STAFF REPORT
OFFICE LEASE - 184 SOUTH "E" STREET
Summary:
The purpose of this staff report is to describe the opportunity available to the Agency to place a
locally prominent artist in an Agency-owned vacant building located at 184 South "E" Street and
obtain Commission permission to lease it to him. The matter is being submitted directly to the
Commission becausf.' the proposed tenant must find space immediately and beca:olse of increasing
vandalism. The building is presently being van<!A!i7ed and this occupancy will temporarily reduce
continuing Agency property maintenance costs, avoid security guard service and secure this
building until it is ready for use for another redevelopment project.

Staffwas approached by Don Wakefield, artist, to locate a suitable building for the creation of a
working sculpture studio that also will serve as a sculpture gallery and educational facility for the
arts. Wakefield is presently located in Guasti, CA and is being forced to move due to pressure by
the owner to develop his present location into a use not art related. Wakefield works in glass,
steel, stone, ceramics and fiberglass mediums.
Staff toured the existing Wakefield studio and found the establishment to be substantial, with
several stone sculpture projects in various stages of completion. Staff met with Wakefield and
other artists regarding their interest in relocating to San Bernardino.
Wakefield has proposed a contemporary art museum, gallery and educational facility in the arts
for the 184 S. 'E' Street location. The objective of the facility will be to become a first class
contemporary art museum. The gallery will sell a wide variety of high quality artistic items. The
educational facility will provide information, space, materials and equipment to become one of the
finest sculpture studios available. It is noted that a facility of this type does not exist anywhere in
the Inland Empire and its opening, given an evolution of anticipated development, will provide
recognition to the City of San Bernardino.
The Wakefield proposal includes the availability oflarge environmental sculpture pieces for
exhibition throughout the City and downtown area. Staffhas met with Project for Public Spaces
and its initial reaction has been positive and supportive. Staffhas also met with representatives of
the Mayor's staff and Main Street regarding the exhibition of art in the Downtown, and the
concept has been well received, and encouraged.

Bringing Wakefield downtown will accomplish several redevelopment objectives: First, the art
t8cility will remove blight. The 184 South 'E' building has been unoccupied for some time now.
Staff viewed the t8cility with the San Bernardino Police Department and found evidence that
people are camping out in the rear building. The rear garage door has been kicked in, and
indications are that the building will be "stripped" shortly. Continued delay to speod substantial
funds on the building to secure and maintain it will leave no alternative other than premature
demolition.
The building has been on the market for some time, and due to the soft leasing market, a tenant
has not been found.
Prooosed Lease:
The proposed lease structure will be a month-to-month lease, with a 60 day cancellation clause.
The rent will be $340.00 per month which is based upon one-half of the proposed tenant's existing
lease and, more importantly, the significant reduction in maintenance costs incurred by the
Agency. Tenant will pay all utility costs.
o StatTRecommendation:
Because the building is suffering daily and increasing vandalism, time is of the essence to lease the
building quickly and stem the property damage by placing a tenant on-site. The tenant would
basically serve the same purpose as a caretaker, but with a distinct difference. Its cheaper and
provides a worthy reuse. For this reason, and the fiIct Wakefield must find immediate quarters,
the matter is being referred directly to the Commission.
Staff recommends the adoption of the form motion.
