WHEREAS, the M~yor and Common Council, by Resolution No. 12655,
authorized the execution of ~n a9reement, dated J~nu~ry 20, 1977, with the
Inl~nd Manpower Association relating to the Title VI Public Service Employment
Program for a portion of the 1977 fiscal year; and
WHEREAS, it is desired that said agreement with the Inland Manpower

Association be modified and replaced by the agreement attached hereto, marked
Exhibit "A" and incorporated herein by reference in order to provide for a
modification of the Title VI Public Service Employment Program as set forth in

said Exhibit "A"; and

WHEREAS, it is the intention of the parties hereto that said Exhibit "A"
attached hereto be complementary and succeed to the provisions of the prior
agreement with the Inland Manpower Association relating to the Title VI Public

SECTION 1. The Mayor of the City of San Bernardino is authorized and
directed to execute on behalf of said City that agreement with the Inland
Manpower Association relating to the Title VI Public Service Employment Program
for portions of the 1977-1978 fiscal years, a copy of which is attached

hereto, marked Exhibit "A" and incorporates herein by reference as fully as

though set forth at length. It is understood that this agreement shall
supercede the prior agreement relating to the Title VI Public Service
Employment Program executed pursuant to the authority of Resolution No. 12655.

TITLE VI NARRATIVE
I. Objectives and Need For Assistance:
In order to meet the needs of unemployed and economically disadvantaged
individuals who reside within the City of San Bernardino, the Comprehensive
Employment and Training Administration of the City of San Bernardino has
designed a public service program which will be implemented under Title VI of
the Comprehensive Employment and Training Act of 1973. The program will
provide benefits both to the unemployed and to the community at large.
The City of San Bernardino, which is located in the Riverside-San Bernardino-
Ontario labor market area, has a population of approximately 108,100.* The
civilian labor force of the City is approximately 45,000 individuals. Over the
last two years, the City has experienced persistant1y high unemployment.
According to statistics provided by the Employment Development Department of
the State of California, the average unemployment rate for 1975 was 10.58%; for
.1976, the average unemployment rate was 9.58%. Again, in 1977, the unemployment
rate in the City of San Bernardino has been above the national unemployment rate.
For the first four months of 1977, the average unemployment rate was 9.6%.
To meet the needs of those individuals who are most severely affected by the
unemployment problem, the City of San Bernardino has focused its efforts on
providing service to members of groups who suffer from persistently high
unemployment rates. These high unemployment rates are often the result of both
economic conditions within the community and institutional barriers within
employing agencies and industries. The Title VI public service employment
program will focus on providing assistance to members of the following target
groups: (1) disabled veterans; (2) welfare recipients; (3) females;

(4) former manpower trainees; (5) inner city youth; (6) special veterans;
(7) the handicapped; (8) older workers; (9) recently separated veterans;
(10) other veterans.
II. RESULTS AND BENEFITS EXPECTED:
It is expected that this program will aid in relieving the unemployment in the
City of San Bernardino. Where unemployment is caused by lack of experience on the
part of the participant or lack of job related skills, it is expected that the
program would supply the missing ingredients. This would lead to eventual
placement in unsubsidized employment.
The purpose of this program is to provide transitional employment to those who
have adequate skills but are unable to find unsubsidized employment in the
present labor market, and training to those unemployed who lack necessary skills
to become employable. The training will be designed to give participants the
highest possible potential for transition into the private business sector. In
addition to the benefits to be derived by the participants, this program will
benefit the City by providing manpower to accomplish tasks and programs which in
the past have not been possible because of the lack of funds.
III. APPROACH: SUSTAINMENT LEVEL
The levels of Titles II and III combined as of June 30, 1976, will be sustained
with available funds designated for that use. On June 30, 1976, the Title II
level was 29 and the Title VI level was 162; the combined level was 191. Title II
funds will be used to sustain 15 participants through September 30, 1978. The
remaining 176 participants will be sustained under Title VI through September
30, 1978.

