BE IT HEREBY RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO that Bonadiman-McCain, Inc., is the lowest responsible bidder for the construction of a public project, to-wit: Concession Stand and Restroom At Wildwood Park in accordance with Specification No. 4848; that all other bids therefor are hereby rejected; that the contract therefor is hereby awarded to said bidder; and that the Mayor of the City of San Bern- ardino is hereby directed to execute said contract, a copy of which is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. CONCESSION STAND AND RESTROOM AT WILDWOOD PARK, IN ACCORDANCE WITH SPECIAL PROVISIONS NO. 4848. ON FILE IN THE OFFICE OF THE CITY ENGINEER, ROOM 405, CITY HALL. Deliver all bids to the City Engineer's Office, RoOlll 405, City Hall, 300 North "D" Street, San Bernardino, California, with the specification title and number clearly marked on the outside of the envelope. . Said bids or proposals will be received up to the hour of 2:00 p.m., P.D.T. June 28, 1977, at which time all of said bids or proposals will be publicly opened, examined and declared in the City Engineer's Conference RoOlll, Room 405, City Hall, San Bernardino, California. . No bids will be received unless it is made on a proposal form furnished by the City. All bids or proposals shall be signed, sealed and accompanied by cash, cashier's check, certified check or bid bond made payable to the City of San Bernardino, in the amount of ten per cent (10%) of the bid. Such cash, check or bond shall be given as a guarantee that the bidder will enter into the contract if awarded to him. In the event the bidder refuses to execute said contract, the use by the public of the improve- ments will be delayed, and the public will suffer great damage. From the nature of the case, it would be extremely difficult and impractical to fix said amount of damage. Therefore, the City and the bidder agree that the above sum of 10% shall be paid to the City upon the condition above set forth as liquidated damages and not as a forfeiture. All bonds furnished pursuant to this notice must be underwritten by a surety company having a rating in Best's most recent Insurance Guide of "A" or better. . . Pursuant to law the Mayor and ColllllOn Council of the City of San Bernardino, by Reso- lution No. 5718 and any and all amendments thereto which are hereby referred to and made a part hereof by reference as fully as though set forth at length herein, have ascertained and determined the general prevailing rate of per diem wages, and of per diem wages for legal holidays and overtime worlt for each craft or type of workman needed in the execution of contracts under jurisdiction of said Mayor and COlllllOn Council. . Said prevailing rates of wages shall conform to ''Wage Scales for the Six Besic Trades", filed in the Office of the City Clerk, and the "Sub-Trades Hourly Wage - Rates of Build- ing and Construction Trade Council of San Bernardino and 1l1verside Counties", filed in the Office of the City C1erlt, which are _de a part of said Resolution No. 5718 and amendments thereto. . SECTION 1 GENERAL . 1.01 General -- the work embodied herein shall be done in accordance with the Standard Specifications No. 2271, revised May, 1974, of the City of San Bernardino, insofar as the same may apply, and ss modified and in accordance with the following special provisions. . 1.02 Conflicts -- In case of conflict between the Standard Specifications and these special provisions, the special provisions shall take pre~edence over and be used in lieu of such conflicting portions. 1.03 Permits -- Prior to C01lllll8llcing work the Contractor shall obtain and pay for all necessary permits from the City of San Bernardino Building Department. . SECTION II CONSTRUCTION DETAILS . 2.01 Clearing, Grubbing, and Earthwork -- Clear and grade the site, in- cluding both rough and finish grading, redistribute and balance the earthwork required, provide all excavating and backfill necessary for building construction, as indicated on the Drawings and described in these Specifications. Excess material shall be removed from the site. . Structure excavation shall include the removal of all material of whatever nature necessary for the construction of foundations. . Excavations and/or fills for footings, foundations and walls shall be to levels and grades as indicated on the drawing or as set in the field by the Engineer. Excavations and/or fills are to be wetted and tamped to a uniform density satisfactory to the City. Subgrade will be considered as that portion of the material on which a layer of specified material (concrete, etc.) is to be placed. . the top 6 inches of the sub grade shall be compacted to a relative c~action of 95 per cent. Should excavations for footings, walls or piers through error be excavated to a greater depth than that indicated, such additional depth shall be filled with concrete without additional cost to the City. . . Forms shall be required for all footings, concrete walls, slabs and piers unless in the opinion of the City, the earth excavation is sharp and true enough to omit forming. . Where backfilling and grading is necessary in preparation for laying eoncrete or base, it shall be made with clean earth which shall be solidly compacted to avoid future settlement and the filling shall be done in not more than 6 inch layers, wetted, rolled and tamped to a relative compaction of no less than 95 per cent, as determined by Test Method California No. 216. . 