STAFF REPORT
The contract with the General Unit employees expired on June 30, 1993. The City Team and
the San Bernardino City Employees' Association (SBCEA) held eight negotiations sessions. At
the July 25, 1994 negotiations session, both sides reached tentative agreement on a two-year
contract.
Attached is the General Unit Memorandum of Understanding (MOU). The term of the MOU
is for two years, from July I, 1993 through June 30, 1995.
The economic highlights of the MOU are as follows:

2% salary increase as of January 1, 1995.

The City will increase its contribution for health insurance for
Employee Plus One or More Dependents to a flat rate of
$275.00/month (versus the current contribution of$238.50/month).
The City's contribution for employees with no eligible dependents
will be based on the Kaiser South rate for Employee Only. These
benefits will be effective as of the first pay period following the
approval of the MOU.

The City will establish a Compensatory Time Bank, effective with
the approval of the MOU. Based on the employee's request and
Department approval, the employee will either be paid for the
overtime worked, or the number of overtime hours will be placed
in a Compensatory Time Bank. Once the employee's bank reaches
80 hours, the employee will be paid for all subsequent overtime
worked. Only 40 hours per year may be carried over; any hours
in excess of 40 hours as of January 1st each year willl be paid to
employees on their second paycheck in March. All overtime
earned will be in accordance with the Fair Labor Standards Act
(FLSA).

Several other changes were incorporated in the MOU; however, the fiscal impact of these
changes was negligible.

7 WHEREAS the designated representatives of the Mayor and Common Council met and
8 conferred in good faith with representatives of San Bernardino City Employees' Association
Resolution No.
9 (SBCEA) representing the unit of General employees of the City of San Bernardino, in

accordance with the provisions of Government Code Sections 3500-3510, to agree upon a new
Memorandum of Understanding (MOU);
WHEREAS such meetings resulted in agreement on an MOU (Exhibit A, a copy of
which is attached hereto and incorporated herein) effective July 1, 1993, through June 30, 1995.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Exhibit A to this resolution is hereby adopted establishing wages, hours
San Bernardino.
