REQUEST FOR COUNCIL ACTION
STAFF REPORT
The attached request from the San Bernardino Community and
School Alliance Foundation seeks waiver of the use fee for
the parking area at perris Hill Park, adjacent to Fiscalini
Field. The request makes reference to "parking fees";
however, the request should be considered for waiving the
fees for use of the area. The proposed event will involve a
carnival operation as part of this fund raising event.
Resolution No. 88-307, adopted in August, 1988, provides that
the Mayor and Common Council "may exempt" non-profit associa-
tions from the rate and fee schedule. There will bea
financial impact with respect to the Department of Parks,
Recreation and Community Services and granting an exemption
for this event while possible and worthy, would appear to be
contrary to the original purpose of the resolution.

Dear Council Members:
RE: Parking Fees for the CaSA Carnival
community and School Alliance (CaSA) is a non-profit organization
which collects funds for schools to use for academic purposes,
the arts, athletics, and other related school activities. These
funds are obtained through qifts from citizens/businesses in
this community and two fund-raising activities, one of which is
the CaSA Carnival.
There are no administrative costs in running CaSA. Everything
is done by volunteers, with some assistance from the school
district. Any parking fees assessed by the City will come
directly out of the revenue we receive from donations which could
be given to schools.
I am sending you for your information copies of a listing of the
CaSA Executive and General Board Members; a list of the 1989 CaSA
Grant Applications; a list of the 1989 CaSA Grant Application
Winners; and a general informational sheet on CaSA.
The CaSA All Schools carnival/Talent Show and Poster Contest are
scheduled on November 16-19, 1989, at Fiscalini Field at perris
Hill Park. All net proceeds go to grants for teachers.
We respectfully request that you waive the parking fees for the
CaSA Ca ivaI to be held on November 16-19, 1989.

Some Important Information About CaSA-the
San Bernardino Community and School Alliance Foundation
. CaSA Foundation offers everyone in our community unique opportunities to join together to benefit our
greatest natural resource-our children. This is done by extending support to and boosting morale of the
many excellent educators in our City Schools
-through personal involvements as volunteers in CaSA
-through personal or corporate financial support of CaSA fund-raisers
-through specific efforts to bring to public attention and recogmtIon the positive educational
atmosphere and achievements that presently exist in our schools.
. CaSA Foundation, like other non-profit foundations in many California cities, was formed by nncerned
community members to raise funds in the local private and business sectors to offset the loss of funds to our
local schools from state and federal sources. All funds raised are made available to educators in our City
Schools to revitalize and restore programs for our school children.
. CaSA Foundation accepts requests for allocation of funds from anyone in the education community-
students, parents, teachers, administrators-for use in grades Kindergarten through 12. Requests are
reviewed annually by a CaSA Allocations Committee and those selected are submitted to the Board of
Education for approval. Whatever CaSA funds are available at that time are distributed among those
proposals deemed most beneficial to students. (No CaSA funds may be used to supplant funds available
through the regular school district budget.)
. CaSA Foundation's goal is to be financially able to fund ALL worthy grant proposals submitted for
funding each school year. With community support this goal is coming closer.
The CaSA Foundation provided financial support to 49 proposals submitted for funding.
