RESOLUTION NO. I.:?jl~r
RESOLUTION OF THE CITY OF SAN BERNARDINO OPPOSING SENATE
BILL NO. 164 RELATING TO COMPULSORY AND BINDING ARBITRATION.
WHEREAS, Senate Bill No. 164 has been introduced in the
State Senate of the California Legislature; and
WHEREAS, said Senate Bill provides for binding arbitration
as a final resort for resolving labor-management disputes for
police officers and fire fighters which the parties cannot
resolve through the meet and confer process; and
WHEREAS, Senate Bill No. 164 would cause crucial budget
decisions to be taken from local elected officiasand given to
outside arbitrators; and
WHEREAS, under arbitration, the City Council could be
faced with the choice of raising taxes or reducing services to
provide revenue to implement the arbitration decision which is
contrary to the desire of the overburdened citizens desiring
property tax reform; and
WHEREAS, unknown persons with no direct responsibility
to the voters would be making decisions and passing on new costs
to the overburdened taxpayer,
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common
Council of the City of San Bernardino do hereby oppose the
passage and adoption of Senate Bill No. 164; and
BE IT FURTHER RESOLVED that the Mayor and COllDllon Council
of the City of San Bernardino herewith direct the City Clerk to
transmit by the most expeditious means a copy of this Resolution

be heard and to our local legislative representatives.