2.02 Grade Stakes: The City will establish all grades required and the Contractor shall complete the rough grading in accordance with the plans and specifications. Upon the completion of the rough grading the City shall set and establish finish grades and/or subgrades. Finish grades, subgrades and survey points shall be approved by the City and all grade stakes and survey points shall be maintained in place by the Contractor until such time as their removal is authorized by the City. MASONRY . 2.03 MATERIALS a. Concrete Block . 1) Concrete block shall comply with "Standard Specifications for Hollow Load-Bearing Concrete Masonry Units", ASTM Des. C-90-52, Grade 'A'. Block shall have an integral color as indicated on the drawings. . 2) Sizes and shapes of the units shall be as required to construct the work as shown on the Drawings. b. Portland Cement shall be the same as that specified for concrete. Only 1 brand of cement shall be used. No Plastic Cement shall be used. AS'D{ C-1S0-S6. . c. Reinforcing Steel shall comply with ASTM A-IS. d. A1tRregates . 1) Sand for Mortar shall be clean, sharp, washed, natural sand con- forming to "Standard SpeCifications for Aggregate for Masonry Mortar", ASTM Des. C-144-52T. 2) Sand for Grout shall conform to requirements for fine aggregate as specified for concrete, AS'lH C-144-52T. . . SP-2 . " . . . . . . . . . . " "","~-".'",,~;",..;;,' 3) Pea Gravel for grout shall be clean, hard, fine grained, sound, crushed rock or washed gravel. It shall be graded with 100% passing through the 1/2" sieve, 90 to 100% passing through the 3/8" sieve, not more than 5% passing the 118 sieve, ASTK C-144-52. e. Water for grout and mortar shall be clean and potable. f. Lime: Hydra!:ed Lime for mortar shall conform to Type "s" hydrated liiiie given in the "Specifications for Hydrated Lime for Masonry Purposes", ASTM Des. C-207-49. g. Admixtures: The Contractor may add an approved adnustyre (Suconem Grout Aid) to the grout in accordance with the Manufacturer's recollllllendations, in quantities approved by the Engineer. WORKMANSHIP a. General 1) Before concrete foundations for masonry are poured, the masonry contractor shall approve the location of all reinforcing which will be incorporated into the masonry work. The dowels shall be placed in the center of the wall, unless otherwise detailed. 2) Concrete surfaces that are to receive masonry must have the laitance removed and aggregates exposed. b. Mortar and Grout 1) Mortar shall be composed of 1 part Portland Cement and not more than 4 parts sand, based on dry, loose volume to which shall be added not less than 1/4 part, nor more than 1/2 part lime putty or dry hydrated lime. 2) Grbut shall consist of 1 part cement to not more than 3 parts sand and not less than 1 part, nor more than 2 parts pea gravel, by volume. Lime shall not be used in grout. Grout shall be suffi- ciently fluid to insure complete filling of all sections of:masonry, but not so thin as to allow segregation of aggregate. 3) Measurements: All materials for mortar and grout shall be accurately measured in suitable calibrated devices. c. Reinforcing 1) All steel reinforcing shall be embedded in grout. Clearance between units and reinforcing shall be not less than 1/2". SP-3 . . . . . . . . . . . .... , . ,..".."..".- ' 2) All reinforcing shall be lap spliced in' no case shall the lap be less than 40 diameters. 3) Vertical reinforcing shall be held firmly in place. Care shall be taken to prevent movement or jarring while masonry is being placed. Horizontal bars may be laid in the grout as the work progresses. c. Laying 1) Units shall be laid level, plumb, square and as detailed. Pattern work, bonds or special details shown on the drawings. Corners and intersections shall be bonded by overlapping units in alternate courses. No partial unit will be permitted where whole units can be used. 2) Care shall be exercised not to have any mortar on the concrete within the grout space. The grout shall then be puss1ed in place. 3) Where no joint is detailed or elsewhere speeified, exposed walls shall have joints tooled with a bar to produce a slightly concave surface. 