On May 2, 1994, the Community Development Commission directed staff to prepare a Request for Proposal (RFP) for development of twenty-five (25) single-family detached homes based on a lell turn approach connecting San Marcos Street to Congress Street, including all capital improwments, which includes water utility infrastructure requircd to facilitate development and assist residential proper1y currently located on Congress Street. The street improvement design alternative selected by the Commission provided for construction of a connecting street elbow between San Marcos and Congress Street (Exhibit nAn). In order to identifY the specific level of financial subsidy, if any, required by the Agency to facilitate this development, Agency staff recently issued a formal Request for Proposals (RFP). Copies of the formal RFP were subsequently mailed directly to fifteen (15) residential developerslbuilders and to the Building Industry Association (BIA) for circulation to its extensive membership roster (Exhibit nBn). The Agency established RFP submittal deadline was Monday, July 11, 1994, at 5:30 p.m. The Agency received one (I) its response to the RFP, submitted by New Frontier Enterprises, Inc., (Exhibit ncn). The development proposal submitted by New Frontier includes construction of twenty-five (25) homes in three (3) models, consistent with Market Profiles' Real Estate sales analysis information for this area. New Frontier's proposed project mix includes the following: . Seven (7) three bedrooms/2 baths, 1,296 square foot homes, priced at $93,990. . Ten (10) three bedrooms/2 baths, 1,350 square foot homes, priced at $96,500. . Seven (7) four bedrooms/2 baths, 1,600 square foot homes, priced $106,500. In order to effectuate development of these twenty-five (25) homes, New Frontier has identified a project financial short-fall of approximately $390,000. According to its proposal, these monies are necessary to finance required off-site improvements to San Marcos Street and would be contributed by the Agency from available bond proceeds. Removal of this home is necessary prior to construction of the street improvements connecting Congress and San Marcos, as previously approved by the Commission. Formal discussions between New Frontier and the Agency regarding development of the San Marcos Housing project Owner Participation Agreement (OPA) would, however, also involve resolution of the following issues: . Acceptance by Commission of New Frontier proposal and authorization to negotiate agreement. . The developer's ability to acquire all vacant parcels and establish control over the required land (estimated acquisition cost of$4,000/lot). . Developer's ability to obtain construction financing for this project. Adequate resolution of these issues in conjunction with the commitment of approximately $510,000 in Agency resources will be required to effectuate development of the proposed twenty- five (25) homes in the San Marcos housing development. As such, it is appropriate for the Commission to determine, hopefully once and for all, whether this project will proceed as originally envisioned. Based upon the foregoing, staff recommends adoption of the form motion. KENNETH J. This project should add to the stock high of quality/affordable owner-occupied units located within the City of San Bernardino, while also taking into consideration site location, the existing neighborhood, the proposed parcel size, and the affordability of the units. Ranging from 1,296 square feet to 1,600 square feet, homes should sell within the sales price range of $93,990, $96,500 and $106,500 respectively in relationship to said square footage (see Attachment "A"). All units are to include front yard landscaping, tile roofs, stucco exterior, high quality structural design with environmental amenities, such as central air/heating with well insulated features. The selected builder will be soley responsible for acauisition of all parcels related to this development, construction, marketing, and sale of all twenty-five (25) homes specifically located on San Marcos Street (see Attachment "A-I"). All necessary off-site improvements are to be constructed in conjuction with this development. Off-site improvements will run north on San Marcos Street from Walnut Street and connect with an extension to Congress Street (please Attachment "B"). However, in addition to the identified capital improvements, it will be necessary to eliminate the dead end water main in San Marcos by connecting it to the extended water main in Congress Street. Consequently, an additional 3,370 lineal feet of 12" water main in Muscott-Walnut between Bellevue and Mt. Vernon is also required to provide adequate volume of water and necessary pressure (see Attachment "B-1"). Costs include: 12" DIP main installation Fire Hydrants @ 500 foot spacing System valves and interties Excavation, backfill, and compaction Compaction testing Pavement removal, replacement and repaving Service laterals and meter installation for 20 City of Colton changeovers 4. Adequate proof must be provided that the respondent can secure construction financing necessary to build this project. 5. They offered six elections, with varied floor plans. The homes were pre- sold prior to construction. NEW FRONTIER could construct a new home at approximately the same cost of remodeling. Since 1977, NEW FRONTIER has established a reputation for high quality residential and commercial developments which serve as assets to the community. This is an on-going endeavor that NEW FRONTIER has accomplished and continues to strive for. The company has fully embraced a win-win negotiating philosophy when dealing with Redevelopment Agencies. [I [ [ r , John W. Pierce - President and Chief Executive Officer Mr. Pierce is responsible for the overall management of the three related companies. Mr. Pierce joined NEW FRONTIER ENTERPRISES, INC. in 1978 as Construction Manager. In 1981 he became a partner in the firm and in 1986 purchased 100% of the outstanding stock. Mr. Pierce formed NEW FRONTIER PROPERTY MANAGEMENT in 1987 to handle the leasing and ongoing management of the commercial centers developed by the firm. In 1988 Mr. Pierce formed NEW FRONTIER COMMERCIAL PROPERTIES, INC. which has become the development and portfolio management entity. Mr. Pierce has over 15 years experience in construction and development of industrial, commercial and residential real estate. L David Pierce ("Dave") - Project Manager State of California Contractor's License C-I0 #477194 Dave Pierce joined NEW FRONTIER in 1989 to handle specific project management for the large shopping center projects and to manage properties held by the company after completion. Before joining John Pierce at New Frontier, Dave owned his own electricai contracting company, Techtonics. Techtonics specialized in commercial electrical construction, telecommunications, and centralized computer installations. Mr. Pierce has twelve years experience in the building and electrical construction industry. Prior to entering the construction field, Dave held national management positions with Harris Computer Systems and AlphaMicro Systmes. Elrod - Executive Manager of Construction State of California Contractor's License #442489 Mr. Elrod has had the direct control of the construction of over 40 regional and convenience shopping centers, which included the following major retailers; K-Mart Corp., Target Stores, Mervyns, W.T. Grant, Albertsons, Save Mart, Safeway, Thrifty Drug, Payless Drug and Clothestime. He also has extensive background in multiple and residential housing. Mr. Elrod is personally licensed for General Construction in the State of California and has had direct experience in nine of the eleven western states. David L Arneson, AI.A - Director of Architecture Mr. Arneson has 25 years experience in the design and development of numerous commercial and residential projects. His portfolio includes large single-family subdivisions, high-density apartment complexes, multi-story office buildings and regional shopping centers. He was educated at the University of Southern California and is a member of the American Institute of Architects. Initial information provided by the City or County plus our own-"in-house" feasibility analysis will be needed to provide a more accurate picture of the area. The first step, upon entering into an "Exclusive Right to Negotiate Period" with a City on a redevelopment project, would be to augment the information provided by the City and our own "in-house" analysis with a feasibility study completed by a professional marketing firm. Armed with the information provided in this marketing study the next step would be to complete several site plans which would fit within the City's parameters for the development. Third, we would immediately start soliciting buyers from the existing area. NEW FRONTIER would make a conscience effort to convert renters to homeowners. All potential buyers will be assisted thru the pre-qualification requirements of the various lending institutions. Marketing requires knowledge, persistence and determination.
