estimated that there are 180,000 trees
located on City grounds. Regular maintenance
of these trees is important for safety and
and aesthetic reasons.
PROJECT 18 . . . . Maintenance and Repair of City Owned Buildings
and Facilities
Various projects involving the services of
.
utility and technical classification include:
(al Repair of wooden tables, benches, chairs, etc.

(b) Repair of buildings and facilities at City
nursery.
(c) Repair of roofs, several locations.
(d) Repair and refurnishing of floors, several
locations.
(e) Clean oil and grease stains from parking
structures and outdoor parking areas.
(f) Painting, touch-ups and major repainting
at several locations.
(g) Construction of cement block planters,
repaint walls .,and small building structures -
restrooms and storage sheds.
PROGRAM IV
In addition a special program has been planned to hire unemployed
school teachers. Fourteen positions will be fulled by quali-
fied individuals in order to reduce the adult-student class-
room ratio. Efforts will be made to place individuals in
this program who have been credentialed but have never been
employed in a full time capacity.
To date, this program has been very successful. In 1975, eight
of the fourteen persons enrolled in the program were transitioned
into permanent, full time teaching positions. In 1976, another
eight were transitioned. These figures demonstrate that this
program should continue on an on-going basis.

PROGRAM V
This program involves a person to work as an administrative
assistant to the Education and Human Services Task Force.
Under the direction of the task force chairman, the incumbent
identifies community needs for education and social services,
interviews possible recipients of services to determine
qualitative nature of needs, develops data to document needs,
and prepares prepares proposals for possible state or federal
funding.
PROGRAM VI
Another special program has been planned for potential fire-
men. The occupants of these ten positions first attend the
fire academy and then are assigned to the fire crews where
they work along side regular firemen performing beginning-
level fire fighting. Of the first ten fire assistants, seven
have been transitioned into permanent employment in the Fire
Department. It is hoped that this program will continue to
produce trained and experienced fire fighters.
PROGRAM VII
This program is designed to utilize participants to support
a wide variety of outreach organizations. These organizations
include the San Bernardino Unified Schoo~ District, Valley
College, Federal and State governmental offices and community

based organizations. This program has proved highly success-
ful both in providing much needed services to the community
and in providing a good chance for transition to the partici-
pant.
PROGRAM VIII
This program serves to train people in the manpower field.
This is accomplished by utilizing CETA VI participants in
all areas of manpower operations. This includes intake and
assessment, planning and job development.
PROGRAM IX
This program will provide for transportation assistants in
the utility classification series. These attendants will
ride on Omnitrans busses serving a laison function between
Omnitrans and the community.
This is a pilot project to test the feasibility of using
individuals from the community to cut down vandalism.
PROGRAM X
This program will provide 3 individuals in the utility clas-
sification who will serve as Communications Aides in the Crime
Awareness Program. In this function, the aides will relay
CB radio transmissions and telephonic communications from
community residents to appropriate governmental agencies.

4. LINKAGES:
The estimated average annual wage rate for Public Service Employ-
ment occupations is $7,321. This is obtained by hiring individuals
in medium salary ranges allowing them to support their families.
By not hiring at the top salary levels, the number of possible
positions is increased thereby creating more job opportunities.
Recruitment will be conducted through job announcements adver-
tised in newspapers whose circulation reaches those disadvantaged
groups that the program is designed to serve. Referrals will be
made from the State of California Employment Development Division,
and the County of San Bernardino Public Social Services - Depart-
ment of Welfare, Human Resources Agency, whose primary purpose
is to provide service to low income, long-term unemployed individuals.
Referrals will also be accomplished in cooperation with existing
employment and training organizations including but not limited
to: Veterans organizations, Operation SER, Operation Second Chance,
Inland Urban League, State of California, Department of Rehabili-
tation, and Westside Community Development Corporation.
To insure new eligibility criteria that requires 50% of any new
hires have low income levels as defined by the Bureau of Labor
Statistics, and other criteria as defined in the regulations, a
listing of all terminations will be maintaine~. As positions be-
come available, selection criteria for filling the vacant position
will state the qualifications necessary. Verification will be

accomplished by contacting either the State of California Errployrrent
Division or the County of San Bernardino Welfare Department and requesting
certification as to the applicants eligibility. Equitable service to all

The City, through the Carprehensive Errployrrent and Training 1\dministration,

Special consideration shall be given to eligible disabled
veterans, special veterans, anc veterans who served in the
A-~ed Forces and who received othe= than a dishonorable dis-
charge within four years before the date or their a?plication.
Each eligible applicant selecting participants for p=o~rams
funded under title VI or tnc Act, shall take into consid-
eration the extent that such vete=nns are available i~ t~e
area. Specific effort should be ~ade to develop ap?ropriate
full or part-time opportunities for such veterans. In order
to insure special consideration for veterans, all public
service employment vacancies under title VI, except those to
which forwer employees are being recalled, must be listed
with, the State employment service at least 48 hours (excluding
Saturdays, Sundays, and holidays) before such vacancies a=e
filled. During this period r the e.':lployment service nay refer
those veterans s?ecified above. If sufficient"numbers of
vete=a~s are not availa~le, the ~ployment service, upon
. request, pay also =ef~~ membe~s of othe~ signi=icant se~ents.