4) Grout a. All cells shall be solidly filled with grout. b. Cleanout openings shall be provided at the bottom of all cells to be filled at each pour of grout where such pour is in excess of four feet in height. c. The grout shall be :Immediately puddled with a stick or rod (not a trowel) sufficiently to cause it to floW into all spaces and to fully encase the reinforcing steel. d. Grout should preferably be kept 1-1/2" below the top surfaces - shall be abraded with a _tal brush and the whole surface flushed with clean water. e. Bonding and Anchorall;e: Intersecting and butting walls and partitions shall be bonded together by interlocking alternate courses of masonry units. 1) Masonry walls shall be securely anchored to roof construction. 2) Walls terminating against bottom of plates shall be wedged tight and have the joint completely filled with mortar. sP-4 . '. . . . . . . . . . . .".',. .. "'O"Y.",,, 3) Concrete surface under all concrete block walls shall be roughened, picked and cleaned with wire brush before applying mortar for first joint. f. Pointinl! and Cleaning: Point and fill holes and cracks in exposed joints with mortar. Cut out defective mortar joints, refill sol1dly with mortar and tool as specified. 1) Clean all exposed masonry with a stiff wire brush. R1nse surfaces with clean water immediately after cleaning. 2) Inside surfaces of exterior walls shall be cleaned of protruding mortar or other obstructions. g. Exterior Walls: Walls of hollow masonry units shall be laid in running bond unless otherwise indicated on the drawings. HIGH LIFT GROUTING a. Clean out openings shall be provided at the bottom of all cells to be filled at each height of pour. b. Vertical reinforcing shall be held in position at top, and bottom of wall and at intervals not exceeding 160 diameters of the reinforcing. c. Grou t shall be provided by transit mix trucks. d. Grou ting 1) 2) Wall shall be grouted to full height in one day. \ in 4 '-0" lifts (+ or -). Grou t shall be placed 3) Each lift of grout shall be rodded or vibrated. CLEAN UP Upon completion of the work, the Masonry Contractor shall remove all surplus materials, rubbish and debris resulting from his operations. 2.04 CARPENTRY, OOORS"AND lIAIIDiI"ARE Materials -- Lumber and Woodwork -- All lumber shall be Coast Region Douglas Fir, which has been manufactured and graded in conformance with the SP-5 .-....... cc . . '.. . current "Standard Grading and Dressing Rules" of the West Coast Lumbermen's Association. All lumber shall be "Grade and Trade Worked" by a certified grader of the West Coast Bureau of lumber. All structural lumber shall be seasoned to "air dried" condition with not more than nineteen (19%) percent moisture by weight. All lumber shall be construction grade l500f; l200c. . Plates or sills which rest on concrete or masonry shall be treated Douglas Fir. Douglas Fir shall be treated with either Wilman Salt (tanalith U) or with chromate zinc chloride in accordance with the requirements of the American Work Preservers Assn., "Standards for the Purchase and Preservation of Treatable Timber". There shall be retained in the lumber after treatment not less than the following dry salts per cubic foot of treated lumber: . Wolman Salts - 3/10 pound. Chromate Zinc Chloride - 3/4 pound. Sizes and Patterns . Lumber shall be surfaced Four sides to standard dressed sizes. FrSllling - FrSllling lumber and other rough york shall be closely fitted, accurately set to required lines and levels, and rigidly secured in place. Doors and Door Frames . Doors and frames shall be as shown on the plans. 1/8" Steel plate shall be continuously welded to the frame. Fraudng joints shall be fully butt welded. Hinges and hasps shall be welded to frame and door as required. Engire installa- tion shall be vandal proof. . Hardware Furnish and install heavy tee hinges with fast pins. Furnish and install heavy hasps for padlocks. . Furnish padlocks Schlage 45-101 or equal for each door. 2.05 ROOFING Furnish all labor, materials, equipment, appliances and services necessary for the execution and completion of all roofing (RestroOlD8 and Concession Stand) .. as indicated on the drawings and/or herein specified. Slag --________________________________300 Lbs. Special Requirements 1. ALL ROOFING materials shall be by one manufacturer. Roofing applicator shall be approved by the same manufacturer of materials used. Letter of approval shall be submitted to ENGINEER before roofing work is begun. Installation shall be inspected and approved by a representative of the materials manufacturer. 2.06 MISCELLANEOUS METALS General: The miscellaneous metal work in general consists of, but is not l:l.mited to, the items herein after listed or described. The contractor will be held to have completely checked the drawings and specifications and to have included all miscellaneous metals which are not distinctly specified as being furnished under other sections of these specifications. The work shall be done in a first class and workmanlike manner and shall be complete in all details. Alternate materials, equipment, or procedures will be permitted only if approved in writing by the Engineer, in advance, submit in quadruplicate. 