STAFF REPORT
Section 2B of Council Resolution No. 89-129, Paragraphs 2 and 3, state, in part, that:
" A salary survey shall be conducted in odd-numbered years, beginning in 1989,
by an independent firm selected by the Mayor and Common Council. The survey
shall compare salaries of the classifications covered by this resolution with like
or similar classifications in other similarly situated municipalities."
"A benefits survey shall be conducted in even numbered years, beginning in
1990. The survey shall compare benefits of the classifications covered by this
resolution in other similarly situated municipalities."
A saIary survey was conducted in 1991. Because the salary survey was implemented a year later
in 1992, a benefits survey was not conducted that year. The saIary and benefits survey was
combined, in order to reduce the cost of conducting each survey separately and to meet the
terms of Resolution No. 89-129.
The fIrm selected for the survey was PERSONNEL CONCEPTS, at a cost of $7,200.
Exhibit" A" is the Final Draft Report Compensation Study from PERSONNEL CONCEPTS,
received July 8, 1994.

1. The City of San Bernardino's management and confidential classes are non-competitive
with the labor market. Thirty-six (36) of the forty (40) survey classes are below the labor
market median. Of the 36 classes, 24 classes are between 5% and 15% below the labor
market median.
2. The City of San Bernardino's total compensation pay practices (including benefits) are
competitive with the labor market.
3. The City of San Bernardino's leave policies (vacation, sick leave, holidays, administrative
leave) are conSistent with a majority of the survey agencies. , ,
Chapter IV of the report contains the consultant's recommendations for implementation.
Appendix A contains data sheets for each classifIcation surveyed. Appendix B summarizes Total
Compensation and Benefit Survey Results. Appendix C lists Salary Recommendations for
Management and Confidential Classifications. Appendix D incorporates the Salary
Recommendations into the City's Range Placement Table.
The Final Compensation Study will be submitted after PERSONNEL CONCEPTS receives
comments from the Mayor and Common Council at their August 15, 1994 meeting.