The City proposes to undertake a series of meaningful work projects. It is
intended that the personnel hired be utilized to the maximum advantage in the
accomplishment of tasks and programs which in the past have not been possible
due to lack of funds.
One of the concepts to be employed will be the .pooling" of individuals with
skills and abilities which can be used by more than one department. These
individuals will be assigned to departments on a "project" basis, as opposed
to a fixed assignment. Departments demonstrating their ability to proceed with
pre-planned projects will be given priority consideration with respect to the
. assignment of personnel.
Projects planned at this time contemplate the employment of individuals with
skills in four basic fields and these individuals will be hired under the
following general position classification:
1. Public Service Worker Trainee
2. Public Service Worker Utility
3. Public Service Worker Technical
4. Public Service Worker Administrative
Positions will be employed for a number of programs and projects during the
year. The following projects are currently being considered for priority
assignments - - - others will be considered during the course of the year, as
they may develop.
PROGRAM I
Ten personnel in the Technical classification will be used to serve as Police
Assistants in the Police Department. Their basic function will be to

make field contact with the victims of petty theft, malicious mischief, and
other non-contact type law enforcement incidents to take field reports and to
make preliminary investigations and recommendations for possible follow-up.
This type of training will help participants to qualify for Police Officer
positions as vacancies occur.
PROGRAM II
Three positions in the clerical classification will be utilized to establish
a typing "pool". Individuals so employed will be assigned to City Departments,
upon request and substantion of needs, as replacement help for ill employees,
vacation relief, typing overload, filling backlogs and other special projects.
PROGRAM II I
An unknown number of personnel in the utility and technical classifications
will be hired depending upon the skills and abilities of the applicants to
establish a maintenance and construction "pool". The individuals so employed
will be assigned to departments, upon request and substantiation of needs,
for specific short-term projects.
PROJ ECT I
Survey and Inspection of Structures for Compliance with Building Code and
other Safety Regulations
Persons with construction or engineering background assist in the program of
inspecting approximately 3,700 structures erected prior to 1955 for compliance
with modern safety. Since this project began 1,054 buildings have been
inspected. It is estimated that it will take another two years before this project
is completed.

PROJECT 2
House-to-House Canvas to Ascertain if all Dogs are Vaccinated for Rabies
and are Properly Licensed
Persons with the ability to meet the public, handle money, and prepare
receipts are utilized in this project. So far, 60% of the City residences
have been canvassed. As a result, 1,331 citations have been issued and
12,336 dog licenses have been sold.
PROJECT 3
Maintenance andWeed:Removal'inthe'NorthEnd of:the City Cemetery
This is an on-going project utilizing utility worker classification workers
to assist in the trimming of shrubs and hedges around headstones and the
removing of weeds and other debris from the less active spots of the cemetary.
PROJECT 5
Painting Fire Alarm Boxes and Fire Hydrants
This on-going project involves persons in the utility classification doing
painting of alarm boxes and hydrants. As of this time, approximately 250
alarm boxes have been painted and 2/3 of the fire hydrants have be painted.

PROJECT 6
Repair and Major Refurnishing of Tables, Chairs, and Miscellaneous Equipment
in Convention Center
Two persons in the utility classification are needed to do carpentry and some
painting and staining in the repair of chairs, tables, etc. One person tran-
sitioned into permanent job. Project on-going.
PROJECT 7
Updating and Duplication of Zoning Maps and Planning and Landuse Maps
PROJECT 8
On-going Servicing, Maintaining and Assisting in the Fabrication of Fire
Department Vehicles and Equipment
PROJECT 9
Increased Effort and Activity in Promoting the Senior Discount Program
One person in the utility classification cordi nates the Senior Discount
Program. This person contacts businesses to arrange a discount for Senior
Citizens and signs Senior Citizens up for life-time card. So far, this
person has contacted between 150 and 160 businesses and has signed up 2500
Senior Citizens.
PROJECT 10
Assistance to Community Groups in Dealing with Localized Problems
One person in the administration classification with the ability to communicate
orally and in writing. Actively works with community groups and assists them
in organizing their efforts to cope with specific problems, and to serve as a
liason person with schools, police and other governmental agencies.