4. After award of the contract, no sub- sequent allowance will be made to the Contractor due to his failure to comply with this requirement. 5. Where manufacturer's specific recOJlllllendations and instructions are available, or required, work shall be performed accordingly. Obtain all required rough-in to complete the plumbing installation. Contractor shall pay for cost of utilities required and provide all necessary piping, wiring, equipment, etc., required for the installation and testing of the plumbing work. 7. Provide all cutting and patching of the building and around the site as required for the installation of all equipment, fixtures, piping, etc., except that no structural members shall be cut. All patching shall match its surround- ings and shall be approved by the Engineer. 8. After completion of all work, clean the premises thoroughly and remove all surplus materials, tools, debris, etc. Clean all equipment, fixtures, trim, piping, etc., of all dirt, cement, plaster, paint, debris, etc. Prepare all surfaces for painting where required. Flush out all piping systems. 9. All equipment, materials, installation, and construction shall cOlBply with all requirements of any and all legally constituted authorities having jurisdiction; nothing in either the drawings of specifications shall be construed as waiving any such requirements. Provide and maintain adequate job protection for all equipment, fixtures, materials, etc. SOIL, WASTE, SEWER, AND VENT PIPING: Vent piping: Schedule 40 galvanized steel pipe. Sewer piping: Standard weight cast iron pipe and vitrified clay pipe per drawings. WATER PIPING: All water piping, hot and cold, shall consist of first grade, schedule 40 galv. steel pipe with galv. malleable fittings and joints made up with lead-plate compound applied to male thread only. VALVES, UNIONS, ETC. "Crane", 200 p.s.i. class, full brass valves and cocks, ground joint all metal unions; full brass loose key hose bibbs; loose key fixture and stops; extra heavy steel pipe nipples where 8" and shorter. In- stall all valves, unions, stops, etc., as indicated, as specified, and as required. Valves on all supplies to all fixtures and equipment. All exterior hose bibbs shall be flush concealed Greenberg H-357 cast iron, or equal, set in concrete yard box with cover. CLEANOUTS. ACCESS BOXES, HANGERS, ETC. 1. Install cleanouts at bends, changes of direction, at 50' intervals and elsewhere as required; all cleanouts shall be accessible. Furnish and install Acorn Penal-Ware No. 1690 or approved equal toilets with elongated bowl, integral contoured seat and universal waste connection. Construction shall be all welded type 304 stainless steel without open voids or crevices in or about the fixture. Use of solder or epoxy to fill voids, crevices or fillets will not be permitted. All exposed surfaces sh/lll be polished to Acorn 114 satin finish. Cabinet and toilet bowl shall..be 14 gage. Flushing rim, "p" trap enclosure shall be 16 gage. Provide concealed type 304 stainless steel bracing as required so th/lt bowl will withstand 2000 pound vertical load- ing without damage to the fixture. Water surface shall be 5" below the top and cover a minimum of 11 x 15" area. Trap shall have 3-1/4" seal and shall pass a 2-1/2" ball. Material used shall be Liquid Chlorine conforming to U.S. Army Specification #4-1. the m1n1mum dosage of chlorine to be 50 parts per million. 3. Allow contact period of not less than 8 hours. and then flush ,system with clean water until the residual content is not greater than 0.5 parts per million. SP-ll . . . . . . . . . . . '4 4. Flush the entire water system including all fire hose cabinets, hose fills, fixture outlets, dead ends and other points where dead water tends to collect. 5. Furnish two (2) certified copy that cOll1p1ete sterilization has been done to Engineer before final inspection of the work. 2.08 SANITARY SEWERS General -- All sewer work shall c0lllp1y with the requirements of Section 19 of Standard Specifications No. 2271, revised May, 1974, and City Standard Draw- ings. Attention is especially directed to the requirements as to excavation, backfill, and testing of the pipe. 2.09 MANHOLES: Manholes shall be brick or concrete and shall conform with City Standard DrawiDgs No. 2321-G (Brick M.H.) or 2321-Q (Precast Reinforced Concrete M.H.). Manholes shall have covers and frames per City Standard Drawing No. 2321-U. Manhole Frames shall be tilted to conform to the finished grade. 