1 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE NOTIFICATION OF
AN AGREEMENT WITH THE INLAND MANPOWER ASSOCIATION RELATING TO THE TITLE II
2 PUBLIC SERVICE EMPLOYMENT PROGRAM FOR PORTIONS OF THE 1976-1977 AND 1977-1978
FISCAL YEARS WHICH SAID AGREEMENT SUCCEEDS TO AND REPLACES A PRIOR AGREEMENT
3 AUTHORIZED BY RESOLUTION NO. 12618.
4 WHEREAS, the Mayor and Common Council, by Resolution No. 12618,
5 authorized the execution of an agreement, dated December 8, 1976, with the
6 Inland Manpower Association relating to the Title II Public Service Employment
7 Program for a portion of the 1976-1977 fiscal year; and
8 WHEREAS, it is desired that said agreement with the Inland Manpower
9 Association be modified and replaced by the agreement attached hereto, marked
10 Exhibit "A" and incorporated herein by reference in order to provide for a
II modification of the Title II Public Service Employment Program as set forth in
12 said Exhibit "A"; and
13 WHEREAS, it is the intention of the parties hereto that said Exhibit "A"
14 attached hereto be complementary and succeed to the provisions of the prior
15 agreement with the Inland Manpower Association relating to the Public Service
16 Employment Program.
17 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
18 CITY OF SAN BERNARDINO AS FOLLOWS:
19 SECTION 1. The Mayor of the City of San Bernardino is authorized and
20 directed to execute on behalf of said City that agreement with the Inland
21 Manpower Association relating to the Title II Public Service Employment
22 Program for portions of the 1976-1977 and 1977-1978 fiscal years, a copy of
23 which is attached hereto, marked Exhibit "A" and incorporated herein by
24 reference as fully as though set forth at length. It is understood that this
25 agreement shall supercede the prior agreement relating to the Public Service
26 Employment Program executed pursuant to the authority of Resolution No. 12618.

TITLE II - NARRATIVE
I. OBJECTIVES AND NEED FOR ASSISTANCE:
To meet the needs of the unemployed through a Public Service Employment
Program, the City of San Bernardino has prepared a plan for the
utilization of Federal funds to create an effective program to aid the
economically disadvantaged and unemployed through implementation of the
Comprehensive Employment and Training Act of 1973.
The City of San Bernardino with a population of approximately 108,100
has experienced over the last two years a persistently high unemployment
rate.* According to statistics provided by the Employment Development
Department of the State of California, the average unemployment rate for
1975 was 10.58%; for 1976, the average unemployment rate was 9.58%. Again,
in 1977, the unemployment rate was above the national average for the
first four months of the year, the average unemployment rate for the City
being 9.6%.
To meet the needs of those individuals who are most severely affected by
the high unemployment rates in this area, the City of San Bernardino will
give priority in hiring members of the following groups: (1) Disabled
Veterans, (2) Welfare Recipients, (3) Former Manpower Trainees, (4) Females,
(5) Inner City Youth, (6) Special Veterans, (7) Handicapped, (8) Persons

45 years old and over, and (9) Recently Sep~ated Veterans.
II. RESULTS AND BENEFITS EXPECTED:
It is expected that the implementation of this program will aid in relieving
unemployment in the City of San Bernardino. Where unemployment is caused
by a lack of experience or a lack of job related skills, the program will,
supply the missing ingredients. Those positions established for inclusion

in the Title II program will have a high potential for transition into
permanent positions within various City Departments. The City's Title II
Public Service Employment Program will enable the participants to gain
knowledge and skills that will facilitate their transition into permanent
employment in the pUblic sector. In addition to the benefits to be derived
by the participants, this program will furnish benefits to the City of
San Bernardino and its residents by providing personnel who can accomplish
tasks which could not be accomplished in the.past due to lack of funds.
II 1. APPROACH:
The City of San Bernardino's CETA Title II program will establish a series
of positions that will provide transitional public service employment
opportunities for program participants. The main thrust of the Title II
program will be the establishment of positions having a high potential of
direct transition into permanent status in various City Departments. To
facilitate the transition of program participants, the Title II program
will make use of eXisting City job classifications and merit system
selection procedures to design a series of CETA positions and selection
devices for those CETA positions. Through the use of this approach, individuals
will be given an opportunity to further develop their job skills and gain
added experience in order that they may successfully compete for permanent
positions in the public sector.
The City's Title II program will provide funding that will enable the
following positions to be maintained for a 24 mon~h period or portions

In addition, an innovative occupation designated Work Experience Intern has
been adopted providing participants with productive work on a part-time
basis not to exceed 6 months in duration. These positions will be designed
to serve older workers, females, and veterans.
This Title II program will help to meet the needs of those groups targeted
for participation in the program itself and, in addition, it will also
provide services to the community at large. Individuals who participate
in the program will be provided with transitional public service employment
opportunities that will not only provide them with an immediate source of
income but will also furnish them with job related work experience and
training. For the community, the CETA Title II program will provide
essential city services that could not otherwise be provided under current
economic conditions. These CETA Title II positions will be located in
eXisting City Departments which provide ongoing services to City residents.
In this way, the Title II program will be integrated into the day to day
operations of the government of the City of San Bernardino. Recruitment for
positions in the Title II program will make use of established linkages
with community organizations, manpower agencies, and other governmental units
including, (1) the California Employment Development Department,

(2) Local Veteran's Organizations, (3) Operation SER, (4) Operation Second
Chance, (5) Inland Urban League, (6) The City's own Veteran's Assistance
Center, and (7) other organizations dealing with the training and
employment of the disadvantaged and the unemployed. Referrals to the
employing agency will be done by the above listed organizations. In this
way, the program will assure that recruitment efforts are targeted towards
all the significant segments of the community that are specified in the
contract. Selection for the CETA II positions will be carried out in
accordance with City of San Bernardino Civil Service procedures and
regulations.
IV. MANAGEMENT AND ADMINISTRATIVE PLAN:
The City, through the Comprehensive Employment and Training Administration.
a division,of the Mayor's Office, will perform all functions inherent in
program operation to include, but not necessarily limited to: (1) contracting,
(2) reporting, (3) hiring, (4) placement, (5) management, (6) planning, and
(7) program evaluation and monitoring.
Certification of participant eligibility will be the responsibility of the
Comprehensive Employment and Training Administration. Selection will be
made in accordance with provisions of the Comprehensive Employment and
Training Act and the City of San Bernardino's Civil Service system rules and
procedures. Each employee will be counseled and advised of his rights under
the Comprehensive Employment and Training Act and the City of San Bernardino's
merit system. Program monitoring will be performed by the Comprehensive
Employment and Training Administration to include but not necessarily limited
to: (1) review of applications for employment, (2) review of enrollee
personnel records, '(3) review of relevant financial records, and (4) review
of affirmative action goals.

The City of San Bernardino will furnish the managerial resources and the
administrative structure for the implementation of an effective and efficient
Public Service Employment Program. The staff of the Comprehensive Employment
and Training Administration will work in close cooperation and coordination
with other City Departments including the Finance Department, the personnel
Department, and the Civil Service Board to provide an administrative
structure that will ensure both efficient operation of the program and
compliance with legal provisions of the Comprehensive Employment and
Training Act.