PROJECT 11
Instruction of Untrained Young Adults in Manual Skills
A person in the utility classification to instruct young adults in welding.
In order to give them sufficient skills and abilities to enable them to have
a better employment potential in industry. So far, this person has instructed
90 to 100 persons in three quarter sessions.
PROJECT 12
Electrical Up-grading of Stage and lights, Ballpark lighting and Signals
The upgrading of the ball field lighting system at Wildwood Park and Delman
Heights has been completed. However, a large variety of community development
projects still remain to be accomplished. These include the installation
of traffic signals and the upgrading of street lighting. Maintenance work
is also required at Meadowbrook Park and Mill Community Center.
PROJECT 13
Various Street Projects
Technical and utility personnel are needed to accomplish various street projects
including: (a) Widen Sierra Way, 3rd Street to Highland Avenue. (b) Repair
buildings, clean and repair City yards, weed removal, repair streets, curbs, and
gutters. (c) Widen Waterman Avenue, 5th Street to Baseline Avenue. Already
accomplished under this project has been the curb setback at Baseline and
Arrowhead, and the removal of the railroad tracks at Arrowhead between 2nd and
3rd Streets. Many unused parking meter poles have been removed.

PROJECT 14
Trimming, Pruning, Planting and Spraying and Removing of Trees From City
Streets, Parks, Parkways, and Grounds
It is estimated that there are 180,000 trees located on City grounds. Regular
maintenance of these trees is important for safety and aesthetic reasons.
PROJ ECT 1 5
Maintenance and Repair of City Owned Buildings and Facilities
Various projects involving the services of utility and technical classification
include: (a) Repair of wooden tables, benches, chairs, etc. (b) Repair of
buildings and facilities at City nursery. (c) Repair of roofs, several locations.
(d) Repair and refurnishing of floors, several locations; (e) Clean oil and
grease stains from parking structures and outdoor parking areas. (f) Painting,
touch-ups and major repainting at several locations. (g) Construction of cement
block planters, repaint walls and small building structures - restrooms and
storage sheds.
PROGRAM IV
In addition a special program has been planned to hire unemployed schoal
teachers. Fourteen positions will be filled by qualified i"ndividuals in
order to reduce the adult-student classroom ratio. Efforts will be made to
place individuals in this program who have been credentialed but have never
been employed in a full time capacity.
To date, this program has been very successful. In 1975. etght of the
fourteen persons enrolled tn the program were transitioned into permanent.
full time teaching positions. In 1976, another eight were transiti"oned. These
figures demonstrate that this program should continue on an ongoing basis.

PROGRAM V
This program involves a person to work as an administrative assistant to the
Education and Human Services Task Force.
Under the direction of the task force chairman, the incumbent identifies
community needs for education and social services, interviews possible recipients
of services to determine qualitative nature of needs, develops data to document
needs, and prepares proposals for possible state or federal funding.
PROGRAM VI
Another special program has been planned for potential firemen. The occupants
of these ten positions first attend the fire academy and then are assigned to
the fire crews where they work along side regular firemen performing beginning-
level fire fighting. Of the first ten fire assistants, seven have been
transitioned into permanent employment in the Fire Department. It is hoped that
this program will continue to produce trained and experienced fire fighters.
PROGRAM VII
This program is designed to utilized participants to support a wide variety
of outreach organizations. These organizations include the San Bernardino
Unified School District, Valley College, Federal and State governmental offices
and community based organizations. This program has proved highly Successful
both in providing much needed services to the community and in providing a good
chance for transition to the participant.
PROGRAt-l V I II
This program serves to train people in the manpower field. . This is accomplished
by utilizing CETA VI participants in all areas of manpower operations. This
includes intake and assessment, planning and job development.

PROGRAM IX
This program will provide for transportation assistants in the utility
classification series. These attendants will ride on Omnitrans buses
serving a laison function between Omnitrans and the community.
This is a pilot project to test the feasibility of using individuals from
the community to cut down vandalism.
PROGRAM X
This program will provide 3 individuals in the utility classification who
will serve as communications aides in the Crime Awareness Program. In this
function, the aides will relay CB radio transmissions and telephonic
communications from community residents to appropriate governmental agencies.
IV. PROJECTS:
The estimated average annual wage rate for Public Service Employment occupations
is $7,321. This is obtained by hiring individuals in medium salary ranges
allowing them to support their families. By not hiring at the top salary
levels, the number of possible positions is increased thereby creating more job
opportunities. The funds necessary to maintain the Title VI sustainment level
of 176 job slots were projected through September 30, 1978. The funds remaining
were earmarked for projects; funds will be used to provide for 112 job slots
in Title VI projects.
A. Project Selection:
The review and approval process for projects utilized a rating system adopted
from criteria presented by DOL. Specifically; the rating standards employed
were initially used by prime sponsors in the State of Washington. The criteria