2.10 CLEANOUTS: C1eanouts shall conform to City Standard Drawing No. 2321-1, except that the 8" Vitrified Clay Pipe is hereby changed to 4" vitrified Clay Pipe. 2.11 MEASUREMENT AND PAlMENT: Payment for pipe sewers shall be made at a price bid per linear foot for each size, type and/or class of pipe in place, and shall be in full for all wyes, ties, bends, and specials shown on the plans; all c1eariDg and grubbing; all connections to existing sewers; all excavation, shoring, and backfill; and all labor and material necessary to place the pipe, restore the surface, and all other work necessary to give a finiahed result as shown on the plans and in accordance with the specifications written herein. Payment for manholes and c1eanouts shall be made at the price bid for each manhole or c1eanout, and shall be in full for all castings, raising manholes to grade, construction of inverts and all labor and material necessary for their C0lllp1etion in accordance with the specifications written herein. Payment for modifications to existing manhole, shall be at the price bid for each and shall be in full for all work called for in the special provisions and on the standard drawings and project plans. Payment for imported backfill ordered by the Engineer shall be paid at the price per ton of material placed, which price shall include full compensation for furnishing and placing the imported backfill. 2.12 PAINTING General -- Materials under this section of the specifications designated as "paint" shall include enamels, paints, lacquers, varnishes, finishes, sealers, primers and thinners. All paints shall be ready-1llixed. Containers shall bear the brand and name of the manufacturer on the label. During preparation and painting of the surfaces, fire-resistant cloths shall be spread for protection of adjacent surfaces. SP-12 . " . . . . . ,. , . . . . . 1) The following items and surfaces shall be painted: a. All new steel and wood work, metal, timber. Materials -- All painting materials shall be the quality specified and shall be delivered to the building in originsl containers with labels intact and seals unbroken. All materials shall be used as specified by the manufacturer's labeled directions. The Contractor shall submit to the Engineer for approval the name and brand of the materials which he proposes to use of any necessary materials not. specifically covered and specified in this Contract before any of these materials are delivered. Preparation of Surfaces - a. General: Hardware, hardware accessories, plates, lighting fixtures and similar items in place prior to painting shall be removed during painting operations and repositioned upon completion of each space, or shall be otherwise protected. Any equipment adjacent to walls shall be otherwiae protected. Any equipment adjacent to walls shall be disconnected by workmen skilled in these trades and moved to permit the wall surfaces to be painted and following completion of painting,' shall be replaced and reconnected. All surfaces to be painted shall be clean, smooth, dry, and free frOlll grime, dust, and grit. The preparation of surfaces of the entire building shall be accomplished to the satisfaction of the Engineer, prior to application of the paint. b. Metal Work: Surfaces to be painted shall be thoroughly cleaned of grime, scale, dirt, and rust by the use of steel scrapers, wire brushes, sand blast or other suitable tools or methods. Oil and grease shall be removed with benzine or suitable solvents. Galvanized iron and new bare steel shall be treated with a solution of 9% phosphoric acid, unless a factory prime coat has been applied. Application of Paint -- Specifications referred to are Federal Specifications and all paint shall conform thereto. a. Metalwork: Bare and previously unpainted ferrous metal surfaces shall be given a coat of protective, rust-inhibitive paint (Tr-P-3l Paint; Iron-oxide, Ready-Mixed) for exterior surfaces and a coat of primer (Tr-E-543 Enamel-Undercoater; Interior) for interior surfaces before application of finish coats. Galvanized sheet metal shall have a prime coat of zinc-duct zinc-oxide applied. Exterior metalwork shall receive two finish coats of paint (Tr-P-l02 Paint; EXTERIOR, READY-MIXED, WHITE & LIGHT TINTS). SP-13 . 'J . . . . . . . . . . . b. Woodwork: Exterior wood and trim shall receive a prime coat of primer (TT-P-25 Paint: Exterior-Primer) and two finish coats of paint (TT-P- 102 Paint; Exterior). Interior Wood shall receive one coat of primer (TT-P-56 Primer Coater) and shall receive two coats of latex base paint (TT-P-29 Paint, Latex Base). Paint colors shall be as designated by the Park Superintendent. Storage of Materials -- Paint materials shall be stored outside the building at locations approved by the Engineer. Paint shall not be left inside the building over night. Cleaning - a. All cloths and cotton waste which might constitute a fire hazard shall be placed in metal containers or destroyed at the end of each work day. Upon completion of the work, all staging, scaffolding and containers shall be removed from the site or destroyed in a manner approved by the Engineer. b.