was modified to conform with local use requirements for projects in the prime
sponsor's jurisdiction. Points were assigned with a total of 100 pOints
Possible for the six criteria listed below:
(1) The project will utilize eXisting skills of unemployed persons.
(2) The project addresses a highly needed community service.
(3) The methods specified in the project description reflect a
reasonable approach to accomplishing project objectives.
(4) The project will provide jOb skills and work experience for those
participants who lack skills or can learn skills while employed.
(5) The prOject will provide jOb opportunities at a reasonable cost.
(6) There will be a capacity for immediate implementation of the project.
The IMA Regional Advisory Council made selections on the basis of the above
criteria, presenting written comments and recommendations to the individual
program agents within the consortium. The City of San Bernardino. one of four
component parts of the consortium, utilized the recommendations in determining
which projects would be selected for funding. Initial screening of projects
was accomplished by the CETA Coordination Committee. Those recommended by
the Committee were also approved by the City Council.
B. Recruitment and Verification of Participants:
Recruitment was conducted through jOb announcements advertised in local
newspapers, and posted at pUblic organizations including: San Bernardino
City Civil Service Board, San Bernardino Public library System. California
State Employment Agencies, various community organizations, and colleges.
All positions will be listed with EDD in order to ensure the 48 hour veteran's
preference. After the 48 hour period, applications will be accepted for all
eligible applicants. Veterans were targeted for recruitment in keeping with

the recommended 35% CETA veterans participation goal.
Linkages have been established with the State of California Employment
Development Department for referral, verification and certification of
participants. In addition, a linkage has been established with the
San Bernardino County Welfare Department for verification of AFDC status.
Referrals were accomplished in cooperation with existing exmployment and
training organizations, including but not limited to: Veteran's
organizations, Operation SER, Operation Second Chance, Inland Urban League,
State of California Department of Rehabilitation, and the Westside Community
Development Corporation.
For those applicants referred directly from Employment Service of the
State of California Employment Development Department an EDD form 8464 will
be accepted as verification of participant eligibility status as defined in
CFR Title 29, Section 99.42 (a) (i). For those applicants not directly
referred from the Employment Service, a linkage was established with the local
Unemployment Insurance Office of the Employment-Development Office. The
Unemployment Insurance Office will determine the individual client's eligibility
through the evidence of the exhaustion of or ineligibility for unemployment
insurance benefits, and will certify as to-eligibility on the basis of EDD
records. In addition, verification will also be performed by the
San Bernardino County Welfare Department in regards to the certification of AFDC
recepients.
v. MANAGEMENT AND ADMINISTRATION PLAN:
The City, through the Comprehensive Employment and Training Administration, a
division of the Mayor's Office, will perform all functions inherent in program

operation to include. but not necessarily limited to: (1) contracting.
(2) reporting. (3) hiring. (4) placement. (5) management. (6) planning.
and (7) program monitoring and evaluation.
Certification of participant eligibility will be the responsibility of the
Comprehensive Employment and Training Administration. except as otherwise
provided for in the Memorandum of Understanding between the Inland Manpower
Association and the State of California Unemployment Development Department
Selection will be made in accordance with provisions of the Comprehensive
Employment and Training Act and the City of San Bernardino's Civil Service
system rules and procedures. Each employee will be counseled and advised of
his rights under the Comprehensive Employment and Training Act and the
City of San Bernardino's merit system. Program monitoring will be performed

The City of San Bernardino will furnish the managerial resources and the
administrative structure for the implementation of an effective and efficient
Public Service Employment Program. The staff of the Comprehensive Employment
and Training Administration will work in close cooperation and coordination
with other City Departments. including the finance Department. the Personnel
Department. and the Civil Service Board to provide an administrative structure
that will ensure both efficient operation of the program and compliance with
